    Toward a relational concept of uncertainty: about knowing too little, knowing too differently, and accepting not to know

    Uncertainty of late has become an increasingly important and controversial topic in water resource management, and natural resources management in general. Diverse managing goals, changing environmental conditions, conflicting interests, and lack of predictability are some of the characteristics that decision makers have to face. This has resulted in the application and development of strategies such as adaptive management, which proposes flexibility and capability to adapt to unknown conditions as a way of dealing with uncertainties. However, this shift in ideas about managing has not always been accompanied by a general shift in the way uncertainties are understood and handled. To improve this situation, we believe it is necessary to recontextualize uncertainty in a broader wayÂżrelative to its role, meaning, and relationship with participants in decision makingÂżbecause it is from this understanding that problems and solutions emerge. Under this view, solutions do not exclusively consist of eliminating or reducing uncertainty, but of reframing the problems as such so that they convey a different meaning. To this end, we propose a relational approach to uncertainty analysis. Here, we elaborate on this new conceptualization of uncertainty, and indicate some implications of this view for strategies for dealing with uncertainty in water management. We present an example as an illustration of these concepts.     Integrating knowledge accross disciplines. Experiences from the NeWater project

    The starting question for this deliverable was how to create a new adaptive management concept that can integrate insights from various disciplines and connect people from different institutional backgrounds. From literature research and empirical research on the NeWater project we identified challenges for cross-disciplinary knowledge integration, we evaluated interventions for connecting multiple knowledge frames, we analyzed the process of group model building with UML and formulated recommendations. Cross-disciplinary research has arisen from a growing number of complex problems for which knowledge of a single scientific discipline or societal field is insufficient, but presents important challenges: (1) collaboration and integration of knowledge requires in depth discussions that are timeconsuming; (2) the recursive process of problem structuring and restructuring is often at odds with the sequential planning of project activities; (3) participation and mutual learning are crucial but need to be carefully structured and sequenced; and (4) management and leadership faces the difficult challenge of balancing in depth exploration with timely delivery of tangible results. We conclude with the following general recommendations for large cross-disciplinary projects: (1) including a preparatory proposal phase for thorough exploration of opportunities of between researchers and stakeholders (2) flexible funding, planning and operational arrangements to allow for a recursive research process; (3) a project size that allows frequent interaction opportunities between researchers and between researchers and stakeholders to allow for mutual learning and in depth exploration; and (4) enhancing learning opportunities from one project to the next

    Towards a relational concept of uncertainty: incorporating the human dimension

    In this paper, we extend the conceptualization of uncertainties in natural resources management. Uncertainties come in different kinds, as it is apparent from the multiple classifications and typologies of uncertainties in the literature. Here, we re-contextualize uncertainty in a broader way - its role, meaning and relationship with knowing and acting persons - because it is from this relationship where problems and solutions emerge. We argue that uncertainties have a relational aspect that has to do with how decision makers relate, through their knowledge and actions, to the human-technology-environmental systems to be managed Âż an aspect that is not fully taken into account in the current literature. Our aim in this paper is to include the human dimension more fully in the conceptualization of uncertainties by (1) adding ambiguity as an important kind of uncertainty, (2) re-conceptualizing uncertainty as relational, and (3) indicating some implications of this reconceptualized overview for strategies for dealing with uncertainty in water management

    Tele work: dispersed organizational activity and new forms of spatial - temporal coordination and control

    This article focuses on a set of new flexible work arrangements commonly referred to as cctelework) or cctelecommuting,). Although it is not possible to give an unambiguous and precise definition of telework, there is some working consensus on the subject: the belief is held that information technology has made it possible to relocate many types of work involving the electronic processing of information geographically, and telework is the term used to describe workers who have been relocated in this way. An attempt is made to develop theoretical framework in which telework cart be studied. For this purpose the changes that take place: in the environment of organizations have been taken into consideration. It is suggested that as a result of the redesign process new organizational forms emerge that are characterized by a ((dispersed activity pattern)). Dispersed Organizations, are designed to overcome time-andplace constraints associated with rigid bureaucratic structuring and can be distinguished from existing bureaucratic organizations because they are based on it different design philosophy with regard to how, where and when work is done. Dispersed organizations are being characterized by different time and place constraints with respect to interaction between operational units. Although organizations with dispersed activities can be found nowadays in almost every institutional area, little systematic analysis has yet been undertaken. It is assumed that different forms of telework can be studied within this context. The concept of (dispersed organizations) will be discussed and illustrated with results from a case-study conducted in an energycompany in the Netherlands

    Exploring the Role of Relational Practices in Water Governance Using a Game-Based Approach

    The growing complexity and interdependence of water management processes requires the involvement of multiple stakeholders in water governance. Multi-party collaboration is increasingly vital at both the strategy development and implementation levels. Multi-party collaboration involves a process of joint decision-making among key stakeholders in a problem domain directed towards the future of that domain. However, the common goal is not present from the beginning; rather, the common goal emerges during the process of collaboration. Unfortunately, when the conflicting interests of different actors are at stake, the large majority of environmental multi-party efforts often do not reliably deliver sustainable improvements to policy and/or practice. One of the reasons for this, which has been long established by many case studies, is that social learning with a focus on relational practices is missing. The purpose of this paper is to present the design and initial results of a pilot study that utilized a game-based approach to explore the effects of relational practices on the effectiveness of water governance. This paper verifies the methods used by addressing the following question: are game mechanisms, protocols for facilitation and observation, the recording of decisions and results, and participant surveys adequate to reliably test hypotheses about behavioral decisions related to water governance? We used the “Lords of the Valley” (LOV) game, which focuses on the local-level management of a hypothetical river valley involving many stakeholders. We used an observation protocol to collect data on the quality of relational practices and compared this data with the quantitative outcomes achieved by participants in the game. In this pilot study, we ran the game three times with different groups of participants, and here we provide the outcomes within the context of verifying and improving the methods
