    Grounding systems for power supply facilities

    This study aims to define some recommendations for choice of grounding system type for power supply facility. Operating modes of 0.4 kV networks approved by International Electrotechnical Commission (IEC) were considered and their advantages and disadvantages were identified. The comparison criteria were based on the conditions of human safety from electric shock in the breakdown of insulation on the body of electrical equipment, possibilities of expanding the network and uninterruptible power supply. The real application of the neutral modes and the possibility of installing protective devices were also taken into account. All the recommendations made is planned to apply for the modernization of the urban networks and the calculation of the earthing arrangement by using special software

    Renewable energy has become increasingly important in the last decade due to the limited reserves of fossil fuels and environmental issues related to CO2 emissions. The paper investigates the joint production possibility of electricity and heat in the Tomsk district Stepanovka, using modern trigeneration plant. The analysis was performed based on a comparison of the two alternatives for the area: the use of a diesel power plant (DPP) or gas-piston units (GPU) on biofuel.     This article considers translation techniques of endemic units in the modern German language which are challenging in terms of translation issues and include the Tomsk realionyms possessing prominent local stylistic color and referring to the realias of toponymy, history and architecture of Tomsk and Tomsk region. German translation of these lexical units seems relevant due to the special status of the German language in the Tomsk region, as well as for the actual needs of the translation and lexicography. Functionally Tomsk realionyms represent intermediate class within a categorical scale of the nomen class ranging from appellativity to propriality - nomen realium, which combines features of serial and individual categories

    New consumer services provided by smart metering

    This paper focuses on the issues of smart metering market and considers different services provided by smart metering from consumer point of view. Firstly, smart metering deployment challenges emerging and conventional tariffs, which modify a consumer behavior and thus, the entire electric energy market can be optimized since the customer is motivated to consume less energy. Secondly, the authors illustrate changes in electricity quality, which have an impact on consumer relations with utility. Additionally, two main indices of grid resilience – SAIDI and SAIFI – are exemplified to reveal the improvement potential of smart metering implementation in certain regions of Russia that also influence the consumer. Finally, in-home display and privacy problem directly reflect the consumer’s behavior, thus the private life rights should not be violated as they are guaranteed by law

    Participation in environmental decision-making processes within the discourse of representative democracy

    The essay investigates whether the discourse of representative democracy provides enough space for public participation in environmental decision-making. Based on the case study of Stuttgart 21 – a large-scale reconstruction of the train station in the German city of Stuttgart – the citizens understanding of participation and representative democracy is analyzed. With regards to the related theoretical frames of Habermas, Dahl, and others the applied critical discourse analysis carries out the existence of two main discourses: The discourse of formal representative democracy as well as the discourse of lifeworld representative democracy. Taking into account the hegemonic order of discourse the essay concludes that there is enough space for public participation but it affects the social reality in the way that the decisions are not legitimate and therefore it has certain negative impact on the political system in general. As it is shown based on the analysis the discourse of representative democracy need to be further developed. Procedures like the Stuttgart 21 arbitration as well as the claim for referendums could provide valuable grounds for further considerations and to some extend offer a concrete application of deliberative democracy
