    Strategy for Kleder Competency Improvement in The Camara Nusantara Cattle Ship

    Camara Nusantara ship was provided for livestock transportation especially cattle, to help increasingefficiency and decrease weight losses in the supply chain process. There were, however, such poor cattleperformance was still found on the arrival port, which was claimed as related to the poor managementand less competence of working personnel on board, one of those was kleder. This study was aimed atanalyzing the strategy for increasing Human Resource competency in the Camara Nusantara LivestockShip. Method used in this study was observations on target location, documentation, literature review,and depth interviews with target respondents in the respective locations, qualitative analysis approachwas applied for data analysis. Analytical Hierarchy Process (AHP) with five levels were used to analyzedata obtained from the study. The results indicate that the main strategies for increasing the competencyof human resource in the Camara Nusantara Livestock Ship was started with development of competencystandardization with a weight of 0.361. Development of competency standards for kleder is required toprovide a guidelines for improving kleder’s skills and knowledge in managing and handling livestockat Camara Nusantara Livestock Ship. It can be concluded that to optimize kleder competency who areworking at Camara Nusantara Cattle Ship may help to maintain cattle performance during the sea tolltransportation. Therefore, developing a national job competency standard, so called SKKNI (StandarKompetensi Kerja Nasional Indonesia) is needed as guidance to formulate relevant training programsfor human resource development

    . ASEAN Economic Community (AEC) will be implemented at the early 2016 referred to the agreement signed by all ASEAN countries\u27 leaders. One of the agreement content is the free flow of skilled labor including Human Resources (HR) professional. Indonesia\u27s HR practitioners are not fully ready to face this upcoming more open competition. HR professional competency in Indonesia needs to be examined deeply to find its existence to be seen from HR practitioners\u27 point of view. This research uses descriptive statistic method to map ideas, perceptions, and opinions from HR practitioners pertaining their competencies. Respondents come from Jabodetabek area and the big cities in Java Island due to the main location of private companies. Sampling frame is purposive non random sampling to cover members of Indonesia HR Management Association via online questionnaire study. There are 250 respondents who filled the questionnaries completely. Research findings show that the educational background of Indonesia\u27s HR practitioners is various and dominated by Management, then followed by Psychology, Technic, and Law. HR evolution in Indonesia indicates mostly being exposed in administration dan industrial relations (35%), 21% has been involved in strategic decision making process, and 20% has demonstrated as strategic partner and change agent. HR competency standard and its development and certification programs are perceived very important and urgent to be developed further, although the uqualization of development opportunity is not well distributed across Indonesia areas. Organization/company has already showed significant recognition to HR profession by giving the highest position at director level (34,8%), General Manager (14%), and Manager (32,4%). More than half respondent stated not ready to face the ASEAN Economic Community (AEC), however the acceleration process of HR practitioners\u27 competency development program needs to be done in order to enhance the competitiveness in regional and global competition

    The purpose of this study was to create strategy for developing Human Resource competency post unloading from Camara Nusantara Cattle Ship. Analytic Hierarchy Process (AHP) method were used for search the best alternative strategy for developing Human Resource competency post unloading from Camara Nusantara Cattle Ship. The expert selection was carried out to obtain priority weights or rankings in the AHP structure to determine post-unloading HR competency development strategies. Based on the results of the analysis that has been done that the most influential factor is facilities and infrastructure with a weight of 0.377. The actor who has the most role in determining the strategy to increase the competence of human resources after unloading from cattle ship is an expedition company with a weight of 0.269, with the primary objective being to maintain the quality of livestock (0.464). The most appropriate alternative strategy in the hierarchy with a weight of 0.324 is conducting competency-based training and development
