    Community Supervision in the Development of the North Bandung Region

    The North Bandung Area (KBU) is experiencing rapid development, despite its designation as a water conservation area. This designation holds potential for reforestation and benefits the ecological interests of the local community and downstream areas. However, despite the implementation of binding policies aimed at preserving the area, it is evident that damage has occurred. This research adopts a qualitative approach with descriptive methods to investigate the reasons behind this phenomenon. The research findings indicate a continuous weakening of social supervision, attributed to changes in community orientation and a lack of courage to protect the environment. The community's involvement in social supervision could be improved, but the weakening government protection exacerbates the situation. Consequently, the neglect persists, and some individuals exploit the situation for their own interests

Dalam managemen publik pun seperti demikian adanya. Kepuasan publik yang diharapkan dapat diberikan dalam konteks pelayanan publik seringkali luput. Hal demikian berkaitan dengan sejumlah aktor lingkungan yang ada di dalamnya. Tidak heran jika kemudian pelayanan publik menjadi rendah dan mengecewakan. Kapasitas manager publik menjadi penting dalam menjalankan managemennya. Kapasitas yang baik dapat menghindari pengaruh yang menyebabkan kinerjanya menjadi buruk, namun pengaruh yang mendorong kinerja membaik perlu terus dipacu. Kondisi tersebut memudahkan keluhan publik dapat direspons cepat dan perubahan managerial dapat terus dijalankan lebih cepat. Untuk itu birokrasi harus mampu melayani seluruh stakeholder secara proporsional dan profesional. Tidak semua stakeholder mudah dilayani mengingat banyak kepentingan didalamnya sehingga upaya tersebut akan menjadi sulit tatkala birokrasi sudah berpihak kepada kepentingan salah satu stakeholder.     Research Trends in Collaborative Governance: A Bibliometric Analysis

    Collaborative Governance terms become a phenomenon in the private sector and the public sector. Collaborative Governance is conceptualized as public governance in decision-making processes and actions that involve actors from government and other sectors. Collaborative development Governance plays an important role in solving public problems, especially on economic and environmental issues. The method used in seeing the development of the concept Collaborative Governance is carried out using the bibliometric analysis method. This research provides knowledge and makes recommendations for journal readers and writers who can become references by adjusting the issues chosen. The results of this study indicate the writing of articles about the concept collaborative Governance fluctuates every year. Collaborative governance as a concept from 2020 to 2023 has trending contextual issues related to Covid-19, air pollution, cities, environmental governance and urban development.     Evaluation of a Policy for the Distribution of Islamic Boarding School Grant Funds in Banten

    Banten Province has eight regional autonomous areas consisting of four cities and four regencies, namely Cilegon City, Serang City, Tangerang City, South Tangerang City, Lebak Regency, Pandeglang Regency, Serang Regency, and Tangerang Regency. There are many Islamic boarding schools in Banten, which is often referred to as the city of santri in the land of champions. Banten Province distributes social assistance for Islamic boarding schools, through the regulation of the Governor of Banten number 10 of 2019 concerning guidelines for the provision of grants and social assistance sourced from the regional revenue and expenditure budget of the Banten Province. Based on the data collected in this study, there were 3,703 Islamic boarding schools in Banten Province in 2020. However, 918 Islamic boarding schools had administrative problems, including those that did not have legal status, an operational permit, or a deed of establishment from the Islamic Boarding School Foundation.     AN ALTERNATIVE MODEL OF CHILD SEXUAL ABUSE HANDLING POLICY IN INDONESIA

    Child sexual abuse is one of the forms of crimes against children that call for serious attention of the government. Indonesian Commission for Child Protection (KPAI)’s 2011-2016 years data shows that the number of child sexual abuse victims has been fluctuating year by year. The objectives of the present research were to evaluate the output of the implementation of government policies on handling child sexual abuses during 2011-2014, and to develop an alternative model of child sexual abuse handling policy suitable to apply in Indonesia. The research used a descriptive qualitative approach with a data collection technique of documentation and a descriptive data analysis. The research findings revealed that the policies currently pursued were generally ineffective both in prevention and in law enforcement against the offenders. Therefore, a model of child sexual abuse handling policy in Indonesia by a systems approach can be made as an alternative model of policies in dealing with the problem

