Purpose: The objectives of this study are (1) to Clarify some theoretical issues about high-quality (H-Q) human resource (HR), and policies to develop H-Q HR; (2) to Structure H-Q HR; (3) to Role of HR in national construction and development; (4) Policies and strategies for developing H-Q HR in Vietnam; (5) Proposing some solutions to improve policies and develop H-Q HR in the future.   Theoretical framework: This study found the need to develop H-Q HR in Vietnam. Factors affecting the decision to develop H-Q HR. Then, all the data is combined to finalize Vietnam’s H-Q Human resource development policy and strategy.   Design/methodology/approach: This study includes quantitative and qualitative research methods. However, the author focuses on qualitative research based on legal documents of the Party and the State of Vietnam on the building and development of H-Q HR. In addition, to be able to draw accurate conclusions and propose appropriate solutions, the author consults the research of some other authors on the same topic. Methods such as comparison, analysis, synthesis, logic, etc. are used to determine the reasonableness of the conclusions.   Findings: Research results show that in recent years, policies and strategies for developing H-Q HR have been reflected in many undertakings and guidelines of the Communist Party of Vietnam (CP of V) and the Government’s policies. These guidelines and policies have contributed to training H-Q HR on the importance of industrialization, modernization, and international integration in Vietnam. However, these problems still have certain limitations when implemented into practice. Therefore, making some recommendations to the Party and the State of Vietnam to improve the development strategy of H-Q HR will contribute to improving the quality of training H-Q HR for Vietnam in the present and future.   Research, Practical & Social implications: Without a policy suitable to the actual situation of the country and the trend of the times, the policy’s purpose can hardly be achieved. Therefore, providing suitable solutions to the world and the domestic situation has theoretical and practical significance in policy formulation.   Originality/value: The study has supplemented and clarified theoretical and practical issues on policies and strategies for developing H-Q HR in line with the reality of Vietnam. At the same time, it can be a policy reference for some countries when developing a policy to deliver H-Q HR to the country

LARGE DEFLECTION OF CANTILEVER FUNCTIONALLY GRADED SANDWICH BEAM UNDER END FORCES BASED ON A TOTAL LAGRANGE FORMULATION

    Get PDF
A two-node beam element for large deflection analysis of cantilever functionally graded sandwich (FGSW) beams subjected to end forces is formulated in the context of total Lagrange formulation. The beams consist of three layers, a homogeneous core and two functionally graded layers with material properties varying in the thickness direction by a power gradation law. Linear functions are adopted to interpolate the displacement field and reduced integral technique is applied to evaluate the element formulation. Newton-Raphson based iterative algorithm is employed in combination with arc-length control method to compute equilibrium paths of the beams. Numerical investigations are given for the beam under a transverse point load and a moment to show the accuracy of the element and to illustrate the effects of material inhomogeneity and the layer thickness ratio on the large deflection behavior of the FGSW beams

Leaf essential oil of Magnolia coriacea (Hung T. Chang B. L. Chen) Figlar growing wild in the Bat Dai Son Nature Reserve, Ha Giang Province, Viet Nam was obtained by hydrodistillation and its chemical composition was analyzed using GC/MS. In total, 45 compounds were detected in the essential oil, accounting for 87.1% of the oil, in which 37 compounds were identified accounting for 66.9%. Bicyclogermacrene (12.6%) and spathulenol (17.0%) were the main components of the leaf essential oil of M. coriacea. Antimicrobial activity of the essential oil sample was tested against three microorganism strains using an agar disk diffusion method. The results show that the inhibitory zone diameters ranged from 8.5 to 20.5 mm. Median inhibitory concentration (IC50) and minimum inhibitory concentration (MIC) of the essential oil was determined using microdilution broth susceptibility assay against seven test microorganism strains. Bacillus subtilis had the highest sensitivity with IC50 and MIC values of 185.9 and 512 µg/mL, respectively.

Large displacements of FGSW beams in thermal environment using a finite element formulation

The large displacements of functionally graded sandwich (FGSW) beams in thermal environment  are studied using a finite element formulation. The beams are composed of three layers, a homogeneous core and two functionally graded face sheets with volume fraction of constituents following a power gradation law. The material properties of the beams are considered to be temperature-dependent.  Based on Antman beam model and the total Lagrange formulation, a two-node nonlinear beam element taking the effect of temperature rise into account  is formulated and employed in the study. The element with explicit expressions for the internal force vector and tangent stiffness matrix is derived using linear interpolations and reduced integration technique to avoid the shear locking. Newton-Raphson based iterative algorithm is employed in combination with the arc-length control method to compute the large displacement response of a cantilever FGSW beam subjected to end forces.  The accuracy of the formulated element is confirmed through a comparison study. The effects of the material inhomogeneity, temperature rise and layer thickness ratio on the large deflection response of the beam are examined and highlighted

