    Relationship between Transformational Leadership Style and Leadership Thinking of Provincial Administration Leaders

    Objectives: The transformational leadership style is accepted as suitable for leading administrative agencies to achieve outstanding results and help organizations cope with challenges. Besides, leadership thinking is also considered to have a very important role in leadership performance in administrative agencies. Therefore, the main objective of the study is to explore the relationship between transformational leadership style and leader thinking to organization's performance. Methods: The article focuses on explaining the views on transformational leadership style, healthy thinking, and the relationship between transformational leadership style and leadership thinking, and at the same time points out the current status of transformational leadership style, transformational leadership, leadership thinking as well as this relationship in practice among the leaders of provincial agencies in Vietnam. Descriptive, inductive, deductive, synthetic, and quantitative statistical methods were applied to interpret the results. Findings: Research results show that transformational leadership style, leadership thinking in the team of leaders of provincial agencies is quite average, there is a strong positive correlation between transformational leadership style. In contrast to leadership thinking, a more transformative leadership style means that it requires an innovative leadership thinking.     User Scheduling for Precoded Satellite Systems with Individual Quality of Service Constraints

    Multibeam high throughput satellite (MB-HTS) systems will play a key role in delivering broadband services to a large number of users with diverse Quality of Service (QoS) requirements. This paper focuses on MB-HTS where the same spectrum is re-used by all user links and, in particular, we propose a novel user scheduling design capable to provide guarantees in terms of individual QoS requirements while maximizing the system throughput. This is achieved by precoding to mitigate mutual interference. The combinatorial optimization structure requires an extremely high cost to obtain the global optimum even with a reduced number of users. We, therefore, propose a heuristic algorithm yielding a good local solution and tolerable computational complexity, applicable for large-scale networks. Numerical results demonstrate the effectiveness of our proposed algorithm on scheduling many users with better sum throughput than the other benchmarks.     Bilateral Heterogeneity in an Upwelling Mantle via Double Subduction of Oceanic Lithosphere

    Vietnam is a major field of Cenozoic volcanism in Southeast (SE) Asia. Two contrasting models have been proposed to explain the mantle upwelling and volcanism in this region; collision of the Indian and Eurasian continents or subduction of the Pacific or Indo-Australian oceanic lithosphere. To place constraints on the origin of the intraplate volcanism in SE Asia, new geochronological and geochemical data for Cenozoic basalts in Vietnam are presented. Based largely on Sr-Nd-Pb isotope systematics, it was found that the sources of basalts from Central and Southern Vietnam are chemically distinct forming a sharp boundary at 13.5°N. The basalts north of the boundary show isotopic features similar to Enriched Mantle type 2 (EM2) ocean island basalts. Whereas the basalts south of the boundary show isotopic features similar to Enriched Mantle type 1 (EM1) ocean island basalts. The EM1 and EM2 basalts display positive Sr anomalies and elevated Pb/Ce and Th/La ratios, respectively. Such features suggest the origins of the sources through the recycling of deeply-subducted crustal lithologies. Furthermore, subduction of dense oceanic lithosphere can induce a convecting cell in the upper mantle. Therefore, we suggest that the chemically different basalts from Central and Southern Vietnam represent the surface expression of melting in two different convecting cells, one is driven by subduction of the Pacific plate and the other by subduction of the Indo-Australian plate

    M^2UNet: MetaFormer Multi-scale Upsampling Network for Polyp Segmentation

    Polyp segmentation has recently garnered significant attention, and multiple methods have been formulated to achieve commendable outcomes. However, these techniques often confront difficulty when working with the complex polyp foreground and their surrounding regions because of the nature of convolution operation. Besides, most existing methods forget to exploit the potential information from multiple decoder stages. To address this challenge, we suggest combining MetaFormer, introduced as a baseline for integrating CNN and Transformer, with UNet framework and incorporating our Multi-scale Upsampling block (MU). This simple module makes it possible to combine multi-level information by exploring multiple receptive field paths of the shallow decoder stage and then adding with the higher stage to aggregate better feature representation, which is essential in medical image segmentation. Taken all together, we propose MetaFormer Multi-scale Upsampling Network (M2^2UNet) for the polyp segmentation task. Extensive experiments on five benchmark datasets demonstrate that our method achieved competitive performance compared with several previous methods

    User Scheduling and Power Allocation for Precoded Multi-Beam High Throughput Satellite Systems With Individual Quality of Service Constraints

