    The study of staff satisfaction is almost the only way to look at the organization through the eyes of its employees. This is an opportunity to learn what people have in their heads, how they relate to certain aspects of life in the company, what they value, and what they are dissatisfied with. The key question that this indicator helps to answer is the extent to which employees are satisfied with their work and working conditions. In order to investigate the motivation and satisfaction of the employees of Uraldragmet-Energetika, we developed a tool and interviewed employees in 2016 and conducted the same survey among employees as early as 2018. The results of the survey, changes in the level of staff satisfaction and recommendations for improving motivation will be outlined in this article.Исследование удовлетворенности персонала – едва ли не единственный способ взглянуть на организацию глазами ее сотрудников. Это возможность узнать, что у людей «в голове», как они относятся к тем или иным аспектам жизни в компании, что ценят, а чем недовольны. Ключевой вопрос, на который помогает ответить этот показатель – насколько сотрудники довольны своей работой и условиями труда. Для того чтобы исследовать мотивацию и удовлетворенность сотрудников предприятия ООО «Уралдрагмет – Энергетика», мы разработали инструмент и провели опрос сотрудников в 2016 году и провели этот же опрос среди сотрудников уже в 2018 году. Результаты опроса, изменения уровня удовлетворенности персонала и рекомендации по усовершенствованию мотивации будут изложены в данной статье

    The article treats of the need for the implementation of financial planning as a basic management tool in a competitive environment and present instability. Several definitions of the term "budgeting" from different perspectives are given. The goals and functions of budgeting, through which it exerts its economic substance, are described. Also there are described current budgeting models and their advantages and disadvantages. The key problems of the traditional budgeting are identified, and new tools and techniques to replace it are proposed. Hereinafter each proposed method, its specifics and principles are described in more detail. As a conclusion of the article, possible positive impact of new budgeting tools as a method of financial planning is described.В статье рассказывается о необходимости внедрения финансового планирования как основного инструмента управления в условиях конкуренции и существующей нестабильности. Даны несколько определений термина «бюджетирование» с различных точек зрения. Также описаны задачи бюджетирования и функции, через которые оно проявляет свою экономическую сущность. Описаны существующие модели бюджетирования, а также описаны их преимущества и недостатки. Также выделены основные проблемные аспекты традиционного бюджетирования и предложены новые инструменты и приемы для его замены. Далее более подробно описан каждый из предложенных методов, его специфик и принципы. Также сделаны выводы по работе, описаны возможные положительные результаты применения новых инструментов бюджетирования как метода финансового планирования

    Training algorithms for artificial neural network in predicting of the content of chemical elements in the upper soil layer

    Models based on Artificial Neural Networks (ANN) in recent years are increasingly being used in environmental studies. Among the many types of ANN, the network type Multilayer Perceptron (MLP) has become most widespread. Such networks are universal, simple, and suitable for most tasks. The main problem when modelling using MLP is the choice of the learning algorithm. In this paper, we compared several learning algorithms: Levenberg-Marquart (LM), LM with Bayes regularization (BR), gradient descent (GD), and GD with the speed parameter setting (GDA). The data for modelling were taken from the results of the soil screening of an urbanized area. The spatial distribution of the chemical element Chromium (Cr) in the surface layer of the soil was simulated. The structure of the MLP network was chosen using computer simulations based on minimization of the root mean squared error (RMSE). The model using the LM training algorithm showed the best accuracy. © 2018 Author(s)

    Assessment of the Possibilities of Transition to Sustainable Environmental Management Models in the Arctic Regions

    The sustainable development agenda for regional development can be developed in depth and comprehensively if considered in a cluster manner. It is advisable to distinguish the traditional clusters of sustainable development: economic, environmental and social. This paper considers the Environmental cluster, which has taken in the development of several Targets from the SDGs and conducted a study close to the assessment of the state of the environment. The purpose of the study is the possibility of updating the Arctic Council studies for the regions of the Russian Arctic in connection with their authentic regional ecological pressures. Objectives: to determine the actual environmental loads on each of the nine Arctic regions and to develop approaches to the formation of a model of sustainable environmental management within the framework of the existing scientific developments of the Arctic Council working groups and the formation of a scientific agenda for the future. Research methods: analysis of cartographic material, environmental reports of local and federal authorities, non-financial reports of enterprises operating in the Arctic regions, messengers and activity of civil society institutions, the real state of natural environments (atmospheric air, soil, water resources and forests), perspective development plans of the selected regions. As a result, several of the most urgent areas were highlighted in which it is advisable to focus further efforts to improve the state of the environment in each of the regions.     Mucociliary clearance and microbiota of the nasal passages, sinuses in patients with chronic rhinosinusitis associated with gastroesophageal reflux disease

    The aim of our investigation was to estimate the mucociliary clearance (MC), the spectrum of bacterial communities discharged from the middle meatus and sinus aspirates in patients with chronic rhinosinusitis (CRS) associated with gastroesophageal reflux disease (GERD), patients with CRS without GERD and healthy volunteers. The study included 30 patients with CRS and GERD, 34 patients without GERD аnd 30 healthy volunteers. Association with CRS and GERD was characterized by statistically significant slowing of MC and quantitative and qualitative changing of characteristics of the nasal mucosa microflora, but not of the paranasal sinuses. In the group of patients with CRS with GERD, MC amounted to 28.5 ± 4.7 min, in the group without GERD - 23.6 ± 2.7 min, in the healthy group - 5.8 ± 1 min. S. аureus (р = 0.009), E. mli (р = 0.029) and Candida albicans (р = 0.013) were detected in the mucosa of the middle meatus of patients with CRS and GERD more than in patients with CRS without GERD. No significant differences in the microflora of the paranasal sinus aspirate were revealed

    The study is based on the data obtained as a result of soil screening in the city of Noyabrsk, Russia. A comparison of two types of neural networks most commonly used in this type of research was carried out: multi-layer perceptron (MLP), generalized regression neural network (GRNN), and a combined MLP and ordinary kriging approach (MLPRK) for predicting the spatial distribution of the chemical element Chromium (Cr) in the surface layer of the urbanized territory. The model structures were developed using computer modeling, based on minimizing of a root mean squared error (RMSE). As input parameters, the spatial coordinates were used, and the concentration of Cr - as the output. The hybrid MLPRK approach showed the best prognostic accuracy. © 2018 Author(s)
