    NICE uses cost-effectiveness analysis to compare the health benefits expected to be gained by using a technology with the health that is likely to be forgone due to additional costs falling on the health care budget and displacing other activities that improve health. This approach to informing decisions will be appropriate if the social objective is to improve health, the measure of health is adequate and the budget for health care can reasonably be regarded as fixed. If NICE were to recommend a broader =societal perspective‘, wider effects impacting on other areas of the public sector and the wider economy would be formally incorporated into analyses and decisions. The problem for policy is that, in the face of budgets legitimately set by government, it is not clear how or whether a societal perspective can be implemented, particularly if transfers between sectors are not possible. It poses the question of how the trade-offs between health, consumption and other social arguments, as well as the valuation of market and non market activities, ought to be undertaken.Perspective.     Strategies of prevention: Extending the concept of preventive war and understanding its implications

    This dissertation contributes to the literature on prevention in two specific ways. First, it broadens the concept of preventive war, developing the idea that dominant states have a choice when it comes to dealing with rising challengers. The choice is not a dichotomous variable of either war or no war. Instead, there is a range of choices that decision makers within the dominant state have at their disposal. This dissertation examines the relationship---over time---between two conflictual states, one in relative decline and the other in relative ascendance, and studies the response of the dominant but declining power. Second, I focus more than others have on the perceptions of decision makers and the workings of domestic politics in determining how dominant states respond to rising challengers. I use three broad historical case studies to empirically test my ideas about the extended concept of preventive action. Using components of the method of structured, focused comparison, I examine the internal domestic decision making processes of the cases. Finally, I utilize a foreign policy analysis approach and develop a model that illuminates nuances that have been largely overlooked in the scholarly literature

    An apparatus suitable for the rapid collection of P-x data at constant T is described. Isothermal P-x data at 40, 70, 100, 130, and 160 degrees Fahrenheit at the extremes of the composition range for the 1-butene - n-butane system are presented as a demonstration of the suitability of the device for its intended purpose. Limiting values of the relative volatility for the binary are presented. The relative volatilities were calculated using limiting forms of the general coexistence equation which are given in the literature.     The Straggling Green\u27s Function Method for Ion Transport

    For many years work has been conducted on developing a concise theory and method for HZE ion transport capable of being validated in the laboratory. Previous attempts have ignored dispersion and energy downshift associated with nuclear fragmentation and energy and range straggling. Here we present a Green\u27s function approach to ion transport that incorporates these missing elements. This work forms the basis for a new version of GRNTRN, a Green\u27s function transport code. Comparisons of GRNTRN predictions and laboratory results for an 56Fe ion beam with average energy at the target of one GeV/amu or more are presented for various targets. Quantities compared are the energy deposited spectra for an Aluminum target and Graphite-Epoxy mix target, the fraction of primary beam surviving and track average LET for these and various other targets
