    Using Software Engineering Metrics in AP Modularization.

    Significant amount of work has been done in software engineering in terms of reuse. With the use of object-orientation and design patterns that support the development of reusable modules, it appears that the development and reuse of software modules in creating new systems is becoming more and more common. The software engineering world, however has taken reuse more seriously than database; more research and improvement in reuse has been made in software engineering than in database. This paper investigates how software engineering metrics can be applied in the development of reusable database modules. This research provides a model for predicting the reusability of EXPRESS modules. It establishes a relationship between coupling and reusability of EXPRESS modules, and provides a set of metrics that may be used in the proposed model for measuring coupling in EXPRESS modules

    Child Delinquency and Pupils’ Academic Performance in Fumesua Municipal Assembly Primary School in the Ejisu- Juaben Municipality, Ashanti Region, Ghana

    This research was conducted purposely to examine child delinquency on pupils’ academic performance. Fumesua Municipal Assembly (M/A) primary school was used as the case study for the research. The specific objectives of the study are to find out the factors that contribute to child delinquent behavior, identify, if delinquent behavior influence the child academic performance and to find out the remedies that will help solve the problem. There was review of related literature in order to put the study into perspective. The study selected a sample size of 49 respondents comprising 40 students and 9 teachers who were interviewed, in order to obtain primary data. Secondary data was also gathered from books, journals and the internet. Purposive sampling was the sampling technique used for selecting the pupils. The collected data were analyzed using Statistical Package for Service Solution (SPSS).  From the findings of the study, it was realized that, the causes of child delinquency are as a result of financial problem, bad friends, and poor academic performance and for fun. Also from the findings, it was realized that the remedies to child delinquency are punishment, guidance and counseling, proper monitoring of pupils by parents and reporting of children to their teachers when they misbehave. It was  recommended that, parents should monitor their children movement and be mindful of the kind of people they walked with.     The organisational dimension of executive authority in the Global South: Insights from the AU and ECOWAS commissions

    The growing importance of executive authority at the international level has fuelled scholarly debate about the level of autonomy enjoyed by international public administration (IPA), that is, the executive arms of international organisations. Insights from IPAs in the West or Global North, such as the European Union, have largely shaped these debates, whereas data from IPAs in the Global South are largely missing in the discussion. This article seeks to remedy this imbalance and contribute to an organisational-theory-inspired conceptualisation of IPA autonomy: We draw insights from survey data from the commissions of the African Union (AU) and the Economic Community of West African States (ECOWAS). We demonstrate that, although both commissions are embedded in inter-governmental organisations, they demonstrate remarkably strong features of actor-level autonomy. Thus, this study suggests that even IPAs constrained by an inter-governmental environment may still wield some degree of autonomy.     What does the African Union’s recruitment and staffing mean for good international governance?

    Efficient and effective international governance is to a large extent dependent on the quality of recruitment of human resources into international organisations. A recent study of recruitment and staffing at the African Union Commission mapped staff composition, showing that the organisation is heavily dependent on short-term contracted and lower-ranked personnel. The study demonstrates that informal international practices are deeply embedded in the Commission’s recruitment processes, which has huge implications for staffing, recruitment and performance in international organisations more broadly

    Corpus study of the choice of personal pronouns in social media chats among tertiary students

    Purpose: Sociolinguistics variables such as age, gender and social class, among others, are said to bring the difference in the ways humans communicate. In this essence, this study investigated how age brings out the difference in the use of pronouns between three generational groupsDesign/Methodology/Approach: Group WhatsApp chats were collected from three generational groups of students based on their willingness to give it out for analysis. These three generational groups are postgraduate students and undergraduates (Level 100, Level 400). These groups were randomly collected from over four hundred (400 students of the University of Ghana and the University of Cape Coast in Ghana based on convenience. A quantitative research design was adopted for this study with the help of a corpus tool (AntConc) to analyse the huge data gathered based on percentages.Findings: This study found out that postgraduates and undergraduates (Level 100) use the first-person singular pronoun but postgraduates, especially those who represent the older generation tend to use the first-person pronoun more often while the second undergraduate group members (Level 400) use the third person pronouns. The study, per the findings, concludes that people tend to affiliate with others when they are young and lose group affiliation as they grow.Research Limitation: The study was limited to WhatsApp group chats of university students within the undergraduate and postgraduate academic levels who permitted their chats to be used. This resulted in a narrow scope for the groups used.Practical implication: The study reveals the preference or choice of pronoun usage among people based on their ages and the groups they affiliate more with. People may thus become more conscious of the choice they make of pronouns for usage as they become older or affiliate with older people.Social Implications: the study re-examines existing literature on the use of adverbs, especially personal pronouns. Since many studies have been done on the use of adverbs, this adds a new strand of knowledge to existing ones on the subject.Originality/Value: It provided empirical data on the demographic, precisely age characteristics of the subjects used for the research that affects their choice of personal pronouns among themselves and others

    Marburg virus in Ghana: a public health threat to Ghanaians and to Africans

    The Marburg virus disease (MVD) outbreak in Ghana and the re-emergence of other infectious diseases in Africa require a unified effort to fight these highly infectious health threats. Although no new cases have been reported after the three MVD confirmed cases, Ghana Health Service (GHS), and Health Authorities of neighbouring countries are on the alert to identify any new cases and deal with them at the earliest. Public health measures, however, inadequate, are in place in Ghana. Varied challenges remain in the fight against these outbreaks. All known public health measures must be brought to bear in the fight. African governments must resource the African Centre for Diseases Control and Prevention, in its efforts to augment the various country-level health services in the fight against the threats. African governments, citizens, development partners, and foreign governments must commit to fighting these diseases before they turn into pandemics

    COVID-19, agriculture and food security in Ghana; the way forward

    Food production, its availability, and accessibility will continue to be key contributors to human existence. The world was hit by the COVID-19 pandemic in the year 2020 and its effect trickled into reduced production of goods and services in many industries across the globe. Understanding the effects of the pandemic in Ghana necessitated the writeup of this paper. The study took the form of a desk review where current studies across the globe on the effect of the pandemic on agriculture and food security were reviewed, after which it was supported by data from self-placed questionnaire administration. Across the globe, agricultural production experienced a reduction that phased into food insecurity. This was not limited only to the extremely affected countries, but also, in countries where COVID-19 infections were low. One key limiting factor that spiked the challenge in the agricultural sector was a reduction in the availability of labour for production. In many leading food-producing countries, the challenge became acute when perishable food crops began to get damaged. In Ghana, the virus similarly led to restrictions in movements in and between epicenters. It was reported by the Ghana Statistical Service that, 77.4% of Ghanaians were negatively affected by the increased prices in food sold in the country. Without immediate and effective management as well as policy interventions from the Ghanaian government, it is highly possible for most farmers and agricultural businesses to completely collapse. This communication is to highlight some ongoing and disturbing effects of the pandemic to policymakers as well as individual and governmental strategies that have been put in place to curb adverse effects on food production. This will help enhance Ghanaians’ standards of living amidst economic challenges
