Foreign direct investment and the SME sector
Purpose: Although foreign direct investment (FDI) and entrepreneurship are potential routes to recovery (Girma and Wakelin, 2001; Lyon et al., 2002), existing literature is divided on the relationship between the two. This study examines the influence of foreign investment on the local SME sector after the 2008 financial crisis. Design/methodology/approach: Local authority district data from Great Britain is used to examine the influence of foreign firm employment on the size of the local SME sector as a proportion of all firms, and foreign firm influence on firm births in the locality. In order to control for local geographical, infrastructural, and economic conditions regression analysis is used to examine the relationship between foreign business employment and indigenous business activities. Findings: The potential for technological spillovers and spinout activities appears to dominate with firm birth rates higher where there is greater foreign firm employment. However, there is also evidence of crowding out in relation to the existing SME sector, which is found to be reduced in size where foreign influence through employment is greater.
Research Implications: The results here indicating a complementarity relationship between foreign influence on employment and firm births is important for policy makers looking to revive struggling local economies. However, the relevant support needs to be in place to maximise the benefit from the supply of new entrepreneurs generated. Originality/value: Unlike many other studies the relationship between the SME sector, firm births and foreign influence is considered at a local level and where economic conditions are more uncertain and economic recovery is less taken for granted. A better understanding of the relationship allows more appropriate policy to be developed in order to aid local economies to recover

An object of this invention is to provide a composition of beryllium hydride and carboxy-terminated polybutadiene which is stable. Another object of this invention is to provide a method for inhibiting the reactivity of beryllium hydride toward carboxy-terminated polybutadiene. It was found that a small amount of lecithin inhibits the reaction of beryllium hydride with the acid groups in carboxy terminated polybutadiene
Welfare Reform: The View from New Hampshire and Massachusetts
As he promised during his election campaign, President Carter has proposed a major overhaul of the welfare system. Under the Better Jobs and Income Act, unveiled in August 1977, the major components of the current welfare system would be replaced by a program combining cash assistance and job opportunities. This paper evaluates the Carter proposal based on the experience under existing employment, training and welfare programs and then assesses its potential impact on the states of New Hampshire and Massachusetts. In the course of the discussion, we deal with the following questions: (1) Does the proposal effectively address the weaknesses in the current welfare system? (2) Can the proposal achieve its stated goals? (3) Will the impact of the program vary in states with different characteristics? (4) How do state administrators charged with implementing the program respond to its various components? Although the answers to these questions are seldom conclusive, the weight of the evidence leads us to conclude that there are serious weaknesses in the Carter proposal. Major changes are necessary in order for the program to become a viable alternative to the current system which both improves the status quo and achieves sufficient support to be enacted
Walking across Wikipedia: a scale-free network model of semantic memory retrieval.
Semantic knowledge has been investigated using both online and offline methods. One common online method is category recall, in which members of a semantic category like "animals" are retrieved in a given period of time. The order, timing, and number of retrievals are used as assays of semantic memory processes. One common offline method is corpus analysis, in which the structure of semantic knowledge is extracted from texts using co-occurrence or encyclopedic methods. Online measures of semantic processing, as well as offline measures of semantic structure, have yielded data resembling inverse power law distributions. The aim of the present study is to investigate whether these patterns in data might be related. A semantic network model of animal knowledge is formulated on the basis of Wikipedia pages and their overlap in word probability distributions. The network is scale-free, in that node degree is related to node frequency as an inverse power law. A random walk over this network is shown to simulate a number of results from a category recall experiment, including power law-like distributions of inter-response intervals. An analytical investigation of acquisition techniques and system integration studies for a radar aircraft guidance research facility, phase 2
A review of user requirements and updated instrumentation plans are presented for the aircraft tracking and guidance facility at NASA Wallops Station. User demand has increased as a result of new flight research programs; however, basic requirements remain the same as originally reported. Instrumentation plans remain essentially the same but with plans for up- and down-link telemetry more firm. With slippages in the laser acquisition schedule, added importance is placed on the FPS-16 radar as the primary tracking device until the laser is available. Limited simulation studies of a particular Kalman-type filter are also presented. These studies simulated the use of the filter in a helicopter guidance loop in a real-time mode. Disadvantages and limitations of this mode of operation are pointed out. Laser eyesafety calculations show that laser tracking of aircraft is readily feasible from the eyesafety viewpoint

Method of purifying metallurgical grade silicon employing reduced pressure atmospheric control
A method in which a quartz tube is charged with chunks of metallurgical grade silicon and/or a mixture of such chunks and high purity quartz sand, and impurities from a class including aluminum, boron, as well as certain transition metals including nickel, iron, and manganese is described. The tube is then evacuated and heated to a temperature within a range of 800 C to 1400 C. A stream of gas comprising a reactant, such as silicon tetrafluoride, is continuously delivered at low pressures through the charge for causing a metathetical reaction of impurities of the silicon and the reactant to occur for forming a volatile halide and leaving a residue of silicon of an improved purity.
