Взаимодействие субъектов внедрения профессиональных стандартов в организациях среднего общего образования Российской Федерации

Authors of the article analyze different factors, namely, how methodologies and their relations are perceived by participants of professional standards implementation in the organizations of the secondary general education in Russian Federation. It is proven that results of professional standards implementations, in many aspects, depend on the interaction between subjects of professional standards implementation on the basis of the general methodology, their comprehension of interrelations between all directions of HR policy and HR procedures as well as formation of the marketing relations between providers and consumers of educational services. Authors of the article explain the practicability of application to the present research such scientific approaches as competency-based, system and marketing. They consider professional standards implementation the most important direction of HR policy in the secondary general education in Russian Federation, at the same time they rely on system approach – one of traditional approaches in researches of public administration and HR policy. According to authors’ opinion, professional standards implementation has an influence on the change of all HR policy elements of this type of the organizations. These elements of HR policy are procedures of competitive selection of heads and teachers, maintenance and forms of their professional progress, indicators of activity assessment used with certification, formation of senior posts reserve. Authors of the article confirm applicat ion expediency of marketing approach to a professional standards implementation in the organizations of the secondary general education in Russian Federation in the purpose of achieving satisfaction of the requirements and interests acknowledged by the majority of participants of these processes: public authorities in general education, heads and teachers of the educational organizations, representatives of society. Authors offer conducting an expert poll to estimate influence of factors on effectiveness of professional standards implementation in the organizations of the secondary general education in Russian Federation. The result of that poll are expected to identify experts’ ideas about the most acceptable methodology; structure and the sequence of processes of professional standards implementation, and to what extent the marketing relations between providers and consumers of educational services were created.Авторы статьи анализируют факторы различного характера, а именно, представления участников внедрения профессиональных стандартов в организациях среднего общего образования РФ о методологии, а также отношения, которые формируются между ними. Доказывают, что результаты внедрения профессиональных стандартов во многом зависят от взаимодействия субъектов внедрения профессиональных стандартов на основе общей методологии, понимания ими взаимосвязи всех направлений кадровой политики и кадровых процедур, а также формирования маркетинговых отношений между исполнителями и потребителями образовательных услуг. Авторы статьи обосновывают целесообразность применения в настоящем исследовании таких научных подходов как компетентностный, системный и маркетинговый. Они рассматривают внедрение профессиональных стандартов как важнейшее направление кадровой политики в среднем общем образовании РФ, при этом исходят из системного подхода, являющегося одним из традиционных в исследованиях государственного управления и кадровой политики. По мнению авторов, внедрение профессиональных стандартов влияет на изменение всех элементов кадровой политики этого типа организаций: на процедуры конкурсного отбора руководителей и педагогов, содержание и формы их профессионального развития, показатели и критерии оценки деятельности, применяемые при аттестации, формирование резерва на руководящие должности. Авторы статьи доказывают целесообразность применения маркетингового подхода при внедрении профессиональных стандартов в организациях среднего общего образования РФ для достижения такой цели как удовлетворение потребностей и интересов, признаваемых большинством участников этих процессов: исполнительными органами государственной власти в сфере общего образования, руководителями и педагогами образовательных организаций, представителями общества. Авторы предлагают проведение экспертного опроса для того, чтобы оценить влияние факторов на результативность внедрения профессиональных стандартов в организациях среднего общего образования РФ. Результатом такового опроса планируется выявление представлений экспертов о наиболее приемлемой методологии; о составе и последовательности процессов внедрения профессиональных стандартов, а также о том, в какой степени сформировались маркетинговые отношения между исполнителями и потребителями образовательных услуг

Advanced “Green” Prebiotic Composite of Bacterial Cellulose/Pullulan Based on Synthetic Biology-Powered Microbial Coculture Strategy

Bacterial cellulose (BC) is a biopolymer produced by different microorganisms, but in biotechnological practice, Komagataeibacter xylinus is used. The micro- and nanofibrillar structure of BC, which forms many different-sized pores, creates prerequisites for the introduction of other polymers into it, including those synthesized by other microorganisms. The study aims to develop a cocultivation system of BC and prebiotic producers to obtain BC-based composite material with prebiotic activity. In this study, pullulan (PUL) was found to stimulate the growth of the probiotic strain Lactobacillus rhamnosus GG better than the other microbial polysaccharides gellan and xanthan. BC/PUL biocomposite with prebiotic properties was obtained by cocultivation of Komagataeibacter xylinus and Aureobasidium pullulans, BC and PUL producers respectively, on molasses medium. The inclusion of PUL in BC is proved gravimetrically by scanning electron microscopy and by Fourier transformed infrared spectroscopy. Cocultivation demonstrated a composite effect on the aggregation and binding of BC fibers, which led to a significant improvement in mechanical properties. The developed approach for “grafting” of prebiotic activity on BC allows preparation of environmentally friendly composites of better quality

ADJECTIVES EXPRESSING THE TIME IN THE RUSSIAN, TATAR AND ENGLISH PROVERBS

Статья посвящена изучению имен прилагательных, выражающих временные отношения, в пословицах и поговорках русского, татарского и английского языков. Авторы определяют группы имен прилагательных, репрезентирующих время, в сопоставляемых языках. На основе анализа собранного фактического материала делается вывод об особенностях функционирования имен прилагательных с семантикой времени в пословичном фонде разноструктурных языков.The article is devoted to the study of adjectives expressing temporal relations in the Russian, Tatar and English proverbs. The authors define groups of adjectives representing the time in compared languages. The conclusion, based on the analysis of factual material, is made about the functioning of adjectives with the semantics of time in the proverbs in typologically different languages

Dispersion properties of waves on a surface of viscous fluid covered by an elastic film

A linear dispersion relation is derived for waves on the free surface of an infinitely deep viscous fluid covered by an elastic surfactant film. The solutions of the dispersion relation are studied over a wide range of variations of the fluid viscosity and the film elasticity. Dynamics of the Marangoni mode associated with the presence of the elastic film is considered in detail. Values of the film elasticity modulus corresponding to both wave motions in fluid and motions damped monotonically with time are found. The elasticity and viscosity parameters at which the nature of the fluid motion changes qualitatively are determined

Infectious endocarditis сomplicated spondilodiscitis

This publication presents a clinical case of infectious endocarditis in an adult male aged 60, with manifestation of the disease in the form of spondilodiscitis. The presented observation demonstrates the development of onset of infectious endocarditis of bacterial spondylodiscitis in the adult patient. For a long time the patient’s intensive pain in the lumbar region could not be connected with infective endocarditis. According to the results of the examination the changes in the spine were not evaluated as an onset of IE. Dynamic observation and control MRT study allowed for the conclusion about bacterial spondilodiscitis in our patient with IE and to connect these two processes. In such clinical cases, MRT of the spine or positron emission tomography combined with computed tomography using a radiopharmaceutical 18F-fluorodeoxyglucose (F-FDG- PET / CT) of the whole body is recommended. In the case of a specific spondilodiscitis, the continuation of antibacterial therapy is determined by signs of inflammatory activity on F-FDG-PET / CT or MRT of the spine
