構造調整に直面する中国の金融経済と国際金融政策の展開 : 軋む金融経済システムと対外収支の悪化の中で

2015年夏、中国経済は株価暴落に見舞われた。また、2005年₇ 月の為替相場制度改革以来、この間一貫して上昇続けてきた人民元為替相場も下落に転じた。2013年以降、地方都市から不動産バブルが徐々に弾けてきた中国経済にとり、事態は容易ならぬ局面に差し掛かっているといわねばならない。本論文では、「新常態」とも形容される中国経済について、国有企業を軸に明らかにする共に、金融「自由化」と人民元「国際化」を両輪とする経済政策の目標と現実について検討し、併せてAIIB をはじめとする中国の世界経済戦略についても考察する。In the summer of 2015, China faced sudden and harsh crash of the Shanghai stock market. Since then to the present, her economy has seemed to be mired in such post-bubble blues as the advanced countries, including Japan, had suffered for the past decades. On the other, China proclaims 'Internationalization of RMB' by 2020. For its realization, however, she has to put in effect financial liberalization in the domestic market as well as liberalization of international financial transaction; the latter is sure to change its current foreign exchange system from the controlled into the floating. China, can she make it? 関西若年層の新しい否定形式「～ヤン」をめぐって

天理大学Tenri University近畿中央部の否定形式には「～ン」や「～ヘン」類という2種類の形式が存在する。現在その意味的異なりは若い世代においてはなくなりつつあるという。その中で,大阪府や奈良県の世代差に注目した調査結果から若年層の2拍一段動詞及び変格動詞において,「～ヤン」という否定形式が急速に広がりはじめていることがわかった。これは近畿周縁部である「和歌山県」や「三重県」の若年層から「大阪府」や「奈良県」の若年層への流入であることを言語地理学的調査結果などから確認する。また,その変化要因としては,言語内的には,これまで「～ン」と「～ヘン」の2種類で否定をしてきたがそれらが,意味的異なりを失ったことを契機として,体系的整合性や発話としての経済性を獲得するとともに,関西全域で一つの否定形式として「～ン」のみの方向に向かっているとの見解を調査結果から論究した。ただ,五段動詞以外の2拍語では,これまでの形式との関係から単純に語幹+「ン」のみに変化できず,その変化の一段階として「ミヤヘン」などの「～ヘン」から「ミヤン」といった標準語形とは全く別の地域のアイデンティティーを生かした形式を取り入れたと考えた。この仮説は,標準語等の言語的影響を直接受けずにいる台湾日本語の変化モデルも視野に入れつつ導いたものである。Two negative suffixes in central Kansai dialects, -n and -hen, recently exhibit similar usage, especially in the young age group. Results of a survey in Osaka and Nara show that young speakers prefer -yan, a new negative suffix found for such verb conjugation types as two-mora vowel verbs and irregular conjugation verbs. This paper reports the diffusion from Wakayama and Mie to Osaka and Nara through geolinguistic surveys and other relevant studies. The paper argues that motivations of the linguistic change from -hen to -n are internally determined by the loss of the semantic distinction between the suffixes, and externally determined by the re-organization of the negation system and the practicality of these suffixes. Other non-consonant, two-mora verbs have not demonstrated changes from -hen to -n directly. Instead a new suffix -miyan, as in miyahen (\u27not\u27 see), was adopted in the process of change. This -miyan is not observed in standard Japanese. This hypothesis regarding the change of these negative suffixes is derived from the model of the linguistic change of a Japanese-based creole in Taiwan

転換点を迎えた人民元「国際化」 : 人民元建貿易取引を牽引する背景

本論文の目的は、2009年6 月に始まった人民元建貿易取引とその決済勘定の受け皿となった香港金融市場における人民元建オフショア市場の発展について、既発表論文をベースに改めて整理し直すと共に、当時「一国二制度、三通貨」といわれたCNY、NDF、CNHという三つの人民元為替市場の関連について明らかにした。また論文では、人民元建輸出入取引が、人民元先高観を背景に、投機的差益の獲得を目論んだミスインヴォイス（misinvoice）に促される傾向にあったことを明らかにしている。だが、2011年後半以降、中国の国際収支も変調をきたし、これまでの人民元高政策を今後も引き続き推進することは、次第に難しくなってきている。それと共に、人民元「国際化」策も、新たな金融規制緩和を講ぜねばならない段階となってきている。しかし、そのことは人民元を非居住者による投資と投機の波に晒すことを意味している以上、今後の展開についても注視が必要である。The purpose of this paper is to put in place historically and theoretically development of internationalization of Chinese renminbi and renminbi-denominated off-shore market in Hong Kong, initiating from June 2009, while revising the author' s previously published papers. In the paper, relation among CNY, NDF and CNH, named as 'One Country, Two Systems, Three Currencies' , should be taken up in terms of exchange arbitrage. Besides, it should be highlighted that renminbi-denominated trade has been conducted purposefully in 'misinvoiced' manner for speculative exchange arbitrage in the foreign exchange market surrounded with strongly prevailing prospect for appreciating renminbi exchange rate further in future. The balance of payments of China, however, turned away, since the second half of 2011, from one-way 'surplus' as experienced in previous years. With this trend, it becomes difficult to keep policy of making renminbi appreciating straightforwardly. This makes Chinese policy makers set forth new measures for internationalization of renminbi with financial deregulation. On the other, there should be deeply concerning over renminbi facing possible crisis, due to international shortterm capital transaction for arbitrage

中国金融経済システムの構造問題と不動産バブル崩壊の予兆 : 金融「自由化」の政治経済学

本稿の目的は、今日中国で崩壊が懸念される不動産バブルとその資金源ともいえるいわゆる「影の銀行」について検討することである。もっとも対象は、都市と農村の対立、外需依存・設備投資主導型経済成長による生産と消費の矛盾といった社会経済構造の上に、指令経済下の大型商業銀行と国営企業との‘蜜月関係’、中央政府と地方政府との行財政関係、そして規制金利下のインフレーションといった金融財政上の矛盾が幾重にも折り重なって生み出されたものである。つまり不動産バブルと「影の銀行」とは、中国の政治経済体制の根幹をも揺さぶる資源配分に関わる政策の意思決定とその帰結の問題なのである。したがって、中国において、今日政策リストの優先項目として上がっているいわゆる金融の「自由化」とは、優れて政治経済学的考察を要する課題なのである。　The purpose of this article is to examine the possibly bursting property bubble, which is nowadays mostly concerned inside and outside of China, and its financial source dubbed 'Shadow Banking'. For this, firstly, here are taken socially and economically structured contradictions such as conflict between urban and rural area, and contradiction between production and consumption in Chinese economy led by both external demand and equipment investment. Secondly, stratified on the contradictions above, the following matters are taken up to see the problem; 'honey moon' relationship between larger commercial bank and state-owned corporation under command economy, inter-governmental relationship between central and local governments, and inflation under regulated interest-rate system. Therefore, it touches decision-making process on resource allocation and its aftermath, which should be concerned with the essence of current Chinese political economic system. Due to this, 'financial de-regulation', which is put on one of the top agendum on the list of Chinese economic policy, should be also studied in light of the political economic system, rather than as purely economic matter
