The relationship between ombudsman, government and citizens: A survey analysis
Since the 1960s, ombudsmanship has become increasingly popular. Although there is a great deal of literature on ombudsmen, existing research rarely focuses on the people who actually use the ombudsman’s services. This article examines those who seek the help of ombudsmen in Belgium, and asks whether ombudsmen’s intervention has a noticeable effect on citizens’ confidence in government and public administration. Based on three surveys of 626 complainants, our analysis suggests that we should not see the ombudsman in Belgium as merely an instrument to help citizens but that they can also function as “change agents” and provide early warnings of problems in public administration. The role of ombudsmen in directly strengthening trust in government is limited at best. Furthermore, it seems that the profile of ombudsman complainants is skewed; our
findings indicate that the socially disadvantaged are less likely to use the institution

De jaren negentig kenmerkten zich
in België door een opeenvolging van
politiek-maatschappelijke incidenten
als de zaak-Dutroux, de verkiezingsoverwinningen
van extreem-rechts en

Report of the JARE-54 and BELARE 2012-2013 joint expedition to collect meteorites on the Nansen Ice Field, Antarctica
第54次日本南極地域観測隊員4名とベルギー南極観測隊員6 名の合計10名から構成される隕石探査隊は,2012年12月から2013年2月まで,セール・ロンダーネ山地南部に広がるナンセン氷原(南緯72°30′-73°,東経23°-25°,標高約2900-3000m)において隕石探査を実施した.ナンセン氷原には2012年12月26日から2013年2月2日まで39日間滞在した.今回の探査域は第29次日本南極地域観測隊以降探査が行われていない.探査の結果,採集した隕石の総数は424個,合計重量は約70kgであった.隕石発見地点は携帯GPSに記録されたので,探査域における隕石の分布が明確になった.これは隕石集積機構解明のための基礎データだけでなく,今後の探査計画に活用できる.本稿は主に日本隊による準備期間を含む実施報告書である.This paper reports on a joint expedition (JARE-54 and BELARE 2012-2013) that conducted a search for meteorites on the Nansen Ice Field, Antarctica, in an area south of the Sor Rondane Mountains (72°30′-73°S, 23°-25°E; elevation 2900-3000 m). The expedition took place over a period of 39 days during the austral summer, between 26 December 2012 and 2 February 2013. The team consisted of ten members: three researchers and one field assistant from the 54th Japanese Antarctic Research Expedition (JARE-54), and five researchers and one field assistant from the Belgian Antarctic Expedition (BELARE) 2012-2013. Previously, this area had only been searched by JARE-29. The team collected 424 meteorites, which had a total weight of about 70 kg. The search tracks of the ten members of the expedition were recorded using hand-held GPS units, and this allowed the distribution of meteorites within the searched area to be mapped. The resultant data will be useful for planning future expeditions and can be used to clarify the meteorite concentration mechanism on the ice field. Trust in the public sector: Is there any evidence for a long-term decline?
Concerns with declining public trust in government have become a permanent element of the contemporary political discourse. This concern also extends to levels of citizens’ trust in the public administration and public services. Trust is said to be declining, and this decline is generally seen as detrimental to public service delivery. In this article, we examine the main elements in this discussion, review the existing international survey data and summarise the main findings for OECD countries. Citizens’ trust in the public sector is found to fluctuate, and the data generally do not show consistently declining levels of trust. Furthermore, in some countries there simply is insufficient data to come to any conclusions at all about time trends in citizen trust in the public sector.
Points for practitioners
This article summarises some of the survey material on citizens’ trust in the public administration. It allows practitioners to compare trends in public trust in their country across time and space. The findings lead us to reject the hypothesis of a universal decline of trust in the public sector. The article warns against using opinion poll results without considering context. The long-term and comparative perspective on citizens’ trust in the public sector is all too often absent from the policy discourse that is frequently based on assumptions and ad-hoc approaches
Kwaliteitsmanagement als innovatie in de lokale besturen in Vlaanderen
Modellen en technieken binnen kwaliteitsmanagement worden steeds vaker gebruikt binnen lokale besturen in Vlaanderen. Dit eerste rapport binnen het vijfjarig project kwaliteit en innovatie in de Vlaamse lokale besturen dient als basis voor het uitvoeren van een surveyonderzoek bij de lokale besturen (gemeenten en OCMW’s) in de tweede helft van 2008. De in dit rapport beschreven innovatieliteratuur vormt hierbij een kader om de verspreiding van kwaliteitsmanagement te verklaren. Verder wordt een voorlopige stand van zaken opgemaakt van het gebruik van kwaliteitsmanagement in de publieke sector in Vlaanderen. In het vierde hoofdstuk wordt ingegaan op de impact en de succes- en slaagfactoren voor de introductie van kwaliteitsmanagement. Werken met managementteams: interview met Theo Wijnen en Mieck Vos
Het lokale niveau is volop in ontwikkeling. Het nieuwe gemeentedecreet zorgde voor heel wat wijzigingen, zowel op politiek als op administratief vlak. Eén van die wijzigingen is de introductie van een managementteam in de gemeentelijke organisatie. Uiterlijk op 1 oktober 2007 moet elke gemeente werken met een managementteam, waarin de top van de administratie vertegenwoordigd is. Uitgeverij Politeia en de Vereniging van Vlaamse Steden en Gemeenten (VVSG) hebben over het werken met managementteams recent een pocket gepubliceerd. Hierin wordt niet enkel de regelgeving over managementteams gekaderd. Er is ook veel aandacht voor eerder praktisch gerichte zaken. Zo wordt bijvoorbeeld een leidraad aangereikt voor het maken van een afsprakennota tussen college en managementteam. Tussendoor passeren heel wat methoden en technieken van het hedendaagse overheidsmanagement de revue: coachend leiderschap, Balanced Scorecard, EFQM, CAF, IiP, organisatieleren, projectmatig werken, delegeren,… Naar aanleiding van deze publicatie hadden we een interview met de auteurs Mieck Vos (adjunct-stadssecretaris Stad Kortrijk) en Theo Wijnen (coördinator en stafmedewerker organisatie-ontwikkeling Team Consulting, VVSG).status: publishe
