EU at the UN: The Effects of its New Rights Agenda on International Social Structures
This study seeks to determine the effect of the EU’s human rights agenda on the international institution of human rights, and the resulting effect on interstate society. To do this, the study examines the way the EU has promoted new norms of gender and the family at the ECOSOC third committee. Using Barry Buzan’s concept of vanguard theory of international social structures, it identifies a trend toward more contested norms that require coercive measures to promote as human rights. As illuminated by the vanguard theory, this is likely to result in the weakening human rights as an international institution, and precipitate a more pluralist international society

Does it work? evaluating a new pay system
This report focuses on the evaluation of the impact of new pay systems in large, unionised multi-site organisations by the organisations themselves. Evaluation of the effectiveness of a pay system, however, does not take place in a vacuum and relates to the aims and objectives of the pay system concerned. Moreover, evaluation is not an end in itself. It is, therefore, relevant to consider if any further steps were taken as a result of evaluation. Accordingly our research questions were:
• What were the aims and objectives of organisations when introducing new pay arrangements?
• What data did organisations collect and review to inform their evaluation?
• What steps have organisations taken as a result of their evaluation?
We re-appraised our data from 10 NHS trusts in England which had introduced some innovations in pay and grading in the 1990s. Additionally, we looked at seven multi-site unionised organisations outside the NHS in both the public and private sectors, which had recently made changes to their reward systems, carrying out interviews and inspecting documents.
The main output is a template for the evaluation of Agenda for Change by NHS organisations
Peeps, beemers and scooby-doos: exploring community value among Scottish cruisers
Using an ethnographic approach which combines impromptu interviews, participant observation and analysis of online computer mediated communication we explore the consumer culture which surrounds the Scottish cruiser community. The on-going study uses the conceptual framework of neo-tribal consumption, exploring forms of ephemeral and emotional communities which cohere around the car. Our analysis suggests that the cultural practices of customization and the performance of the cruise make explicit a shared sense of collective consciousness which expresses the construction of community value which emerges from such ephemeral gatherings
Managing Global Training Utilizing Distance Learning Technologies and Techniques: The United States Army Readiness Training
Distance learning (e-learning) is expanding at a very rapid pace as organizations throughout the world search for economical, responsive, and effective means to train workers to meet the challenges of the information age workplace. The Army Distance Learning Program (TADLP) model is discussed in the context of the global e-learning environment. Both e-learning infrastructure and management issues are identified, with emphasis on: (1) developing policy, (2) measuring performance, (3) managing resources, (4) maintaining standards, and (5) satisfying users. The TADLP program is challenging to manage effectively, and difficult to accurately assess program outcomes. The TADLP program is shown to have a well-executed infrastructure plan, quality management of both facilities and services by contractor-supplied staff, and well-designed classrooms. However, the program suffers from limited courseware, creating a bottleneck for full program utilization. A discussion follows relating the Army program to public and private e-learning programs and expectations.
Microgravity cursor control device evaluation for Space Station Freedom workstations
This research addressed direct manipulation interface (curser-controlled device) usability in microgravity. The data discussed are from KC-135 flights. This included pointing and dragging movements over a variety of angles and distances. Detailed error and completion time data provided researchers with information regarding cursor control shape, selection button arrangement, sensitivity, selection modes, and considerations for future research
Symptom awareness and cancer prevention: Exploratory findings from an at-risk population
Purpose: Secondary prevention programmes have traditionally employed mass screening approaches to assess for asymptomatic signs of cancer. It has been suggested that early detection strategies involving public education and self-referral may prove more cost-effective with low risk populations for cancers with symptomatic presentation. This study, which was commissioned to inform the development of a cancer awareness campaign, examines public perceptions of the early detection of cancer, the psycho-social barriers to self-referral amongst a key at-risk population and the implications for patient education. Methodology: An exploratory study using qualitative focus groups with an at-risk population of older people living in deprived communities in west-central Scotland. Findings: The findings reveal broad support for initiatives designed to raise symptom awareness. However fear of cancer can lead to apparently irrational responses to symptoms and subsequent delay , particularly amongst men who are less likely to seek support from lay networks. Implications: Early detection messages need to take account tone and symptom description to allay fears and ensure appropriate presentation. Consideration also needs to be given to the role played by lay and professional opinion formers to informing and supporting patients decision to present with suspicious symptoms, particularly when targeting harder to reach patients of men, older people, and people living in deprived communities
Designing Tasks For Math Modeling In College Algebra: A Critical Review
Over the last decade, the pedagogical approach known as mathematical modeling has received increased interest in college algebra classes in the United States. Math modeling assignments ask students to develop their own problem-solving tools to address non-routine, realistic scenarios. The open-ended quality of modeling activities creates dilemmas for teachers who design the assignments and convey grading expectations to students. This article provides a critical review of our own approach to task design for modeling as well as the extensive contributions in the United Kingdom (UK) and elsewhere in Europe dating from the 1980s and 1990s. Each approach attends differently to several competing needs: modeling as a process, modeling competencies, and developing clarity in academic writing. These resources provide substantial support for instructors of college algebra and other early undergraduate mathematics classes in the U.S. who may be embarking for the first time on task design and grading in a modeling framework
