    The innovation of public service management in increasing local economic investment. Thisresearch aims at responding the issues on the public service, particularly the licensing service to increasethe local economic investment in Gorontalo city. This research focuses on how to apply the public servicedimension on licensing in Gorontalo city, regarding two types of services; service withhighsuccessrateandservicewith alow success rate. The targeted result is to find an innovation of public service byapplying the public service dimension. The method of this research is qualitative descriptive methodthrough an in-depth and thorough study on the series of licensing service, as well as Focus GroupDiscussion (FGD) as a part of this research. The result shows that there is a new model discovered inlicensing service that would support the investor to get easy access for investment in Gorontalo city. Thisresearch is expected to contribute a positive benefit in terms of the innovation of licensing service,particularly as an effort to increase local investment and economic growth regarding the local autonomy

    : Rekonstruksi Model pelayanan akademik melalui penerapan dimensi pelayanan publik pada Fakultas Ekonomi dan Bisnis Universitas Negeri Gorontalo dilaksanakan dengan tujuan untuk mengkaji secara mendalam dan menyeluruh tentang bagaimana model pelayanan yang telah dilaksanakan selama ini dan bagaimana model pelayanan tersebut dikembangkan sesuai dengan tuntutan profesionalitas layanan akademik dan juga tuntutan mahasiswa akan efisiensi dan efektifitas pelayanan layanan akademik. Hasil yang ingin dicapai adalah adanya hasil pengembangan model pelayanan publik yang telah mempertimbangkan berbagai aspek yang mendukung maupun menghambat terciptanya pelayanan akademik yang lebih berkualitas pada fakultas Ekonomi dan Bisnis. Metode penelitian ini dilakukan mulai dari pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Disamping itu pula, untuk memperdalam hasil kajian, pada setiap tahapan penelitian ini akan dilaksanakan Focus Group Discussion (FGD) dengan seluruh stakeholders terkait. Penelitian ini diharapkan akan memberikan kontribusi positif dalam hal inovasi layanan akademik untuk menopang salah satu pilar perguruan tinggi yaitu quality assurance pada fakultas Ekonomi dan Bisnis Universitas Negeri Gorontalo.Kata Kunci : Quality Assurance dan Dimensi Pelayanan Abstract : The reconstruction of academic service model through the implementation of public service dimension at the faculty of Economic and Business, State University of Gorontalo aims at obtaining an in-depth and thorough discussion on how the service model is developed according to the professionalism of academic service, as well as the students need of efficiency and effectiveness of the academic service itself. The targeted result is a development of public service model by considering various supporting aspects and obstacles.     The Existence of Higher Education in Indonesia as A Public Service Agency in the Implementation of Good University Governance

    Higher education autonomy can be realized if universities carry out good university governance. Gorontalo State University (UNG) in Indonesia has implemented the governance of the Public Service Agency (BLU) in recent years. However, an empirical study of its existence as a BLU has not been implemented. The existence of UNG as a BLU in Gorontalo Province is expected to be able to provide the best service in the tri dharma of academics based on the principles of Good University Governance. This study aims to examine the implementation of the concepts and principles of Public Service Bodies in Higher Education in terms of the principles of Good University Governance. The methodology used is descriptive qualitative which includes: desk study, field visits and in-depth interviews, presentations and discussions of study results to answer the research focus. The results of the study found that 1) The implementation of the concept of the University Public Service Board for Gorontalo State University has been carried out through the application of the principles of Good University Governance which consist of: a) Transparency, b) Accountability, c) Responsibility, d) Independency, e) Fairness. 2) The factors that determine the effectiveness of Gorontalo State University as a Public Service Agency consist of: a) Gorontalo State University strategic policies, b) Gorontalo State University innovation as a tertiary institution, c) Gorontalo State University academic support. 3) Third: Development of tertiary institutions as Public Service Bodies based on the four pillars of leadership of the Gorontalo State University Chancellor is carried out through: a) Achieving educational quality through accreditation, b) Achieving Research Quality and Community Service, c) National and International cooperation, d) improving the quality of graduates .     The Effect of Discipline and Work Motivation on Employee Performance, BTPN Gorontalo

    Performance is an important aspect of the organization. Performance can be influenced by various factors, including discipline and work motivation. Therefore the purposes of this study are 1) to find out to what extent the influence of Discipline on Employee Performance; 2) to know to what extent the influence of the Work Motivation on Employee Performance; 3) to figure out to what extent the influence of simultaneous discipline and work motivation on Employee Performance. This quantitative method employed multistage sampling that was done in stages. It was based on the scope of employees in BTPN Gorontalo. The analysis tool used was a mathematical model of Multiple Linear Regression with SPSS 16.0. Moreover, all BTPN Gorontalo employees were taken as the population in this study. The results of the t-test of variable of discipline significantly influence employee performance seen from tcount (4,388) ¬>ttable(1,729); while the variable of work motivation has a significant effect on employee performance behavior seen from tcount (2,379) > ttable (1,729). Based on the calculated value of 13,532 with a p-value (sig. Value) of 0,000. This value is much lower than 0.05, which means it has simultaneous effect. According to the calculation of the determination coefficients, it is obtained R Square value of 0.501. This value means 50.1% of the variability regarding Employee Performance can be explained by the independent variables in the model (Discipline and Work Motivation), while the remaining 49.9% is influenced by other variables

