This article attempts to throw hght on the political features of the mid Qing period by studying the life of Fang Guancheng, a scholarofficial who was renowned in the region of the Qian-long Emperor. Fang Guancheng belonged to the celebrated Fang family of the Tong-cheng County. His grandfather and father were involved in the literary inquisition of the work referred to as Nan-shan ji, and they were banished to Bu-kuai in the Heilongjiang province. In order to support them, Fang Guancheng frequently visited Bu-kuai on foot from his house in the Nan-jing。 This challenging experience exposed him to the difference in mallners and customs between North and South China, which helped him become a faithful and efficient official. In 1735 Fang Guancheng was appointed as the secretary of the Grand Secretariat although he did not possess the requisite degree, Finally, in 1749,he was promoted to the post of governor-general of Zhili. During his sojourn in Zhili province, he undertook various river improvement projects, which were great successes. The Qian-long Emperor had confidence in his civil-administration ability, He was also famous as a poet。 Aconsiderable amount of his writings has survived and has been handed down to us. In the eighteen century, under the reigll of the Qian-long Emperor, China enjoyed a glorious period. Fang Guancheng and his colleagues, apPointed by the Qian-long Emperor himself at the beginning of his reign, supported his politics.