    Supply Chain Management Drivers and Public Policy of Private Partnership in Indonesian Higher Education Sector

    Now a day, supply chain management (SCM) is becoming increasingly important. SCM practices have been emerged up to a great extent. However, a significant part of literature is still missing on SCM in services sector. A scarce number of research studies were focused on SCM in the academia. In rare cases any study formally documented the role of public policy for private partnership on SCM in educational institutions, particularly in Indonesia. Thus, the prime objective of this study is to investigate the role of education suppliers and research suppliers to boost up SCM in Indonesia with moderating role of public policy for private partnership. To achieve this objective, the current study used quantitative approach. Survey method used to collect the data. Data were collected from employees of Indonesian universities. Three hundred (300) questionnaires were distributed among the respondents. After analysing the data through Smart PLS 3, it was found that education suppliers and research suppliers have significant influence on SCM through universities management. Moreover, it was investigated that public policy for private partnership has moderating role between university management and SCM. Public policy for private partnership significantly enhance the positive effect of education suppliers and research suppliers on SCM. Thus, the current study contributed by investigating the mediating role of university management and moderating role of public policy for private partnership. Finally, this study investigated the major derives of SCM in educational sectors, namely; education suppliers, research suppliers, university management and public policy for private partnership

    Electronic Digital Indentification (E-KTP) as an Element of E-Democracy in Indonesia

    Indonesia has started implementing e-democracy in the general election process by determining e-KTP as a voter requirement. This paper explored Indonesia’s efforts to develop e-democracy. Qualitative methods were used by applying desk research and triangulation methods. The results demonstrated that Indonesia is on the right track to develop e-democracy. Furthermore, various electoral processes have used different kinds of electronic media. In the future, it could be possible to implement e-voting and e-petition.     Salah satu upaya yang dilakukan Pemerintah Daerah dalam rangka pencegahan dan penanggulangan HIV/AIDS adalah melalui kebijakan dalam penyusunan suatu Peraturan Daerah tentang Pencegahan dan Penanggulangan HIV/AIDS dengan menetapkan Peraturan Daerah Kota Bogor No. 4 Tahun 2016 tentang Pencegahan Dan Penanggulangan Human Immunodeficiency Virus dan Acquired Immune Deficiency Syndrome di Kota Bogor. Hal ini terjadi sebagai akibat adanya interaksi manusia dari berbagai kalangan sehingga menjadikan Kota Bogor sebagai kawasan yang dapat memicu terjadinya penyebaran HIV/AIDS terutama melalui dua cara yaitu hubungan seks yang tidak aman dan NAPZA suntik.Implementasi suatu layanan kesehatan dapat berjalan dengan baik atau tidak diperlukan adanya kebijakan pemerintah pusat yang diterjemahkan dalam kebijakan pemerintah daerah sesuai dengan sumber daya yang dimiliki oleh masing-masing daerah. Penelitian ini bertujuan untuk mengetahui Bagaimana Implementasi Kebijakan Pencegahan dan Penanggulangan HIV/AIDS di Kota Bogor. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif, dengan desain penelitian yaitu studi kasus, dan peneltian ini mengunakan teknik pengumpulan data yaitu, wawancara, observasi dan studi dokumen. Hasil penelitian menunjukkan bahwa penanganan HIV/AIDS di Kota Bogor terbilang cukup baik, karena telah dapat menurunkan kasus positif setiap tahunnya. Demikian masih banyak yang perlu dibenahi konsep 3 zero pada tahun 2030, dengan maksud untuk menghilangkan kasus baru, kasus kematian yang disebabkan oleh HIV/AIDS, dan diskriminasi yang diterima oleh ODHA. Implementasi Peraturan Daerah Kota Bogor Nomor 4 Tahun 2016 oleh KPA masih terbilang belum maksimal yang poin utamanya adalah dalam pihak-pihak terkait. Pihak terkait sebagaimana dimaksud yang menjadi permasalahan utama adalah Pemerintah Kota Bogor dan masyarakat Kota Bogor. Saran praktis penelitian ini diharapkan dapat memberikan perhatian khusus bagi pengembangan penuntasan permasalahan HIV/AIDS khususnya bagi Pemerintah Kota Bogor.     PERAN KLIEN DAN KOALISI DALAM IMPLEMENTASI KEBIJAKAN PENDIDIKAN INKLUSIF DI KABUPATEN BOGOR

