A New Framework for Condominium Structural Safety Reforms
Forty years after the widespread popularization of residential condominium ownership in the United States, millions of Americans now live in aging, densely occupied structures that are subject to little (if any) ongoing regulation of structural safety. Most structural safety requirements are imposed and enforced at the time of initial construction, thus relegating questions of how to maintain a building’s structural integrity to individual owners and the mechanisms of condominium governance. However, reliance on voluntary action by unit owners too often falters because the divided ownership characteristic of the condominium form deters associations from investing in preventive maintenance. Postponement of critical repairs is especially likely when structural safety risks are neither visibly apparent nor easily understood without structural engineering expertise. But tragically, the failure to address structural deterioration can be a deadly mistake, as demonstrated by the 2021 collapse of Champlain Towers South in Surfside, Florida.
This Article tackles the problem of structural deterioration in the large and growing stock of aging residential condominiums. It argues that building codes should be reformed to mandate periodic structural safety certifications, while also recognizing that regulation alone may be insufficient to ensure completion of expensive structural repairs when individual owners are unwilling or unable to pay for them. After explaining how property law’s prioritization of liens impedes condominium associations from developing innovative strategies for financing critical structural repairs, the Article proposes reforms that would incentivize the development of a debt market to enable associations to finance those repairs while allowing cash-strapped owners to remain in their homes
The Commodification of Public Land Records
The United States deed recording system alters the “first in time, first in right” doctrine to enable good faith purchasers to record their deeds to protect themselves against prior unrecorded conveyances and to provide constructive notice of their interests to potential subsequent purchasers. Constructive notice, however, works only when land records are available for public inspection, a practice that had long proved uncontroversial. For centuries, deed archives were almost exclusively patronized by land-transacting parties because the difficulty and cost of title examination deterred nearly everyone else.
The modern information economy, however, propelled this staid corner of property law into a computer age in which land records are electronically maintained and instantaneously accessible over the internet. That development transformed public land records into a marketable commodity independent of the deed recording system’s notice-giving function. In response to booming demand for big data, content extracted from public land records (name, home address, marital status, among other personal information) is now actively traded on the internet and routinely purchased by commercial firms for targeted marketing and customer prospecting. Data from public land records are now more accessible than ever before, representing a win for transparency, but, as tragically illustrated by the recent high-profile attack against a federal judge, an erosion of privacy that can dangerously equip wrongdoers with on-demand entrée to personal information.
This Article provides the first scholarly account of the deed recording system’s transformation from a notice-giving mechanism of property law to a primary supplier of commodified data for sale in the modern information economy. The Article surveys the traditional functions of deed recording, describes the recent migration of deeds from paper to electronic form as the predicate for commodification, and considers the implications of electronic disclosure for privacy, transparency, and the regulation of anonymous entity ownership. The Article concludes by appraising the efficacy of recent privacy reforms under consideration by Congress and state legislatures, and by outlining voluntary precautions that homeowners can implement under existing law
Heat Transfer and Pressure Drop in Concentric Annular Flows of Binary Inert Gas Mixtures
Studies of heat transfer and pressure drop of binary inert gas mixtures flowing through smooth concentric circular annuli, tubes with fully developed velocity profiles, and constant heating rate are described. There is a general lack of agreement among the constant property heat transfer correlations for such mixtures. No inert gas mixture data exist for annular channels. The intent of this study was to develop highly accurate and benchmarked pressure drop and heat transfer correlations that can be used to size heat exchangers and cores for direct gas Brayton nuclear power plants. The inside surface of the annular channel is heated while the outer surface of the channel is insulated. Annulus ratios range 0.5 < r* < 0.83. These smooth tube data may serve as a reference to the heat transfer and pressure drop performance in annuli, tubes, and channels having helixes or spacer ribs, or other surfaces
Galois symmetries in Super Yang-Mills Theories
Classifying the phases of gauge theories is hindered by the lack of local
order parameters. In particular, the standard Wilson's and 't Hooft's non-local
order parameters are known to be insufficient to explain the existence of the
plethora of phases that are found in supersymmetric gauge theories. Motivated
by these observations, we reanalyze the concept of gauge symmetry breaking
using Galois theory. Unlike the ordinary classical notion of unbroken gauge
group, the Galois symmetry makes sense in the full quantum theory and must be a
phase invariant. The algebraic structure underlying the space of vacua of
supersymmetric gauge theories, that we have developed recently, is precisely

