    Any Port in a Storm: Vessel Activity and the Risk of IUU-Caught Fish Passing through the World’s Most Important Fishing Ports

    This study assesses the risk of fish from illegal, unregulated and unreported (IUU) sources passing through the world’s most important fishing ports and explores the drivers of this risk. Like previous studies it has attempted to rank ports and States based on landings and vessel visits reported by governments by using Automatic Identification System (AIS) positional data transmitted by fishing and fish carrier vessels to identify the locations of ports and rank them based on the frequency of visits by foreign-flagged and domestic-flagged vessels. It advances our thinking in that (i) the analysis includes an estimation of the hold capacity of fishing vessels and is therefore able to rank ports based on the total hold capacity of vessels visiting them and (ii) the profile and the frequency of vessel visits inform an assessment of the relative risks between different ports, and the implications for the implementation of the Port State Measures Agreement (PSMA). The study also assesses the accuracy and utility of AIS-derived data for determining IUU risk globally for all ports, notably by cross-referencing its findings with those of other studies. The study develops a broad suite of indicators that quantify and aggregate the AIS-derived port visit information in conjunction with published and publicly available policy and regulatory information drawn from other sources, such as the compliance record with binding port State measures of regional fisheries management organizations, to raise a global port State IUU Risk Index. The comparison of achieved risk scores with national income, levels of corruption, and geography provides insights into factors driving (aggravating) or modulating (mitigating) risks of IUU-caught seafood passing through a Nation’s fishing ports, and supports a view that States with weaker governance also face higher odds of visits by vessels likely to have engaged in IUU fishing (i.e. higher external risks). Based on an in-depth assessment of 14 individual ports globally, appended as a supplement to this paper, the study finds that overall, and with the possible exception of mandatory advance request procedures for entering ports, the implementation of key provisions of the 2009 PSMA remains severely lacking. The two main areas for improvement are the posting of publicly available PSM-related information on national and/or FAO portals, and the formal designation of ports

    Evaluation of the implementation of a state government community design policy aimed at increasing local walking: Design issues and baseline results from RESIDE, Perth Western Australia

    Objectives. To describe the design and baseline results of an evaluation of the Western Australian government's pedestrian-friendly subdivision design code (Liveable Neighborhood (LN) Guidelines). Methods. Baseline results (2003–2005) from a longitudinal study of people (n=1813) moving into new housing developments: 18 Liveable, 11 Hybrid and 45 Conventional (i.e., LDs, HDs and CDs respectively) are presented including usual recreational and transport related walking undertaken within and outside the neighborhood, and 7-day pedometer steps. Results. At baseline, more participants walked for recreation and transport within the neighborhood (52.6%; 36.1% respectively), than outside the neighborhood (17.7%; 13.2% respectively). Notably, only 20% of average total duration of walking (128.4 min/week (SD159.8)) was transport related and within the neighborhood. There were few differences between the groups' demographic, psychosocial and perceived neighborhood environmental characteristics, pedometer steps, or the type, amount and location of self-reported walking ( pN0.05). However, asked what factors influenced their choice of housing development, more participants moving into LDs reported aspects of their new neighborhood's walkability as important ( pb0.05). Conclusions. The baseline results underscore the desirability of incorporating behavior and context-specific measures and value of longitudinal designs to enable changes in behavior, attitudes, and urban form to be monitored, while adjusting for baseline residential location preferences

    Dysgraphia in Relation to Cognitive Performance in Patients with Alzheimer’s Disease

    Dysgraphia has been observed in patients presenting mild to moderate levels of Alzheimer’s disease (AD) in several studies. In the present study, 30 AD patients and 30 matched healthy controls, originating from the Lazio region, Rome, Italy, were examined on tests of letter-writing ability and cognitive performance over a series of 10 test days that extended over 19 days (Test days: 1, 3, 5, 7, 9 11, 13, 15, 17, and 19). Consistent deficits by the AD patients over the initial cognition test (PQ1), 2nd cognition test (PQ2) and the difference between them (D∆), expressing deterioration, and writing-time compared the group of healthy control subjects were obtained. Furthermore, the performances of the AD patients on the PQ1, D∆ and writing-time, but not the PQ2, tests deteriorated from the 1st five days of testing (Days 1-9) to the 2nd five days (11-19). Both AD patients’ and healthy controls’ MMSE scores were markedly and significantly correlated with performance of PQ1, writing-time and PQ2. The extent of dysgraphia and progressive deficits in the AD patients implicate multiple brain regions in the loss of functional integrity

    AGMEMOD Outlook for Agricultural and Food Markets in EU Member States 2018-2030

    Policy, administration and industry need medium-term projections of the expected developments in the agri-food markets for their decision-making processes. The EU Commission presents such projections for the EU as a whole in December of each year. Those projections and their assumptions regarding policy and macroeconomic developments are depicted to the level of individual EU Member States with the exception of Luxembourg, which is included in the figures of Belgium, by applying the partial equilibrium model AGMEMOD. The working paper briefly describes the approach to establish projections for the EU Member States. The projections cover the markets of main agricultural products, in particular for cereals and oilseeds (rapeseed and sunflower seed), livestock (cattle, pigs, goats and sheep), meat (beef, pork, and poultry), milk and dairy products (drinking milk, butter, cheese, skimmed milk powder, whole milk and semiskimmed milk powder). The outcomes comprise items like areas, livestock numbers, yields, production, trade and use, as well as prices. The individual projection results are displayed in tables

    Indentation Plastometry of Welds

    This investigation concerns the application of the profilometry-based indentation plastometry (PIP) methodology to obtain stress–strain relationships for material in the vicinity of fusion welds. These are produced by The Welding Institute (TWI), using submerged arc welding to join pairs of thick steel plates. The width of the welds varies from about 5 mm at the bottom to about 40–50 mm at the top. For one weld, the properties of parent and weld metal are similar, while for the other, the weld metal is significantly harder than the parent. Both weldments are shown to be approximately isotropic in terms of mechanical response, while there is a small degree of anisotropy in the parent metal (with the through-thickness direction being slightly softer than the in-plane directions). The PIP procedure has a high sensitivity for detecting such anisotropy. It is also shown that there is excellent agreement between stress–strain curves obtained using PIP and via conventional uniaxial testing (tensile and compressive). Finally, the PIP methodology is used to explore properties in the transition regime between weld and parent, with a lateral resolution of the order of 1–2 mm. This reveals variations on a scale that would be very difficult to examine using conventional testing