    For extensive coverage areas, multi-beam high throughput satellite (HTS) communication is a promising technology that plays a crucial role in delivering broadband services to many users with diverse Quality of Service (QoS) requirements. This paper focuses on multi-beam HTS systems where all beams reuse the same spectrum. In particular, we propose a novel user scheduling and power allocation design capable of providing guarantees in terms of the individual QoS requirements while maximizing the system throughput under a limited power budget. Precoding is employed in the forward link to mitigate mutual interference among the users in multiple-access scenarios over different coherence time intervals. The combinatorial optimization structure from user scheduling requires an extremely high cost to obtain the global optimum even when a reduced number of users fit into a time slot. Therefore, we propose a heuristic algorithm yielding a good trade-off between performance and computational complexity, applicable to a static operation framework of geostationary (GEO) satellite networks. Although the power allocation optimization is signomial programming, non-convex on a standard form, the solution can be lower bounded by the global optimum of a geometric program with a hidden convex structure. A local solution to the joint user scheduling and power allocation problem is consequently obtained by a successive optimization approach. Numerical results demonstrate the effectiveness of our algorithms on GEO satellite networks by providing better QoS satisfaction combined with outstanding overall system throughput

    This paper presents some results on the study of Solid waste generated by households (hereinafter referred to as HSW) in Hanoi city. Compositions of the waste generated from three typical communities and their relationship with family life-style of each community were investigated. Differences among compositions of HSW of three resident groups of different incomes, lifestyles were analyzed. Based on the study results, some measures for better management of HSW and maximum reuse and recycle of HSW were proposed. By this way, the amount of HSW transported to landfill could be reduced and stabilization phase of landfill sites could be shortened

    A Particularly Sensitive Sea Area (PSSA) is an important management tool for biodiversity protection of a marine area. At the time of designation of a Particularly Sensitive Sea Area, an associated protective measure, which meets the requirements of the appropriate legal instrument establishing such measure, must have been approved or adopted by IMO to prevent, reduce, or eliminate the threat or identified vulnerability. Information on each of the Particularly Sensitive Sea Areas (PSSAs) that has been designated by IMO is available on the nautical chart. The Vietnam’s coastal zones and islands are the isolated oceanic habitat of extremely rich marine life in very good condition which is important to the maintenance and dispersal of the marine life of the western tropical Pacific. Vietnam coastal areas are very high risk areas affected by maritime activities, particularly international shipping, therefore in the future identification of some Particularly Sensitive Sea Areas (PSSAs) is necessary.     Numerical study and experimental investigation of an electrohydrodynamic device for inertial sensing

    We present a multi-physics simulation associated with experimental investigation for an electrohydrodynamic gyroscope based on ion wind corona discharge. The present device consisting of multiple point-ring electrodes generates a synthetic jet flow of ions for inertial sensing applications. Meanwhile the residual charge of jet is neutralized by an external ring electrode to guarantee the ion wind stable while circulating inside the device's channels. The working principle including the generation and then circulation of jet flow within the present device is firstly demonstrated by a numerical simulation and the feasibility and stability of the device are then successfully investigated by experimental work. Results show owing to the ion wind corona discharge based approach associated with new configuration, the present device is robust and consumes low energy

    Multilocus sequence typing of Cryptococcus neoformans var. grubii from Laos in a regional and global context.

    Cryptococcosis causes approximately 180 000 deaths each year in patients with human immunodeficiency virus (HIV). Patients with other forms of immunosuppression are also at risk, and disease is increasingly recognized in apparently immunocompetent individuals. Cryptococcus neoformans var. grubii, responsible for the majority of cases, is distributed globally. We used the consensus ISHAM Multilocus sequence typing (MLST) scheme to define the population structure of clinical C. neoformans var. grubii isolates from Laos (n = 81), which we placed into the global context using published MLST data from other countries (total N = 1047), including a reanalysis of 136 Vietnamese isolates previously reported. We observed a phylogeographical relationship in which the Laotian population was similar to its neighbor Thailand, being dominated (83%) by Sequence Types (ST) 4 and 6. This phylogeographical structure changed moving eastwards, with Vietnam's population consisting of an admixture of isolates dominated by the ST4/ST6 (35%) and ST5 (48%) lineages. The ST5 lineage is the predominant ST reported from China and East Asia, where it accounts for >90% of isolates. Analysis of genetic distance (Fst) between different populations of C. neoformans var. grubii supports this intermediate structure of the Vietnamese population. The pathogen and host diversity reported from Vietnam provide the strongest epidemiological evidence of the association between ST5 and HIV-uninfected patients. Regional anthropological genetic distances suggest diversity in the C. neoformans var. grubii population across Southeast Asia is driven by ecological rather than human host factors. Fortunately for Vietnam, continuous work in developing climate-smart agriculture has been occurring in research organizations and among innovative farmers and entrepreneurs. Application of various CSA practices and technologies to adapt to the impact of climate change in agriculture production have been expanding. However, there is a need to accelerate the scaling process of these practices and technologies in order to ensure growth of agriculture production and food security, increase income of farmers, make farming climate resilient, and contribute to global climate change mitigation. This book aims to provide basic information to researchers, managers, and technicians and extentionists at different levels on what CSA practices and technologies can be up scaled in different locations in Vietnam
