    Peruvian Red Uakaris (Cacajao calvus ucayalii) Are Not Flooded-Forest Specialists

    In the literature, particularly in primatological books, the Peruvian red uakari (Cacajao calvus ucayalii) is generally considered as a species that is specialized on living in flooded forest, despite existing evidence to the contrary. Here we review all available information on habitats where Cacajao calvus ucayalii have been observed. Most sightings are from terra firme, including palm swamps, or from mixed habitats, including terra firme and flooded forest. Therefore, we conclude that the species is not a flooded-forest specialist, but is flexible in its habitat requirements and generally uses terra firme forests or a mixture of habitats. Proper recognition of habitat requirements is important for understanding the ecoethological adaptations of a species and for appropriate conservation measures

    Randomized comparison of gemcitabine, dexamethasone, and cisplatin versus dexamethasone, cytarabine, and cisplatin chemotherapy before autologous stem-cell transplantation for relapsed and refractory aggressive lymphomas: NCIC-CTG LY.12

    PURPOSE: For patients with relapsed or refractory aggressive lymphoma, we hypothesized that gemcitabine-based therapy before autologous stem-cell transplantation (ASCT) is as effective as and less toxic than standard treatment. PATIENTS AND METHODS: We randomly assigned 619 patients with relapsed/refractory aggressive lymphoma to treatment with gemcitabine, dexamethasone, and cisplatin (GDP) or to dexamethasone, cytarabine, and cisplatin (DHAP). Patients with B-cell lymphoma also received rituximab. Responding patients proceeded to stem-cell collection and ASCT. Coprimary end points were response rate after two treatment cycles and transplantation rate. The noninferiority margin for the response rate to GDP relative to DHAP was set at 10%. Secondary end points included event-free and overall survival, treatment toxicity, and quality of life. RESULTS: For the intention-to-treat population, the response rate with GDP was 45.2%; with DHAP the response rate was 44.0% (95% CI for difference, -9.0% to 6.7%), meeting protocol-defined criteria for noninferiority of GDP (P = .005). Similar results were obtained in a per-protocol analysis. The transplantation rates were 52.1% with GDP and 49.3% with DHAP (P = .44). At a median follow-up of 53 months, no differences were detected in event-free survival (HR, 0.99; stratified log-rank P = .95) or overall survival (HR, 1.03; P = .78) between GDP and DHAP. Treatment with GDP was associated with less toxicity (P < .001) and need for hospitalization (P < .001), and preserved quality of life (P = .04). CONCLUSION: For patients with relapsed or refractory aggressive lymphoma, in comparison with DHAP, treatment with GDP is associated with a noninferior response rate, similar transplantation rate, event-free survival, and overall survival, less toxicity and hospitalization, and superior quality of life

    Wrong Turn in Cyberspace: Using ICANN to Route Around the APA and the Constitution

    The Internet relies on an underlying centralized hierarchy built into the domain name system (DNS) to control the routing for the vast majority of Internet traffic. At its heart is a single data file, known as the root. Control of the root provides singular power in cyberspace. This Article first describes how the United States government found itself in control of the root. It then describes how, in an attempt to meet concerns that the United States could so dominate an Internet chokepoint, the U. S. Department of Commerce (DoC) summoned into being the Internet Corporation for Assigned Names and Numbers (ICANN), a formally private nonprofit California corporation. DoC then signed contracts with ICANN in order to clothe it with most of the U. S. government\u27s power over the DNS, and convinced other parties to recognize ICANN\u27s authority. ICANN then took regulatory actions that the U. S. Department of Commerce was unable or unwilling to make itself, including the imposition on all registrants of Internet addresses of an idiosyncratic set of arbitration rules and procedures that benefit third-party trademark holders. Professor Froomkin then argues that the use of ICANN to regulate in the stead of an executive agency violates fundamental values and policies designed to ensure democratic control over the use of government power, and sets a precedent that risks being expanded into other regulatory activities. He argues that DoC\u27s use of ICANN to make rules either violates the APA\u27s requirement for notice and comment in rulemaking and judicial review, or it violates the Constitution\u27s nondelegation doctrine. Professor Froomkin reviews possible alternatives to ICANN, and ultimately proposes a decentralized structure in which the namespace of the DNS is spread out over a transnational group of policy partners with DoC

Ciespal lideró la tesis del Nuevo Orden pero mantuvo la objetividad enla información y el equilibrio en los espacios dados al debate. Así, en su primer número trató sobre el Informe MacBride y en el segundo y tercero sobre la posición de los Estados Unidos. A propósito del retiro de este país del seno de la UNESCO la controversia ha tomado un sesgo nuevo.     Leonard R. Sussman y Rodrigo Santillán Peralbo, se refieren, desde su particular punto de vista, a la ética en el periodismo. Sussman quien por varios años ha desempeñado la Vicepresidencia de la Comisión Nacional de los Estados Unidos para la Unesco, al tratar de la conciencia del periodista, indica que el punto de partida para cualquier Código de Etica es que el periodismo hay que dejarlo a los periodistas, señalando que se debe buscar la verdad y la objetividad, eliminando la parcialidad personal, polúica, racial y social. Santillán, que es Vicepresidente de la Federación Latinoamericana de Periodistas, FELAP, analiza la liberación y la dependencia del periodista, indicando que el derecho de los pueblos a la libertad de expresión es y seguirá siendo una utopia en tanto se mantenga el carácter privado de los medios de comunicación social. De alli que cualquier norma de ética, agrega, debe surgir del análisis del sistema imperante. En cuanto a la objetividad señala que el periodista "objetivo" se vuelve dócil criatura del sistema a quien, además, se les despoja de su libertad de pensar. Respecto a la imparcialidad, dice, que el periodista tiene dos alternativas: está al servicio del sistema o está al servicio de Sil pueblo y sus intereses. Los diferentes criterios que sobre el tratamiento a la ética periodistica señalan Sussman y Santillán, establecen una verdadera controversia que presentamos a consideración de nuestros lectores.
