La revitalisation des espaces centraux : enjeux et voies d’avenir pour les villes moyennes

Cette publication est une contribution à la réflexion sur la revitalisation intégrée des espaces centraux des villes moyennes. Elle réunit les textes de chercheurs et de praticiens présentés lors du colloque La revitalisation intégrée des espaces centraux : enjeux et voies d’avenir pour les villes moyennes tenu les 18 et 19 novembre 2010 à l’Université du Québec à Chicoutimi. On y a examiné les enjeux de l’aménagement et du développement social, culturel, économique et environnemental des centres urbains des villes moyennes selon la perspective de la revitalisation intégrée. Centré sur les villes petites ou moyennes, ce livre met l’accent sur la participation, la mobilisation et l’action démocratique, composantes nécessaires des solutions aux difficultés que connaissent ces villes. Les praticiens du développement, les étudiants et les chercheurs y trouveront matière à poursuivre leurs pratiques et leurs réflexions

Suicide, migration et rapports sociaux de sexe

Je m’intéresse dans cet article aux conséquences des transformations économiques sur le taux de suicide. Il traite plus spécifiquement d’une dimension qui traverse tant les institutions sociales qu’économiques et les rapports de genre. Pour réaliser mon étude statistique, j’utilise les régions du Québec comme un laboratoire. Les dynamiques spatiales, les mouvements migratoires des hommes et des femmes entre les régions, me permettent de développer des hypothèses sur l’ensemble du phénomène du suicide et sur la société québécoise. Mon analyse se déploie en quatre temps. Premièrement, je situe le Québec en le comparant avec de nombreux pays d’un même niveau de développement, tant pour leurs taux de suicide que pour les rapports de masculinité des mêmes taux. Je regarde ensuite les transformations économiques qu’a connues le Québec depuis une trentaine d’années à l’aide d’indicateurs économiques classiques. La troisième partie constitue une première tentative de dépasser les limites d’une approche aussi massive. J’y utilise certaines caractéristiques économiques régionales et les taux de suicide régionaux pour mener une analyse des liens entre les flux migratoires, le dynamisme techno-économique et les taux de suicide. J’ouvre la voie à la quatrième et dernière partie de mon étude : une analyse régionale des taux de suicide en fonction de certaines caractéristiques socio-économiques définies en fonction des rapports de sexe. Emploi, migration, éducation, famille, les thèmes abordés par la sociologie du suicide classique y seront explorés dans une perspective de rapports de genre.In this article, the author examines the impact of economic transformations on the suicide rate. More specifically, it covers a dimension that is present in both social and economic institutions, namely the aspect of gender ratios. To conduct the statistical analysis, the regions of Québec are used as a laboratory. Spatial dynamics, the migratory movements of men and women between regions, allow for the development of hypotheses on the overall phenomenon of suicide and on Québec society. This analysis is deployed in four phases. First, Québec is situated by comparing it with many countries having an equivalent level of development, as regards both their suicide rates and the proportion of males involved. The next step is to examine the economic transformations that Québec has undergone over the past thirty years, using classical economic indicators. The third part constitutes a first attempt to go beyond the limits of such a broad-based approach. Here, certain regional economic characteristics are used, as well as the regional suicide rates, leading to an analysis of the links between migratory flows, techno-economic dynamics, and suicide rates. This opens the way to the fourth and final phase of this study: a regional analysis of suicide rates based on certain socioeconomic characteristics as defined according to gender ratios. Employment, migration, education, family, the themes examined in the classical sociology of suicide, are explored with a focus on gender ratios

Une contribution positive à la protection des droits individuels : l'institution de l'ombudsman au Canada

Canada and Quebec have been actively involved in the trend which has resulted in the existence, within the political system, of a new institution : the Ombudsman. While the Government of Canada hesitated for some time before establishing the institution for federal purposes, the Quebec Public Protector has existed for somewhat more than 10 years, and the new institution has been recognized a proper remedy to the weaknesses of the judicial system. This article enumerates some of the weaknesses of judicial review and attempts to demonstrate that citizens are better protected by the Ombudsman because of the simplicity of the available remedies and the efficiency of settlement procedures. The new institution could not be introduced next to the judicial system without creating some problems. This article considers the respective domains which fall within the jurisdiction of the courts and of Ombudsmen, and the conflicts which could arise. Finally, the operation of the courts and of the Ombudsman will be considered, as well as the advantages and deficiencies of both institutions
