    Impact of health insurance on healthcare utilisation patterns in Vietnam: a survey-based analysis with propensity score matching method

    Objectives The study aims to evaluate the impact of the Revised Health Insurance Law 2014 on the utilisation of outpatient and inpatient care services, healthcare services utilisation at different levels of providers, types of providers and types of visits across different entitlement groups. Design/setting Secondary data from two waves of the Vietnam Household Living Standard Survey (VHLSS) 2016, VHLSS 2014 were used. A cross-sectional study applying propensity score matching was conducted. Participants A total of 4900 individuals who reported using healthcare services are analysed. Outcomes measure Numbers of outpatient and inpatient visits, frequency of healthcare service utilisation at commune health stations, district hospitals, provincial hospitals, public and private health facilities, number of visits at health facility for medical treatment and health checks per year. Results The result indicates that health insurance (HI) policy increased the number of outpatient visits for the enrolled between 0.87 and 1.29. The greatest impact was found on participants of heavily subsidised health insurance (HSHI) programmes with 1.29 visits per person per year. Similarly, an increase between 0.08 and 0.16 in the number of inpatient admissions was because of participation in HI. With regard to type of healthcare providers, the study found that participation in HI has the most effect on the use of healthcare services at district hospitals. However, the study demonstrated that the impacts of HI on the increase in the frequency of visiting commune health stations, number of visits at the provincial hospital for HSHI groups, and number of visits at health facilities for health check and consultation were sensitive to unobserved characteristics. Conclusion Our findings imply that policy-makers in Vietnam could continue expanding health insurance coverage to increase access to healthcare services for citizens, especially vulnerable groups. In addition, the government should draw more attention to primary healthcare level

    Combination of Wavelet and MLP Neural Network for Emotion Recognition System

    Emotional recognition from the EEG signal is one of the areas in which many scientists around the world have concerned. Two important issues are EEG feature extraction and EEG classification. The wavelet transform method allows the extraction of nonlinear characteristics of the data from which it is possible to derive smaller feature vector than other methods. The MLP neural network has proven to be a very effective classification method. Thus, in this paper, the authors present one method to construct a highly accurate emotional recognition system by combining the two above methods.     Do Technical Barriers to Trade Measures Affect Vietnam’s Tea Exports? Evidence from the Gravity Model

    This paper explores how technical barriers to trade (TBT) affect Vietnam’s tea exports to 55 importing countries from 2001 to 2019. We use the gravity model with different estimation methods: ordinary least square (OLS), fixed-effect (FE), and random effect (RE) to estimate the impact of TBT on Vietnam’s tea exports. The results show that although GDP, population, distance, tariff, and participation in World Trade Organization (WTO) are crucial factors, the TBT measures imposed by these importing countries have significantly negative impacts on Vietnam’s tea exports. Our findings reveal that while a 1% increase in the cumulative TBT measures imposed by developing countries decreases Vietnam's tea export by 0.341%, the figure for developed countries is 1.308%

    Designingan Adaptive PID Controller for Dissolved Oxygen Control of the Activated Sludge Wastewater Treatment using Hedge Algebras

    In this paper, we present the design methodology of the coefficients of adjustment of classical PI controller based on hedge algebras approach (HA - Hedge Algebras) to improve the quality of operation of the system. The adjustment works online with a wide range of adjustment enough around the value calculated by empirical methods Ziegler - Nichols. Subjects selected for trial is the controller method for dissolved oxygen in the wastewater treatment system by activated sludge method. Through system simulation in Matlab or Simulink environment at some different reference values, the results have been evaluated for quality control shows that the response time and overshoot reduce significantly, static deviation level is small. Through these results, it can be tested on the control system for more complex subjects to evaluate the effectiveness of methods and practical applications on the industrial control systems

    Adsorptive removal of Pb (II) using exfoliated graphite adsorbent:influence of experimental conditions and magnetic CoFe2O4 decoration

