"First the grub, then the morals"?:Disentangling the self-interest and ideological drivers of attitudes towards demanding activation policies in Belgium
Following the shift towards an activating role of the European welfare states, there is increasing scholarly interest in public support for demanding activation policies that impose obligations on welfare recipients. Borrowing the classical theoretical frameworks used in welfare attitudes research, we aim to disentangle the effect of self-interest and ideological beliefs on support for demanding activation. Using data from the Belgian National Election Study (2014), we find that support for demanding activation is strongly related to authoritarian dispositions, work ethic and rejection of egalitarianism. For the social-structural variables, we find direct as well as indirect (that is, mediated by the ideological dimensions) effects. Controlling for ideology, social categories that are potentially most affected by welfare obligations - i.e. those currently unemployed, with a previous experience of unemployment and low-income individuals - are more likely to oppose demanding policies, which can be interpreted as a self-interest effect. The effects of educational level, conversely, are primarily mediated and should be understood in terms of ideological preferences rather than self-interest. Our results indicate that, when analysing support for specific welfare policies, attention needs to be paid to the interplay between self-interest and ideological preferences
Les sentiments de discrimination expliquent-ils les émeutes bruxelloises ?
En septembre 2009 et au dĂ©but de 2010, les problĂšmes de vie en commun se sont amplifiĂ©s dans certains quartiers de Bruxelles. Sontâils alimentĂ©s par des sentiments subjectifs de discrimination ? Nous Ă©tudions lâampleur de la propagation des perceptions de discrimination chez les jeunes Belges dâorigine turque et marocaine de la 2e gĂ©nĂ©ration, quels contextes de discrimination on distingue et dans quels groupes la discrimination est le plus ressentie. Par exemple, cette perception estâelle limitĂ©e aux « jeunes Ă problĂšmes », ou ces expĂ©riences sontâelles plus largement rĂ©parties au sein des groupes ? Pour matĂ©rialiser la situation dans la RĂ©gion de Bruxelles-Capitale, nous effectuons une comparaison avec les mĂȘmes sentiments des mĂȘmes groupes Ă Anvers. Nous en concluons que la structure de la perception de la discrimination de groupe est similaire Ă Bruxelles et Ă Anvers pour les Belges de la 2e gĂ©nĂ©ration, tant dâorigine marocaine que turque. Il nây a aucune diffĂ©rence de niveau de la discrimination de groupe Ă©prouvĂ©e. Seule celle qui est perçue dans lâespace public est plus forte Ă Anvers. Le niveau de celle qui est perçue dans les contacts avec la police ne diffĂšre donc pas significativement entre les deux villes Ă©tudiĂ©es. Governing multicultural Brussels: paradoxes of a multi-level, multi-cultural, multi-national urban anomaly
Updating our earlier work on Brussels as the paradigm of a multi-level, multi-cultural, multi-national city, and in the context of Brusselsâs recent troubled emergence as the epicentre of violent conflict between radical political Islam and the West, this paper sets out the paradoxical intersection of national (i.e. Flemish and Francophone), non-national and ethnic minority politics in a city placed as a multi-cultural and multi-national âurban anomalyâ at the heart of linguistic struggle of the two dominant Belgian communities. Brussels is one of the three Regions of the Belgian federal model alongside Flanders and Wallonia. It is also an extraordinarily diverse and cosmopolitan city, in which a mixed language Belgian population lives alongside very high numbers of resident non-nationals, including European elites, other European immigrant workers, and immigrants from Africa and Asia. After laying out the complex distribution of power and competences within the Belgian federal structure, we explore whether these structures have worked over the years to include or exclude disadvantaged ethnic groups. To better understand these processes, we introduce our view of the multi-level governance perspective
