Model independent analysis of nearly L\'evy correlations
A model-independent method for the analysis of the two-particle short-range
correlations is presented, that can be utilized to describe e.g. Bose-Einstein
(HBT), dynamical (ridge) or other correlation functions, that have a nearly
L\'evy or streched exponential shape. For the special case of L\'evy exponent
alpha = 1, the earlier Laguerre expansions are recovered, for the alpha = 2
special case, a new expansion method is obtained for nearly Gaussian
correlation functions. Multi-dimensional L\'evy expansions are also introduced
and their potential application to analyze rigde correlation data is discussed
Experiments in free shear flows: Status and needs for the future
Experiments in free turbulent flows are recommended with the primary concern placed on classical flows in order to augment understanding and for model building. Five classes of experiments dealing with classical free turbulent flows are outlined and proposed as being of particular significance for the near future. These classes include the following: (1) Experiments clarifying the effect of density variation owing to use of different gases, with and without the additional effect of density variation due to high Mach number or other effects; (2) experiments clarifying the role and importance of various parameters which determine the behavior of the near field as well as the condictions under which any of these parameters can be neglected; (3) experiments determining the cumulative effect of initial conditions in terms of distance to fully established flow; (4) experiments for cases where two layers of distinctly different initial turbulence structure flow side by side at the same mean speed; and (5) experiment using contemporary experimental techniques to study structure in free turbulent shear flows in order to compliment and support contemporary work on boundary layers
Air entrainment through free-surface cusps
In many industrial processes, such as pouring a liquid or coating a rotating
cylinder, air bubbles are entrapped inside the liquid. We propose a novel
mechanism for this phenomenon, based on the instability of cusp singularities
that generically form on free surfaces. The air being drawn into the narrow
space inside the cusp destroys its stationary shape when the walls of the cusp
come too close. Instead, a sheet emanates from the cusp's tip, through which
air is entrained. Our analytical theory of this instability is confirmed by
experimental observation and quantitative comparison with numerical simulations
of the flow equations

I magine you are the warden of a prison or the administrator of a jail, you enter the facility, and the heavy metal door clangs shut behind you. A riot breaks out and several members of your staff are taken hostage. Fires are set in various locations. The rioting inmates, members of a gang, attack other inmates who want no part in the rebellion and are only concerned for their safety. The decisions you as a leader make are literally matters of life or death, not only for yourself, but also for your staff and those incarcerated. The dynamics of power and guarding against potential corruption are also a constant concern. The leader of an incarceration facility must account for and respond to public opinion and political demands, as well as the individual needs and group dynamics of corrections officers and inmates.
Some of the desired outcomes for leaders in a confinement setting are a reduction in recidivism, security of the facility, prevention of escape, and efforts at rehabilitation. While some would argue that depending upon the reason for incarceration, the inmates do not deserve much more consideration than would an animal in a zoo, others-leaders-in this situation strive for much more. Accomplished leaders in a confinement setting seek to develop a culture that creates and sustains the psychological health and well-being of the corrections officers and provides inmates opportunities to develop skills and their potential. After all, they are in the people business. Such an approach would conceivably result in an institution that functions based on the strengths of the corrections officers and inmates, thereby allowing them the greatest opportunity for self-development, physical and psychological security, and indirectly decreased chances of recidivism.