    The worm-like exfoliated graphite (EG) based adsorbents prepared from low-cost natural graphite flakes via facile synthesis processes have been found to be efficient adsorbents when it comes to removing Pb (II) from aqueous solution. EG was fabricated by chemical intercalation and microwave assisted exfoliation. Furthermore, the magnetic exfoliated graphite (MEG) was developed by incorporating CoFe2O4 particles into the EG layers using the citric acid based sol-gel technique. Adsorption behaviour of Pb (II) on the as-prepared adsorbents was investigated by taking several experimental conditions into consideration such as contact time, initial concentration, adsorbent dosage, and pH value. The results with initial neutral pH indicated that the adsorption isotherms for Pb (II) on the EG and MEG were well consistent with the Langmuir isotherm model revealing the maximum adsorption capacity of 106 mg/g and 68 mg/g for EG and MEG, respectively. The adsorption kinetics of Pb (II) was found to adhere to the pseudo-second-order kinetic model. The chemical interaction between ? electrons on graphite sheets and Pb (II) ions was suggested to play an essential role in the adsorption mechanism. The introduction of magnetic CoFe2O4 to the EG was found to induce the shift of optimal pH value to a more basic condition. The characterization of the adsorbents was performed using relevant analysis techniques such as Scanning electron microscope (SEM), X–ray powder diffraction (XRD), vibrating-sample magnetometer (VSM), and Fourier-transform infrared (FTIR). The results of this work suggest a high possibility for application of the as-prepared modified graphite to remove hazardous substances in practical wastewater treatment systems. ABSTRAK:  Penyerap Pengelupas Grafit (EG) yang berupa seperti cacing dihasilkan dari grafit semulajadi yang murah melalui proses sintesis serpihan, ia juga merupakan penyerap yang bagus dalam mengasingkan Pb (II) daripada larutan akues. EG direka dengan tindak balas interkalasi kimia dan pengelupasan melalui gelombang mikro. Tambahan, pengelupas grafit magnet (MEG) telah dihasilkan dengan memasukkan zarah CoFe2O4 ke dalam lapisan EG menggunakan teknik sol-gel yang berasaskan asid sitrik. Tindak balas penyerapan Pb (II) pada penyerap yang disiapkan ini, dikaji dengan mengambil kira beberapa keadaan eksperimen seperti waktu disentuh, konsentrasi awal, dos penyerap dan nilai pH.  Hasil keputusan pH neutral awal menunjukkan bahawa isoterm penyerapan bagi Pb (II) pada EG dan MEG adalah konsisten dengan model isoterm Langmuir. Ini menunjukkan kapasiti penyerapan maksimum 106 mg/g dan 68 mg/g bagi EG dan MEG, masing-masing. Penyerapan kinetik Pb (II) didapati mematuhi model kinetik pesudo-order-kedua. Interaksi kimia antara elektron ? pada helaian grafit dan ion Pb (II) memainkan peranan penting dalam mekanisme penyerapan. Pengenalan magnet CoFe2O4 kepada EG didapati telah mengubah nilai pH optimum kepada keadaan asal. Pengelasan penyerapan dilakukan menggunakan teknik analisis yang relevan seperti Mikroskop Elektron Pengimbasan (SEM), Difraksi Serbuk sinar-X (XRD), Magnetometer Sampel-Getaran (VSM) dan Inframerah Perubahan-Fourier (FTIR). Hasil kerja ini mencadangkan kemungkinan besar bagi penggunaan grafit ubah suai yang disediakan bagi membuang bahan berbahaya dalam sistem rawatan air sisa praktikal

    Investigation of salt-tolerant rhizosphere bacteria from seawater-intruding paddy rice field in Vietnam

    Salt‐tolerant plant growth‐promoting rhizobacteria (ST‐PGPR) are known as potential tools to improve rice salinity tolerance. In this study, we aimed to investigate the plant growth‐promoting rhizobacteria community richness of the paddy rice fields in Soc Trang and Ben Tre Provinces where were seriously affected by sea level rise. The salinity in the sampling sites ranged from 0.14‰ to 2.17‰ in November 2018, the rainy season. The microbial abundance of samples was evaluated by spreading the samples in tryptic soy agar (TSA) medium supplemented with various concentrations of NaCl. With the increase of salt concentration up to 10% NaCl, a total number of bacteria decreased for all the samples, ranging from 106 to 104 CFU/g, and bacterial colonies were not observed at 30% NaCl. Among a total of 48 salt-resisting bacteria isolated from the rice paddy field mud surrounding the rice root, 22 isolates were able to produce indole-3-acetic acid (IAA: phytohormone for the plant growth). Seventeen out of 48 isolates were able to grow in the medium without nitrogen or phosphor sources. Six isolates having high IAA producing activity, nitrogen fixation and phosphate solubilization were belonged to Bacillus (DT6, LT16, and LHT8), Halobacillus (DT8), Aeromonas (LHT1), and Klebsiella (LHT7) genera. All the sequences of the strains DT6, DT8, LT16, LHT1, LHT7, and LHT8 were registered in the GeneBank with the accession numbers MK335670, MK335671, MK335672, MK335673, MK335674, and MK335675, respectively.