    <p>Penelitian ini bertujuan untuk mengetahui (1) Implementasi Kebijakan Bantuan Pangan Non Tunai (BPNT) dalam menanggulangi kemiskinan & (2) faktor penentu keberhasilan Implementasi Kebijakan Bantuan Pangan Non Tunai (BPNT) dalam menanggulangi kemiskinan. Pendekatan yang digunakan yakni kuantitatif dengan jenis penelitian deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian ini menunjukan bahwa (1) Implementasi kebijakan BPNT di Desa Sidomukti Kecamatan Mootilango Kabupaten Gorontalo telah dilaksanakan dengan cukup baik dengan tujuan agar kesenjangan dan kemiskinan di daerah tersebut bisa direduksi. Terdapat tantangan dan upaya perbaikan yang harus terus diperjuangkan untuk mencapai hasil implementasi yang sesuai dengan ketentuan yang telah ditetapkan. Kesadaran, koordinasi, pelatihan, dan responsivitas adalah elemen-elemen penting yang dapat membantu meningkatkan efektivitas kebijakan ini dalam menanggulangi kemiskinan di tingkat desa. Evaluasi dan perbaikan berkelanjutan juga tetap menjadi bagian penting dari proses ini guna mencapai hasil yang lebih baik. (2) Faktor-faktor yang menentukan keberhasilan implementasi kebijakan BPNT di Desa Sidomukti dapat dioptimalkan oleh faktor komunikasi dan sumber daya, sementara sikap pelaksana dan struktur birokrasi masih harus dimaksimalkan. Komunikasi yang efektif antara pemerintah desa dan masyarakat penerima manfaat menjadi faktor penting. Ketersediaan sumber daya manusia dan finansial merupakan elemen penting dalam implementasi kebijakan BPNT. Sikap positif dan komitmen dari pelaksana kebijakan mendukung implementasi yang berhasil. Penghormatan terhadap budaya dan nilai lokal serta pelatihan etika pelayanan publik dan nilai-nilai program merupakan upaya untuk memperkuat sikap positif pelaksana. Struktur birokrasi yang mendukung, dengan koordinasi antara berbagai lembaga dan prosedur operasi standar yang jelas, telah menciptakan dasar yang kuat.     THE IMPLEMENTATION OF PPDM FIRST YEAR FOR PEOPLE OF COAST OF LAKE LIMBOTO THROUGH ENFORCEMENT OF HUMAN RESOURCE AND SCIENCE AND TECHNOLOGY (IPTEK) OF MANAGEMENT OF WATER HYACINTH USE AS EXCELLENT PRODUCT. Iluta Village is situated in coastal of Limboto Lake and frequently encounters flood problem in the rainy season and also serious problem namely siltation of Limboto Lake as caused by the massive growth of water hyacinth. There were three main problems handled by this program at the first year, namely: 1) effort of reducing siltation of Limboto Lake sustainably through removal and use of the water hyacinth as craft material, 2) empowerment of community economic through capacity building of business management of varied water hyacinth woven crafts, and 3) capacity building of human resource of local community as target group. The applied method encompassed: 1) determining problems priority to be solved and divided them into three-year activity, 2) doing reconstruction and improvement based on the problems gradually for every year, 3) improvement was performed based on local community character approach. The findings showed: 1) use of water hyacinth as handicrafts product could help reducing Lake Siltation, 2) management ability in business management started to grow, and 3) improvement of human resource ability for the coastal community as the target group

    THE IMPLEMENTATION OF IPTEK (SCIENCE AND TECHNOLOGY) OF PRODUCT STANDARDIZATION, MARKETING, AND DISTRIBUTION OF KARAWO FABRIC EMBROIDERY CRAFTS AT GROUP OF MICRO, SMALL, AND MEDIUM ENTERPRISES OF GORONTALO DISTRICT. Community service through a development program of Karawo embroidery as the regional competitive product was conducted in Religious Tourism Village of Bongo in Gorontalo District. The program was focused on a gradual and measurable concrete effort in improving Community Economic Empowerment. Specific targets that should be achieved through the program were product standardization, marketing, and distribution. In implementing the program, it is necessary to have a method which is able to achieve the targeted results. Thus, the applied approach method was unique and different which encompassed: 1) determination of the solved problem priority scale, 2) doing reconstruction and improvement gradually, 3) improvement based on local community character approach, 4) implementation of science and technology. Based on the study of the implementation of science and technology, the result showed that: 1) the implementation of science and technology of Karawo product standardization could give a limit of product quality based on market need, price, and product users. 2) The implementation of science and technology of marketing through the use of social media could improve market demand for the varied product of Karawo in local and national level. 3) The implementation of science and technology of distribution of varied product to consumers performed through online media and transportation could distribute varied product to the consumers. Overall, it was concluded that the implementation of science and technology by university/ college had given real contribution to the effort of improvement of empowerment and welfare of the community

    Risk Management Of Musyarakah Mutanaqisah Contract In Sharia Banks In Indonesia: Legal And Operational Issues

    This paper discusses how to solve problems occurring in the risk management of musyarakah mutanaqisah contract on home financing in sharia banks in Indonesia, particularly on its legal and operational issues. This study used a qualitative method using library data collection techniques and interviews. The study found that legal and operational risk management issues could be satisfactorily resolved by agreement of rescheduling, adding new conditions, and using new structures in accordance with Islamic teachings and applicable positive laws.
