    A Method for Establishing Outdoor Recreation Project Priorities in Alaska

A careful analysis of the benefits which people derive from outdoor recreation provides a frame of reference for evaluating a recreational facility. A project should supply those benefits which are most highly demanded by the public. Fifteen benefits of recreation are defined and discussed. They are divided into two major categories; those which accrue to recreational participants and those which accrue to non-participants.This research was supported by a grant from the Division of Parks, State of Alaska

    CI emission in Ultra Luminous Infrared Galaxies as a molecular gas mass tracer

    We present new sensitive wide-band measurements of the fine structure line 3^P_1 -> 3^P_0 (J=1-0, 492GHz) of neutral atomic carbon (CI) in the two typical Ultra Luminous Infrared Galaxies NGC6240 and Arp220. We then use them along with several other CI measurements in similar objects found in the literature to estimate their global molecular gas content under the assumption of a full CI-H_2 concomitance. We find excellent agreement between the H_2 gas mass estimated with this method and the standard methods using 12^CO. This may provide a new way to measure H_2 gas mass in galaxies, and one which may be very valuable in ULIRGs since in such systems the bright 12^CO emission is known to systematically overestimate the gas mass while their 13^CO emission is usually very weak. At redshifts z>=1 the CI J=1-0 line shifts to much more favorable atmospheric windows and can become a viable alternative tracer of the H_2 gas fueling starburst events in the distant Universe.Comment: 11 pages, 2 figures.     Enduring Entrepreneurship in the Context of Public-Private Partnerships

    As institutional innovations designed to effect societal change, this work considers public-private partnerships (PPPs) as exemplars of enduring entrepreneurship. By surviving beyond the initial objectives of the partnership, many PPPs exhibit continual renewal and repeated acts of entrepreneurship as they explore novel solutions to intractable social problems. With recognition of goal interdependence between partner firms and a structure of open governance, PPPs create unique opportunities for innovative ideas and knowledge exploration and exploitation. This manuscript explores the formative conditions of PPPs and suggests two important outcomes - enhanced absorptive capacity and knowledge spillovers – that contribute to enduring entrepreneurship and long-lasting partnerships

    Shear buckling of square perforated plates

    The behavior of thin square perforated plates under the action of uniform shear deformation is studied experimentally and analytically using finite element analysis. Elastic Shear buckling strength is established as a function of the diameter of a round, centrally located hole in the plate. Post buckling behavior and the behavior of perforated plates with various ring stiffeners are also studied experimentally

    Single-photon device requirements for operating linear optics quantum computing outside the post-selection basis

    Photonics is a promising architecture for the realisation of quantum information processing, since the two-photon interaction, or non-linearity, necessary to build logical gates can efficiently be realised by the use of interference with ancillary photons and detection. Although single-photon sources and detectors are pivotal in realisations of such systems, clear guidelines for the required performance of realistic systems are yet to be defined. We present our detailed numerical simulation of several quantum optics circuits including sources and detectors all represented in multi-dimensional Fockspaces, which allows to obtain experimentally realistic performance bounds for for these devices. In addition, the single-photon source based on switched parametric down-conversion is studied, which in principle could reach the required performance. Three approaches for implementing the switching hierarchy of the photons are simulated, and their anticipated performance is obtained. Our results define the bar for the optical devices needed to achieve the first level of linear-optics quantum computing outside the coincidence basis.Comment: To appear in J. Mod. Optic

    Direct oral anticoagulants‐Remove versus Taipan snake venom time for detection of a lupus anticoagulant in patients taking oral direct factor Xa inhibitors

    Background: The optimal method of detecting a lupus anticoagulant (LA) for patients taking direct factor Xa inhibitor (DFXaI) direct oral anticoagulants (DOACs) remains controversial. Methods include charcoal adsorption of the DOACs to allow testing with the activated partial thromboplastin time (APTT) and dilute Russell viper venom time (dRVVT), or use of the DFXaI‐insensitive Taipan snake venom time (TSVT) and Ecarin time (ET) assays on neat plasma. Objectives: The objective was to compare the utility of APTT and dRVVT analysis following DOAC Remove against TSVT/ET on untreated plasma for LA detection in spiked plasmas and routine clinical samples for patients on DFXaIs. Patients/methods: Various LA‐negative and LA‐positive samples were assayed by APTT, dRVVT, and TSVT/ET, and then separately spiked with rivaroxaban, apixaban, and edoxaban calibrators to a concentration of ~190 ng/ml and the assays repeated on spiked plasma before and after DOAC Remove treatment. Testing of 284 consecutive samples from DFXaI‐anticoagulated patients by APTT/dRVVT and TSVT/ET before and after DOAC Remove treatment was undertaken. Results: In the spiking model, we found that both TSVT/ET and DOAC Remove strategies generally distinguished LA‐negative and LA‐positive samples, but some false‐positive LA results occurred. In the investigation of 284 consecutive patient samples on DFXaIs, the percentage agreement for LA detection in neat samples tested by TSVT/ET versus APTT and dRVVT after DOAC Remove treatment was 90% (Cohen kappa 0.12). Conclusion: Our data highlight uncertainty and disagreement for testing LA in patients on DFXaI. Further studies are required

    First Freedom is an important gathering of messages from a recent conference on religious liberty held at Southwestern Baptist Theological Seminary. Editor Jason B. Duesing explains: The purpose of this collection is, first, to provide an introductory look into the biblical and historical foundations of religious liberty combined with several instances of contemporary expression and defense for the purpose of instruction, edification, and encouragement to all who take the time to read this volume. Second, however, we wish to remind Baptists in the twenty-first century of the price that was paid by their forefathers for the establishment and defense of religious liberty.