    Impact of Green Logistics on International Trade: An Empirical Study in Asia–Pacific Economic Cooperation

    Green logistics has been a trend in the world. This research evaluates the impact of green logistics on international trade among APEC nations over the period of 9 years (2010 – 2018). The research uses an augmented gravity model to investigate the effects of green logistics on international trade through the Environmental Logistics Performance Index (ELPI). The results show that exporting countries applying green logistics increase the export volume to other members of APEC. In the long term, importing countries engaging in green logistics increase trade volume with green logistics countries in APEC. With the aim of enhancing international trade, APEC countries must improve domestic logistics performance. Through those analyses, research proposes several recommendations to encourage nations and enterprises to apply green logistics effectively

    Indigenous knowledge in climate change adaptation: Case studies of ethnic minorities in the Northern Mountain Region of Vietnam

    This study aims to investigate the indigenous knowledge (IK) of three ethnic minority groups in the Northern Mountain Region (NMR) of Vietnam. The groups include (1) Tay people who live at lower elevations; (2) a Dao community who tend to live in the middle elevations and (3) Hmong farmers who mainly reside at higher elevations areas of the mountain. This research intends to identify climate change (CC) and its impact on agricultural cultivation and find out how these groups can adapt to CC by applying their IK in agriculture practices. Data was collected through focus group discussions (n=9), in-depth interviews (n=80), and participant observation. From the 80 respondents, 27 live in Bac Kan province, 23 in Yen Bai province and 30 in Son La province; those who had experience in agricultural production, elderly and village heads. The results show that the NMR weather has significant changes that negatively impact agriculture cultivation and local livelihood. Although the respondents are from different ethnic minorities, these farmers are highly aware of the CC risks, leading into adaptation practices. While the Tay people's major adaptation strategies include the use of a variety of native plants and changing planting calendars, the Dao and Hmong people apply intercropping and local techniques methods in terracing fields using local varieties of livestock. Our findings highlight the importance of using the IK of ethnic minorities in adaptation towards CC. A better targeting about the use of local resources in future national policies and projects is encouraged.Nghiên cứu này nhằm thu thập kiến thức bản địa (IK) của ba nhóm dân tộc thiểu số ở Miền núi phía Bắc (MNPB) của Việt Nam bao gồm (1) dân tộc Tày chủ yếu sống ở vùng thấp; (2) Người Dao có xu hướng sống ở các độ cao trung bình; và (3) người Hmông chủ yếu cư trú ở các khu vực đồi núi cao. Nghiên cứu này nhằm xác định tình hình biến đổi khí hậu (BĐKH) và tác động của nó đối với sản xuất nông nghiệp, đồng thời tìm hiểu cách thức các nhóm dân tộc thiểu số này có thể thích ứng với BĐKH bằng cách áp dụng các kiến thức bản địa của họ vào thực tiễn sản xuất nông nghiệp. Dữ liệu được thu thập thông qua thảo luận nhóm tập trung (n = 9), phỏng vấn sâu (n = 80) và quan sát người tham gia. Trong số 80 người được hỏi, có 27 người sống ở tỉnh Bắc Kạn; 23 người ở tỉnh Yên Bái và 30 người ở tỉnh Sơn La, là những người có kinh nghiệm sản xuất nông nghiệp, người cao tuổi và trưởng thôn. Kết quả cho thấy thời tiết ở khu vực MNPB đã có những thay đổi so với trước gây tác động xấu đến canh tác nông nghiệp và sinh kế của cộng đồng. Mặc dù những người được hỏi từ các dân tộc khác nhau nhưng họ đều nhận thức được sự thay đổi này của thời tiết, do đó họ đã có những thích ứng riêng. Trong khi người Tày sử dụng giống cây trồng địa phương và thay đổi lịch thời vụ thì người Dao và Hmong chọn phương pháp xen canh và áp dụng kỹ thuật bản địa trên đất ruộng bậc thang và sử dụng gióng vật nuôi bản địa. Các phát hiện của chúng tôi giúp hiểu được tầm quan trọng của việc sử dụng IK trong thích ứng với BĐKH của các dân tộc thiểu số, từ đó có thể hướng đến mục tiêu tốt hơn việc sử dụng các nguồn lực địa phương trong các chính sách và dự án quốc gia trong tương lai

    Genetic Diversity and Population Structure of Canarium tramdenum Dai and Yakovl. in Northern Vietnam

    Canarium tramdenum occurs naturally in subtropical and tropical regions of Indochina and China. The wood is used for making high quality furniture and the fruit and leaves are used in traditional medicine. However, a lack of information on genetic diversity and population structure has handicapped the genetic conservation and domestication of this high-value species. This study evaluated genetic variation within and among four C. tramdenum populations. Sixty individuals were collected from four natural populations in Vietnam in the provinces of Ninhbinh, Bacgiang, Nghean, and Backan. Genetic diversity and genetic structure were determined using 20 ISSR markers. A total of 192 DNA fragments with sizes ranging from 110 bp to 3,000 bp were detected, of which 154 segments (80.2%) were polymorphic and 38 segments (19.8%) were monomorphic. The ISSR data indicated a moderate degree of genetic diversity for the species (h = 0.252). The four populations were separated into three genetic clusters with low levels of genetic distance between them. AMOVA result showed that most (78%) of the genetic variation was within the populations. The moderate to high genetic diversity of C. tramdenum and the low genetic differentiation among populations suggested that all existing natural populations in the particular regions needed to be preserved to protect the genetic diversity of this species
