The effect of heavy rain on an airfoil at high lift

No serious studies of the relationship of heavy rain to aircraft safety were made until 1981 when it was suggested that the torrential rain which often occurs at the time of severe wind shear might substantially increase the danger to aircraft operating at slow speeds and high lift in the vicinity of airports. While these data were not published until early 1983, appropriate measures were taken by NASA to study the effect of heavy rain on the lift of wings typical of commercial aircraft. One of the aspects of these tests that seemed confirmed by the data was the existence of a velocity effect on the lift data. The data seemed to indicate that when all the normal non-dimensional aerodynamic parameters were used to sort out the data, the effect of velocity was not accounted for, as it usually is, by the effect of dynamic pressure. Building the Beginnings of a Beautiful Partnership

The authors describe the process leading to, and the outcome of, their partnership to build and operate a 76,000 square foot public/ community college joint use library. Located in Westminster, Colorado, the College Hill Library serves a population of approximately 70,000 Westminster residents and 6,000 Front Range Community College faculty and staff. The partnership began in 1994 to investigate the feasibility of building the facility, which opened in April 1998 and continues to be successful today. The authors provide information on the main points of the Intergovernmental Agreement to build and operate the facility and relate their experiences during the planning, construction, and initial year of operation of the library. They discuss issues relating to combining staff, automation systems, and collections as well as special challenges in publicizing the library to the community. The Impact of Interior Immigration Enforcement on Mixed-Citizenship Families

In this article we trace the expansion of interior immigration enforcement measures since the 1990s, focusing on the period after the creation of the U.S. Department of Homeland Security (DHS) in 2003. We consider the rationale for the escalation of enforcement during this period, as well as the expansion of enforcement to include local and state law enforcement agencies. Detailing in particular the role of local jails, private corrections corporations, and the communities that are financially dependent on the prison industry, the article also examines who benefits economically and politically from these changes. Throughout, we consider how the expansion of immigration enforcement has affected U.S. citizen children and spouses of unauthorized immigrants. We question whether U.S. Immigration and Customs Enforcement (ICE) is fulfilling its mandate to de-emphasize enforcement against parents, guardians, and children given that the number of detentions and removals in these categories continues to increase. We discuss how this is imposing unnecessary costs and burdens on ICE’s citizen stakeholders while benefiting private corrections corporations