Integrating HIV treatment with primary care outpatient services: opportunities and challenges from a scaled-up model in Zambia
Background: Integration of HIV treatment with other primary care services has been argued to potentially improve effectiveness, efficiency and equity. However, outside the field of reproductive health, there is limited empirical evidence regarding the scope or depth of integrated HIV programmes or their relative benefits. Moreover,the body of work describing operational models of integrated service-delivery in context remains thin. Between 2008 and 2011, the Lusaka District Health Management Team piloted and scaled-up a model of integrated HIV and general outpatient department (OPD) services in 12 primary health care clinics. This paper examines the effect of the integrated model on the organization of clinic services, and explores service providers' perceptions of the integrated model.
Methods: We used a mixed methods approach incorporating facility surveys and key informant interviews with clinic managers and district officials. On-site facility surveys were carried out in 12 integrated facilities to collect data on the scope of integrated services, and 15 semi-structured interviews were carried out with 12 clinic managers and three district officials to explore strengths and weaknesses of the model. Quantitative and qualitative data were triangulated to inform overall analysis.
Findings: Implementation of the integrated model substantially changed the organization of service delivery across a range of clinic systems. Organizational and managerial advantages were identified, including more efficient use of staff time and clinic space, improved teamwork and accountability, and more equitable delivery of care to HIV and non-HIV patients. However, integration did not solve ongoing human resource shortages or inadequate infrastructure, which limited the efficacy of the model and were perceived to undermine service delivery.
Conclusion: While resource and allocative efficiencies are associated with this model of integration, a more important finding was the model's demonstrated potential for strengthening organizational culture and staff relationships, in turn facilitating more collaborative and motivated service delivery in chronically under-resourced primary healthcare clinics

Timely diagnosis and treatment of maternal tuberculosis (TB) is important to reduce morbidity and mortality for both the mother and child, particularly in women who are coinfected with HIV. The World Health Organization (WHO) recommends the integration of TB/HIV screening into antenatal services but available diagnostic tools are slow and insensitive, resulting in delays in treatment initiation. Recently the WHO endorsed Xpert MTB/RIF, a highly sensitive, real-time PCR assay for Mycobacterium tuberculosis that simultaneously detects rifampicin resistance directly from sputum and provides results within 100 minutes. We propose a model for same-day TB screening and diagnosis of all pregnant women at antenatal care using Xpert MTB/RIF. Pilot studies are urgently required to evaluate strategies for the integration of TB screening into antenatal clinics using new diagnostic technologies

Design of Refractory Metal Heat Pipe Life Test Environment Chamber, Cooling System, and Radio Frequency Heating System
A series of 16 Mo-44.5%Re alloy/sodium heat pipes will be experimentally tested to examine heat pipe aging. To support this evaluation, an environmental test chamber and a number of auxiliary subsystems are required. These subsystems include radio frequency (RF) power supplies/inductive coils, recirculation water coolant loops, and chamber gas conditioning. The heat pipes will be grouped, based on like power and gas mixture requirements, into three clusters of five units each, configured in a pentagonal arrangement. The highest powered heat pipe will be tested separately. Test chamber atmospheric purity is targeted at <0.3 ppb oxygen at an approximate operating pressure of 76 torr (.1.5 psia), maintained by active purification (oxygen level is comparable to a 10(exp -6) torr environment). Treated water will be used in two independent cooling circuits to remove .85 kW. One circuit will service the RF hardware while the other will maintain the heat pipe calorimetry. Initial procedures for the startup and operation of support systems have been identified. Each of these subsystems is outfitted with a variety of instrumentation, integrated with distributed real-time controllers and computers. A local area network provides communication between all devices. This data and control network continuously monitors the health of the test hardware, providing warning indicators followed by automatic shutdown should potentially damaging conditions develop.
