    Heterogeneous Air Defense Battery Location: A Game Theoretic Approach

    The Unites States and its allies confront a persistent and evolving threat from missile attacks as nations around the world continue to invest and advance their current capabilities. Within the air defense context of a missile-and-interceptor engagement, a challenge for the defender is that surface to air interceptor missile batteries often must be located to protect high-value targets dispersed over a vast area, subject to an attacker observing the disposition of batteries prior to developing and implementing an attack plan. To model this scenario, we formulate a two-player, three-stage, perfect information, sequential move, zero-sum game that accounts for, respectively, a defender\u27s location of batteries, an attacker\u27s launch of missiles against targets, and a defender\u27s assignment of interceptors to incoming missiles. The resulting trilevel math programming formulation cannot be solved via direct optimization and it is not suitable to solve via full enumeration for realistically-sized instances. We instead utilize the game tree search technique Double Oracle, within which we embed alternative heuristics to solve an important subproblem for the attacker. We test and compare these solution methods to solve a designed set of 26 instances of parametric variation, from which we derive insights regarding the nature of the underlying problem. Whereas full enumeration required up to 8.6 hours to solve the largest instance considered, our superlative implementation of Double Oracle terminates in a maximum of 3.39 seconds over the set of instances, with an average termination time of less than one second. Double Oracle also properly identifies the optimal SPNE strategies in 75% of our test instances and, regarding those instances for which Double Oracle failed, we note that the relative deviation is less than 2.5% from optimal, on average, yielding promise as a solution method to solve realistically-sized instances

    Deployment Policies to Reliably Maintain and Maximize Expected Coverage in a Wireless Sensor Network

    The long-term operation of a wireless sensor network (WSN) requires the deployment of new sensors over time to restore any loss in network coverage and communication ability resulting from sensor failures. Over the course of several deployment actions it is important to consider the cost of maintaining the WSN in addition to any desired performance measures such as coverage, connectivity, or reliability. The resulting problem formulation is approached first through a time-based deployment model in which the network is restored to a fixed size at periodic time intervals. The network destruction spectrum (D-spectrum) has been introduced to estimate reliability and is more commonly applied to a static network, rather than a dynamic network where new sensors are deployed over time. We discuss how the D-spectrum can be incorporated to estimate reliability of a time-based deployment policy and the features that allow a wide range of deployment policies to be evaluated in an efficient manner. We next focus on a myopic condition-based deployment model where the network is observed at periodic time intervals and a fixed budget is available to deploy new sensors with each observation. With a limited budget available the model must address the complexity present in a dynamic network size in addition to a dynamic network topology, and the dependence of network reliability on the deployment action. We discuss how the D-spectrum can be applied to the myopic condition-based deployment problem, illustrating the value of the D-spectrum in a variety of maintenance settings beyond the traditional static network reliability problem. From the insight of the time-based and myopic condition-based deployment models, we present a Markov decision process (MDP) model for the condition-based deployment problem that captures the benefit of an action beyond the current time period. Methodology related to approximate dynamic programming (ADP) and approximate value iteration algorithms is presented to search for high quality deployment policies. In addition to the time-based and myopic condition-based deployment models, the MDP model is one of the few addressing the repeated deployment of new sensors as well as an emphasis on network reliability. For each model we discuss the relevant problem formulation, methodology to estimate network reliability, and demonstrate the performance in a range of test instances, comparing to alternative policies or models as appropriate. We conclude with a stochastic optimization model focused on a slightly different objective to maximize expected coverage with uncertainty in where a sensor lands in the network. We discuss a heuristic solution method that seeks to determine an optimal deployment of sensors, present results for a wide range of network sizes and explore the impact of sensor failures on both the model formulation and resulting deployment policy

Bacteria have evolved a range of protein secretion machines for this purpose with eleven such systems identified to date. The type VIIb secretion system (T7SSb) is utilised by Bacillota to secrete a range of protein substrates, including antibacterial toxins targeting closely related strains, and the system as a whole has been implicated in a range of activities such as iron acquisition, intercellular signalling, host colonisation and virulence. This review covers the components and secretion mechanism of the T7SSb, the substrates of these systems and their roles in Gram-positive bacteria, with a focus on interbacterial competition

    Gyrotropic impact upon negatively refracting surfaces

    Surface wave propagation at the interface between different types of gyrotropic materials and an isotropic negatively refracting medium, in which the relative permittivity and relative permeability are, simultaneously, negative is investigated. A general approach is taken that embraces both gyroelectric and gyromagnetic materials, permitting the possibility of operating in either the low GHz, THz or the optical frequency regimes. The classical transverse Voigt configuration is adopted and a complete analysis of non-reciprocal surface wave dispersion is presented. The impact of the surface polariton modes upon the reflection of both plane waves and beams is discussed in terms of resonances and an example of the influence upon the Goos–Hänchen shift is given

