    The article provides a systematic review of the scientific works of Russian legal scholars in the field of public finance law in China, in particular tax, budget and currency law. Today, it is premature to talk about fully functioning schools of Chinese law in the Russian legal science. However, at the same time there are examples of successfully conducted fundamental researches on Chinese public finance law. Authors have to admit that the last few years have not been marked by the appearance of any monograph on Chinese public finance law in Russia – the studies conducted today are usually devoted to specific problems and are published on the pages of the relevant journals. There are obvious reasons for this – difficulties in Chinese language learning and understanding specific Chinese legislation, which is characterized by uncertainty, ambiguity and plurality of sources of law. Existing studies can be classified into studies entirely devoted to the study of particular institutions or branches of Chinese law, and studies of a comparative nature. The article examines and systematizes the work of Soviet and Russian legal scholars devoted to various areas of research in the fields of tax, budget and currency law of China, with an assessment of their significance and contribution to the development of the relevant branch of knowledge. The materials in this article may be useful for future researches, which, in turn, can predetermine the strengthening of bilateral relations, as well as the implementation of joint investment projects. The article allows to identify unexplored areas in the considered field, thereby laying the foundation for future research. Authors note research issues that seem to be perspective based on the conducted review.Представлен системный обзор научных работ отечественных ученых-юристов, посвященных исследованиям в области правового регулирования публичных финансов в Китае, в частности налоговому, бюджетному и валютному праву. На сегодняшний день в отечественной правовой науке преждевременно говорить о сформированных и полноценно функционирующих школах изучения китайского права. Однако в то же время имеются примеры успешно проведенных фундаментальных исследований китайской отрасли публичных финансов. Обзорная статья позволяет определить неисследованные области в рассматриваемой сфере, тем самым заложив основу для будущих исследований. С учетом проведенного исследования авторы статьи отмечают отдельные вопросы, исследование которых представляется актуальным и перспективным

    Properties of humic substances isolated from different natural sources

    The purpose of study was to determine properties of humic substances by combination of modern and traditional methods. Humic substances isolated from three different sources from Mongolia such as peloid from Lake Gurban nuur, coal from Baganuur deposit and oil shale from Shine khudag deposit. On the basis of determination H/C and O/C atomic ratios in humic substances by elemental analysis, confirmed existing of aromatic structures in the molecules and oxidized functional groups. Have been studied the structure of humic substances by spectral method. For example infrared spectrums showed that humic substances are characterizing with poly-structural components, with different quantity in the samples. Light adsorption of samples in the UV-Vis region, a decrease on the absorption intensity with an increase of the wave length was observed (Fig. 2). The high ratio Н/С, attributed to stretching of C=C bond of aromatic rings in IR spectrums, the high content of functional groups, lower extinction coefficients, confirmed that aromatic fragments to prevail than aliphatic chain fragments in structure of all studied HS.     First Order Static Excitation Potential: Scheme for Excitation Energies and Transition Moments

    We present an approximation scheme for the calculation of the principal excitation energies and transition moments of finite many-body systems. The scheme is derived from a first order approximation to the self energy of a recently proposed extended particle-hole Green's function. A hermitian eigenvalue problem is encountered of the same size as the well-known Random Phase Approximation (RPA). We find that it yields a size consistent description of the excitation properties and removes an inconsistent treatment of the ground state correlation by the RPA. By presenting a hermitian eigenvalue problem the new scheme avoids the instabilities of the RPA and should be well suited for large scale numerical calculations. These and additional properties of the new approximation scheme are illuminated by a very simple exactly solvable model.Comment: 15 pages revtex, 1 eps figure included, corrections in Eq.     Ez-response as a monitor of a Baikal rift fault electrical resistivity: 3D modelling studies

    3D numerical studies have shown that the vertical voltage above the Baikal deep-water fault is detectable and that respective transfer functions, Ez-responses, are sensitive to the electrical resistivity changes of the fault, i.e. these functions appear actually informative with respect to the resistivity «breath» of the fault. It means that if the fault resistivity changed, conventional electromagnetic instruments would be able to detect this fact by measurement of the vertical electric field, Ez, or the vertical electric voltage just above the fault as well as horizontal magnetic field on the shore. Other electromagnetic field components (Ex, Ey, Hz) do not seem to be sensitive to the resistivity changes in such a thin fault (as wide as 500 m). On the other hand, such changes are thought to be able to indicate a change of a stress state in the earthquake preparation zone. Besides, the vertical profile at the bottom of Lake Baikal is suitable for electromagnetic monitoring of the fault electrical resistivity changes. Altogether, the vertical voltage above the deep-water fault might be one of earthquake precursors
