    Final report of the Support to Regional Aquatic Resources Management (STREAM): a NACA networking initiative

    The governing council of Naca has resolved to effect a shift in emphasis from aquaculture development to aquaculture for development. This will require engaging partners from a broad spectrum of government and development agencies, the nature of the information that will need to be gathered and the strategies used for disseminating information and initiating action. The vehicle for operationalising this shift is STREAM - Support to Regional Aquatic Resources Management. This report outlines the nature of the STREAM network, its relationship to NACA's vision, mission, objectives and operating principles, and how STREAM differs from previous NACA's networks. Because STREAM is different, a theoretical basis for network communication is presented along with an outline of the preliminary steps in getting the network up and running. (Pdf contains 33 pages)

    The noise policy statement for England : significance, application and implications

    The Noise Policy Statement for England, published by Defra in March 2010, describes a ‘policy vision to facilitate decisions regarding what is an acceptable noise burden to place on society’. The publication of the NPSE coincided with the formal adoption and publication of the Noise Action Plans as required by the Environmental Noise (England) Regulations 2006 (as amended) and the Environmental Noise Directive . However, the potential implications of the NPSE go much wider, and as this article shows, it may well turn out to have a considerable impact on the work of many members of the Institute of Acoustics

    Comparison of Hirs' equation of Moody's equation for determining rotordynamic coefficients of annular pressure seals

    The rotordynamic coefficients of an incompressible-flow annular pressure seal were determined using a bulk-flow model in conjunction with two different friction factor relationships. The first, Hirs' equation, assumes the friction factor is a function of Reynolds number only. The second, Moody's equation, approximates Moody's diagram and assumes the friction factor is a function of both Reynolds number and relative roughness. For each value of relative roughness, Hirs' constants were determined so that both equations gave the same magnitude and slope of the friction factor. For smooth seals, both relationships give the same results. For rough seals (e/2 H sub 0 = 0.05) Moody's equation predicts 44% greater direct stiffness, 35% greater cross-coupled stiffness, 19% smaller cross-coupled damping, 59% smaller cross-coupled inertia, and nominally the same direct damping and direct inertia

    Variable Winds and Dust Formation in R Coronae Borealis Stars

    We have observed P-Cygni and asymmetric, blue-shifted absorption profiles in the He I 10830 lines of twelve R Coronae Borealis (RCB) stars over short (1 month) and long (3 year) timescales to look for variations linked to their dust-formation episodes. In almost all cases, the strengths and terminal velocities of the line vary significantly and are correlated with dust formation events. Strong absorption features with blue-shifted velocities ~400 km/s appear during declines in visible brightness and persist for about 100 days after recovery to maximum brightness. Small residual winds of somewhat lower velocity are present outside of the decline and recovery periods. The correlations support models in which recently formed dust near the star is propelled outward at high speed by radiation pressure and drags the gas along with it.Comment: AJ in press, 21 pages, 3 figure

    Do Hydrogen-Deficient Carbon Stars Have Winds?

    We present high resolution spectra of the five known hydrogen-deficient carbon (HdC) stars in the vicinity of the 10830 angstrom line of neutral helium. In R Coronae Borealis (RCB) stars the He I line is known to be strong and broad, often with a P Cygni profile, and must be formed in the powerful winds of those stars. RCB stars have similar chemical abundances as HdC stars and also share greatly enhanced O-18 abundances with them, indicating a common origin for these two classes of stars, which has been suggested to be white dwarf mergers. A narrow He I absorption line may be present in the hotter HdC stars, but no line is seen in the cooler stars, and no evidence for a wind is found in any of them.