    This research is motivated by the policy of the Regulation of the Minister of National Education of the Republic of Indonesia No. 70 of 2009 whose implementation has not been optimal in Bogor Regency. It is known that the role played by the Cibinong SLBN as the source center has not run optimally. This study aims to examine more deeply the role or support provided by the Client (Target Group) and Coalition (Non-Government Actors) towards implementing inclusive education in Bogor Regency. This study uses the policy implementation model revealed by Najam (1995) regarding five critical factors that explain the success and failure of policy implementation. One of the critical factors expressed by Najam is the support of the Client and the Coalition. This research uses a descriptive qualitative approach. The informants in this study were 25 people, including 6 principals and 6 teachers at the six public elementary schools in Cibinong District, 6 parents of students with special needs, 6 school committees, and 1 head of the Cibinong SLBN Resource Center. Data collection techniques used are in-depth interviews and observation.The results showed that the support provided by the client was not optimal due to the busyness of the parents, the lack of understanding of the parents regarding the handling of children with special needs, as well as economic factors that made parents unable to take their children to doctors, therapists, or psychologists. The lack of socialization to all school members also causes the support that can be given to children with special needs and the implementation of inclusive education in schools is not yet optimal. Meanwhile, the support provided by the resource center has not been optimal due to problems in the number of human resources, distance, and time, as well as the lack of government support for the role played by SLBN Cibinong as a Resource Center. Penelitian ini dilatar belakangi oleh kebijakan Peraturan Menteri Pendidikan Nasional Republik Indonesia No. 70 Tahun 2009 yang implementasinya belum optimal di Kabupaten Bogor. Diketahui bahwa peran yang dijalankan oleh SLBN Cibinong selaku pusat sumber belum berjalan optimal. Penelitian ini bertujuan untuk mengkaji lebih dalam peran atau dukungan yang diberikan oleh Klien (Kelompok Sasaran) dan Koalisi (Aktor non Pemerintah) terhadap penyelenggaraan pendidikan inklusif di Kabupaten Bogor. Penelitian ini menggunakan model implementasi kebijakan yang diungkapkan oleh Najam (1995) mengenai lima faktor kritis yang menjelaskan keberhasilan dan kegagalan implementasi kebijakan. Salah satu faktor kritis yang diungkapkan oleh Najam ialah dukungan Klien dan Koalisi. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Informan dalam penelitian ini berjumlah 25 orang yang meliputi 6 Kepala Sekolah dan 6 Guru di keeanam SDN di Kecamatan Cibinong, 6 Orang Tua Murid ABK, 6 Komite Sekolah, serta 1 Kepala RC SLBN Cibinong. Teknik pengumpulan data yang digunakan ialah wawancara mendalam, dan observasi.Hasil penelitian menunjukan bahwa belum optimalnya dukungan yang diberikan oleh klien disebabkan karena faktor kesibukan yang dimiliki orang tua, kurangnya pemahaman orang tua terkait penanganan ABK, serta faktor ekonomi yang membuat orang tua tidak bisa membawa anaknya ke dokter, terapis, maupun psikolog. Kurangnya sosialisasi kepada seluruh warga sekolah juga menyebabkan belum optimalnya dukungan yang dapat diberikan kepada ABK maupun penyelenggaraan pendidikan inklusif di sekolah. Sementara itu, belum optimalnya dukungan yang diberikan oleh pusat sumber dikarenakan persoalan kuantitas SDM, jarak, dan, waktu, serta kurangnya dukungan pemerintah terhadap peran yang dijalankan SLBN Cibinong sebagai Pusat Sumber