    Social networks : the future for health care delivery

    With the rapid growth of online social networking for health, health care systems are experiencing an inescapable increase in complexity. This is not necessarily a drawback; self-organising, adaptive networks could become central to future health care delivery. This paper considers whether social networks composed of patients and their social circles can compete with, or complement, professional networks in assembling health-related information of value for improving health and health care. Using the framework of analysis of a two-sided network – patients and providers – with multiple platforms for interaction, we argue that the structure and dynamics of such a network has implications for future health care. Patients are using social networking to access and contribute health information. Among those living with chronic illness and disability and engaging with social networks, there is considerable expertise in assessing, combining and exploiting information. Social networking is providing a new landscape for patients to assemble health information, relatively free from the constraints of traditional health care. However, health information from social networks currently complements traditional sources rather than substituting for them. Networking among health care provider organisations is enabling greater exploitation of health information for health care planning. The platforms of interaction are also changing. Patient-doctor encounters are now more permeable to influence from social networks and professional networks. Diffuse and temporary platforms of interaction enable discourse between patients and professionals, and include platforms controlled by patients. We argue that social networking has the potential to change patterns of health inequalities and access to health care, alter the stability of health care provision and lead to a reformulation of the role of health professionals. Further research is needed to understand how network structure combined with its dynamics will affect the flow of information and potentially the allocation of health care resources

    Public sector reforms, privatisation and regimes of control in a Chinese enterprise

    The Chinese economic reform has recently become a major focus of attention around the world. The underlying rationale for the Chinese government's privatisation and public sector reforms is the view that reformed state enterprises and privately managed firms will demonstrate superior management control and better performance, and hence encourage economic growth and employment. There are very few intensive case studies published in English journals studying whether firms privatised in China have reversed previous losses and introduced better management controls, leading to increased investment, productivity, and overall organizational effectiveness and efficiency. The researchers do not seek to deny the control problems of Chinese SOEs, but question the consequences of the new controls installed during the post-privatisation period. The paper also reveals a declining tendency in employment; altered distributions of wealth ? especially to the state ? and labour, and a lack of improvements in the accountability of privatised companies. Overall, the paper argues, the aims of reform policies in China, including better control, increased profitability and an improved working life for Chinese people, have not materialized. The paper calls for more research on the above issues in the Chinese context

    Antenatal care of women who use opioids:A qualitative study of practitioners’ perceptions of strengths and challenges of current service provision in Scotland

    Background: The increasing rise of women using opioids during pregnancy across the world has warranted concern over the access and quality of antenatal care received by this group. Scotland has particularly high levels of opioid use, and correspondingly, pregnancies involving women who use opioids. The purpose of this study was to investigate the different models of antenatal care for women using opioids during pregnancy in three Scottish Health Board Areas, and to explore multi-disciplinary practitioners’ perceptions of the strengths and challenges of working with women who use opioids through these specialist services.Methods: Thirteen semi-structured interviews were conducted with health and social care workers who had experience of providing antenatal and postnatal care to women who use drugs across three Scottish Health Board Areas: NHS Greater Glasgow and Clyde, NHS Lothian, and NHS Tayside. Framework Analysis was used to analyse interview data. The five stages of framework analysis were undertaken: familiarisation, identifying the thematic framework, indexing, charting, and mapping and interpretation.Results: Each area had a specialist antenatal pathway for women who used substances. Pathways varied, with some consisting of specialist midwives, and others comprising a multidisciplinary team (e.g. midwife, mental health nurse, social workers, and an obstetrician). Referral criteria for the specialist service differed between health board areas. These specialised pathways presented several key strengths: continuity of care with one midwife and a strong patient-practitioner relationship; increased number of appointments, support and scans; and highly specialised healthcare professionals with experience of working with substance use. In spite of this, there were a number of limitations to these pathways: a lack of additional psychological support for the mother; some staff not having the skills to engage with the complexity of patients who use substances; and problems with patient engagement.Conclusions: Across the three areas, there appears to be high-quality multi-disciplinary antenatal services for women who use opioids during pregnancy. However, referral criteria vary and some services appear more comprehensive than others. Further research is needed into the perceptions of women who use opioids on facilitators and barriers to antenatal care, and provision in rural regions of Scotland
