    A Global Estimate of the Number of Coral Reef Fishers

    Abstract Overfishing threatens coral reefs worldwide, yet there is no reliable estimate on the number of reef fishers globally. We address this data gap by quantifying the number of reef fishers on a global scale, using two approaches -the first estimates reef fishers as a proportion of the total number of marine fishers in a country, based on the ratio of reef-related to total marine fish landed values. The second estimates reef fishers as a function of coral reef area, rural coastal population, and fishing pressure. In total, we find that there are 6 million reef fishers in 99 reef countries and territories worldwide, of which at least 25% are reef gleaners. Our estimates are an improvement over most existing fisher population statistics, which tend to omit accounting for gleaners and reef fishers. Our results suggest that slightly over a quarter of the world's small-scale fishers fish on coral reefs, and half of all coral reef fishers are in Southeast Asia. Coral reefs evidently support the socioeconomic well-being of numerous coastal communities. By quantifying the number of people who are employed as reef fishers, we provide decision-makers with an important input into planning for sustainable coral reef fisheries at the appropriate scale

    Impact of High Seas Closure on Food Security in Low Income Fish Dependent Countries.

    We investigate how high seas closure will affect the availability of commonly consumed food fish in 46 fish reliant, and/or low income countries. Domestic consumption of straddling fish species (fish that would be affected by high seas closure) occurred in 54% of the assessed countries. The majority (70%) of countries were projected to experience net catch gains following high seas closure. However, countries with projected catch gains and that also consumed the straddling fish species domestically made up only 37% of the assessed countries. In contrast, much fewer countries (25%) were projected to incur net losses from high seas closure, and of these, straddling species were used domestically in less than half (45%) of the countries. Our findings suggest that, given the current consumption patterns of straddling species, high seas closure may only directly benefit the supply of domestically consumed food fish in a small number of fish reliant and/or low income countries. In particular, it may not have a substantial impact on improving domestic fish supply in countries with the greatest need for improved access to affordable fish, as only one third of this group used straddling fish species domestically. Also, food security in countries with projected net catch gains but where straddling fish species are not consumed domestically may still benefit indirectly via economic activities arising from the increased availability of non-domestically consumed straddling fish species following high seas closure. Consequently, this study suggests that high seas closure can potentially improve marine resource sustainability as well as contribute to human well-being in some of the poorest and most fish dependent countries worldwide. However, caution is required because high seas closure may also negatively affect fish availability in countries that are already impoverished and fish insecure

    Mesophotic depths as refuge areas for fishery-targeted species on coral reefs

    Coral reefs are subjected to unprecedented levels of disturbance with population growth and climate change combining to reduce standing coral cover and stocks of reef fishes. Most of the damage is concentrated in shallow waters (<30 m deep) where humans can comfortably operate and where physical disturbances are most disruptive to marine organisms. Yet coral reefs can extend to depths exceeding 100 m, potentially offering refuge from the threats facing shallower reefs. We deployed baited remote underwater stereo-video systems (stereo-BRUVs) at depths of 10–90 m around the southern Mariana Islands to investigate whether fish species targeted by fishing in the shallows may be accruing benefits from being at depth. We show that biomass, abundance and species richness of fishery-targeted species increased from shallow reef areas to a depth of 60 m, whereas at greater depths, a lack of live coral habitat corresponded to lower numbers of fish. The majority of targeted species were found to have distributions that ranged from shallow depths (10 m) to depths of at least 70 m, emphasising that habitat, not depth, is the limiting factor in their vertical distribution. While the gradient of abundance and biomass versus depth was steepest for predatory species, the first species usually targeted by fishing, we also found that fishery-targeted herbivores prevailed in similar biomass and species richness to 60 m. Compared to shallow marine protected areas, there was clearly greater biomass of fishery-targeted species accrued in mesophotic depths. Particularly some species typically harvested by depth-limited fishing methods (e.g., spearfishing), such as the endangered humphead wrasse Cheilinus undulatus, were found in greater abundance on deeper reefs. We conclude that mesophotic depths provide essential fish habitat and refuge for fishery-targeted species, representing crucial zones for fishery management and research into the resilience of disturbed coral reef ecosystems

    " Marine Areas of Responsible Fishing " : A Path Toward Small-Scale Fisheries Co-Management in Costa Rica? Perspectives from Golfo Dulce

    International audienceThis chapter analyzes participatory management processes of small-scale fisheries in two Pacific embayments of Costa Rica, a centralized state of Central America where fisheries management is traditionally " top-down " , data deficient, and poorly adapted to local biological and socioeconomic conditions. We provide an historical overview of coastal activities governance and fisheries national context, and describe different participative approaches to small-scale fishery management. The Marine Area of Responsible Fishing (Área Marina de Pesca Responsable, or AMPR), created in 2008, is a management tool developed by the Costa Rican government to effectively involve fishers organizations in small-scale fisheries management. In this paper, we compare participative management initiatives associated with AMPRs in the Golfo Dulce and Golfo de Nicoya (Palito and Tår-coles), and Marine Protected Areas (MPAs) in Cahuita and Marino Ballena National Parks. Based on our analysis, we recommend ten measures to improve the small-scale fisheries co-management process. Among these, five recommendations stand out: (1) increase the participation of artisanal fishers in the development of collective choice rules; (2) allocate costs and benefits of management measures among artisanal fishers; (3) improve local leadership ; (4) improve understanding and transparency of the management process; and (5) formalize and implement strategic fisheries management plans

    Supporting Enhancement of Stewardship in Small-Scale Fisheries: Perceptions of Governance Among Caribbean Coral Reef Fishers

    Small-scale fishing livelihoods dependent on Caribbean coral reefs face an uncertain future with global climate change and mounting anthropogenic pressures threatening ecosystem integrity and resilience. In the context of future threats to coral reefs, improved governance is critical to enhance the efficacy of coral reef management. Recent research places increasing emphasis on identifying governance arrangements that enable participation and engagement, with the improved ‘social fit’ of institutions expected to engender stewardship among fishers. However, few studies have examined the perspectives of resource users in relation to a wide range of articulated principles for good governance processes. This study contributes to an improved understanding of how fisher perceptions relate to diverse governance arrangements in the Wider Caribbean Region. We quantify perceptions among 498 reef-dependent fishers in relation to principles of ‘good governance’ in 12 communities across four Caribbean countries: Barbados, Belize, Honduras, and St. Kitts and Nevis. We describe perceptions relating to two underlying governance themes – institutional acceptance (reflecting principles of legitimacy, transparency, fairness, and connectivity) and engagement in reef governance (reflecting principles of accountability and inclusiveness). In addition, we identify socio-demographic factors associated with each set of perceptions and explore the implications for future governance of small-scale Caribbean reef fisheries. The findings suggest that an understanding of heterogeneous perceptions within small-scale fisheries can inform more targeted interventions to improve the fit of governance arrangements for different groups. Governance may be more effective if perceptions are used to identify areas in which to pursue greater engagement of resource users in stewardship