The purpose of this study was to investigate the difficulties faced by English-majored students in writing academic essays. To collect the data for the investigation, the sample involved was twenty-seven English-majored students who have been studying English as their specialization at a public university in Vietnam. The instruments of this study conducted a mix-method as a qualitative and quantitative approach. To achieve the purpose of this study, the questionnaire was administered as the quantitative data collection and the semi-structured interview as the qualitative data collection. Then, five of the total participants were randomly interviewed to gain insight ideas of the difficulties that they face when writing academic essays in their writing course. The results of this study demonstrated that the majority of students had obstacles related to insufficient linguistic knowledge namely, lexicon-grammar, vocabulary, and the structure of sentences. The findings from the interviews also indicated that the participants had encountered linguistic knowledge difficulties. Based on the findings, both some recommendations and implications are presented.  Article visualizations

Spectral stability of travelling waves in the Fisher-Kolmogorov-Petrovsky-Piskunov and Fisher-Stefan models

The reaction-diffusion equations including the Fisher-Kolmogorov-Petrovsky-Piskunov (Fisher-KPP) and Fisher-Stefan model have been used to study biological invasion. In this thesis, we first consider the standing waves and travelling waves of the Fisher- KPP equation and the behaviour of the dynamical system near the equilibrium points. Next, we examine the existence of solutions to the Fisher-KPP model by constructing a trapping region in the plane for the wave speed ≠ 0. Then, we study stability of standing waves and travelling waves of this model by looking at the point spectrum, the asymptotic operator and the essential spectrum. However, a limitation of the Fisher-KPP equation is that it cannot be used to model the extinction of invasive populations in practical situations. Hence, the Fisher-Stefan equation is introduced to simulate both biological invasion for > 0 and recession for < 0. This model is reformulated from the Fisher-KPP equation and includes a moving boundary, which gives rise to a spreading-vanishing dichotomy. Moreover, we look at the existence and uniqueness of solutions to the Fisher-Stefan equation. By analysing the phase portrait, numerical results and the perturbation solutions, we can construct approximate solutions of the Fisher-Stefan equation. This phase portrait of this model also suggests that the solutions of the Fisher-KPP model exist for < 2 but they are unstable. Therefore, these solutions are disregarded when < 2 and considered as not exist. This unstable solution has value in describing solution of Fisher- Stefan problem. Thus, the stable solutions exist in the Fisher-Stefan problem. Last, we consider the spectral stability of the Fisher-Stefan equation by analysing its asymptotic operator, continuous spectrum and point spectrum. The results indicate that there is no point spectrum of the Fisher-Stefan asymptotic solution for the eigenvalue parameter > 1 at ≥ 0

Shaping the Health Policy Agenda: The Case of Safe Motherhood Policy in Vietnam

    Get PDF
Background: Maternal health remains a central policy concern in Vietnam. With a commitment to achieving the Millennium Development Goal (MDG) 5 target of maternal mortality rate (MMR) of 70/100 000 by 2015, the Ministry of Health (MoH) issued the National Plan for Safe Motherhood (NPSM) 2003-2010. In 2008, reproductive health, including safe motherhood (SM) became a national health target program with annual government funding. Methods:A case study of how SM emerged as a political priority in Vietnam over the period 2001-2008, drawing on Kingdon’s theory of agenda-setting was conducted. A mixed method was adopted for this study of the NPSM. Results:Three related streams contributed to SM priority in Vietnam: (1) the problem of high MMR was officially recognized from high-quality research, (2) the strong roles of policy champion from MoH in advocating for the needs to reducing MMR as well as support from government and donors, and (3) the national and international events, providing favorable context for this issue to emerge on policy agenda. Conclusion: This paper draws on the theory of agenda-setting to analyze the Vietnam experience and to develop guidance for SM a political priority in other high maternal mortality communities

Although sexual education is an important part of a child’s education and upbringing, in Vietnam, sex education is not an official subject in school, and young people’s awareness of Comprehensive Sex Education (CSE) is still limited. While sex education at school is necessary, it is not the only way nor sufficient enough to change teenage sexual behavior. A parent’s role could involve communicating about values, providing a positive family environment, and monitoring their children’s behavior. This topic explores the awareness of teenagers about CSE and the availability of teaching CSE in Vietnamese schools and families. Data was collected via an online survey of 89 teenagers and 119 parents whose children are teenagers. The findings revealed that the target group is not fully aware of CSE and in particular, they also feel the importance of the family in this regard but are afraid to share gender issues with their parents and tend to find information on their own through the internet.
