Geoscience and a Lunar Base: A Comprehensive Plan for Lunar Exploration

This document represents the proceedings of the Workshop on Geoscience from a Lunar Base. It describes a comprehensive plan for the geologic exploration of the Moon. The document begins by explaining the scientific importance of studying the Moon and outlines the many unsolved problems in lunar science. Subsequent chapters detail different, complementary approaches to geologic studies: global surveys, including orbiting spacecraft such as Lunar Observer and installation of a global geophysical network; reconnaissance sample return mission, by either automated rovers or landers, or by piloted forays; detailed field studies, which involve astronauts and teleoperated robotic field geologists. The document then develops a flexible scenario for exploration and sketches the technological developments needed to carry out the exploration scenario

Methods of resistance estimation in permanent magnet synchronous motors for real-time thermal management

Real-time thermal management of electrical ma- chines relies on sufficiently accurate indicators of internal tem- perature. One indicator of temperature in a permanent-magnet synchronous motor (PMSM) is the stator winding resistance. Detection of PMSM winding resistance in the literature has been made on machines with relatively high resistances, where the resistive voltage vector is significant under load. This paper describes two techniques which can be applied to detect the winding resistance, through ‘Fixed Angle’ and ‘Fixed Mag- nitude’ current injection. Two further methods are described which discriminate injected current and voltages from motoring currents and voltages: ‘Unipolar’ and ‘Bipolar’ separation. These enable the resistance to be determined, and hence the winding temperature in permanent-magnet machines. These methods can be applied under load, and in a manner that does not disturb motor torque or speed. The method distinguishes between changes in the electro-motive force (EMF) constant and the resistive voltage. Shining Path: Guerrilla War in Peru’s Northern Highlands, 1980–1997

In Shining Path Lewis Taylor provides compelling evidence that the attitude of the people can be decisive in war. That point will not surprise students of war- fare; they will recall that two great strat- egists stressed the central importance of having the people on your side. Focusing primarily on state-to-state conflict, Carl von Clausewitz coined the notion that war’s dominant tendencies make a “paradoxical trinity,” of which one pole comprises primordial violence, hatred, and enmity, a blind natural force. The passions, Clausewitz wrote, “that are to be kindled in war must already be in- herent in the people.” Concentrating on guerrilla warfare, Mao Tse-tung fa- mously wrote that “in the relationship that should exist between the people and the troops, the former may be lik- ened to water and the latter to the fish that inhabit it.

Perspectives on Maritime Strategy

In September 2005, fifty-five chiefs of navies and coast guards, along with twenty-seven war college presidents from around the world gathered in Newport for the Seventeenth International Seapower Symposium. We shared perspectives on a broad range of issues important to the global maritime community and individual countries through the mechanism of regionally oriented seminars (eight of them). Latin American Security Challenges

Two major trends in recent years have altered the context of discussions of security issues in the Western Hemisphere and made new assessments imperative. The first trend is the erosion of the euphoria of the early 1990s, when the apparent success of elections in most countries of the Americas seemed to herald a new democratic era, and market-oriented economic reforms promised greater prosperity throughout the region. Regrettably, the past decade has seen a profound disillusionment, as the promises of freedom, prosperity, and greater social and economic progress have not been realized at a rate sufficient to convince citizens that their societies are on the right path.
