The first in a series for a CEPS-EPIN project entitled “The British Question and the Search for a Fresh European Narrative” this paper is pegged on an ambitious ongoing exercise by the British government to review all the competences of the European Union. The intention is that this should provide a basis for informed debate before the referendum on the UK remaining in the EU or not, which is scheduled for 2017. This paper summarises the first six reviews, each of which runs to around 80 pages, covering foreign policy, development policy, taxation, the single market, food safety, and public health. The present authors then add their own assessments of these materials. While understandably giving due place to British interests, they are of general European relevance. The substantive conclusions of this first set of reviews are that the competences of the EU are judged by respondents to be ‘about right’ on the whole, which came as a surprise to eurosceptic MPs and the tabloid media. Our own view is that the reviews are objective and impressively researched, and these populist complaints are illustrating the huge gap between the views of informed stakeholders and general public opinion, and therefore also the hazard of subjecting the ‘in or out’ choice for decision by referendum. If the referendum is to endorse the UK’s continuing membership there will have to emerge some fresh popular narratives about the EU. The paper therefore concludes with some thoughts along these lines, both for the UK and the EU as a whole

Monitoring Technical Agents: Theory, Evidence, and Prescriptions

Agency relationships--where one party (the principal) delegates authority to another (the agent)--are well studied in financial settings but less so in technical settings. The asymmetry of information between the general manager and the technical manager is likely to create the possibility of misdirected effort, an overuse of the agent's human capital, whether the agent is opportunistic or not. Analyzing a dataset of information technology hardware and staff spending by larger multidivisional firms during a growth phase of US IT spending, 1989-1993, results suggest that technical managers significantly overspent on hardware, with deleterious consequences for performance. Chief executive experience significantly altered the effects of overspending. Analysis of the results suggest a solution, a model termed "staged commitment," that can be used to monitor technical agents in many areas of business.

An empirical analysis of SNS users and their privacy and security awareness of risks associated with sharing SNS profiles (online identities)

Social networking sites (SNS) like MySpace, Facebook and LinkedIn now have hundreds of millions of users. In this paper a quantitative approach was used to analyse primary data collected about SNS users. Our findings show that SNS users are dominated by younger adults, higher education levels and higher income levels. SNSs are more likely to be used for maintaining existing friendships as opposed to establishing new friendships and for building business networks. SNS users either have poor levels of privacy and security awareness or high levels of complacency in relation to SNS profile sharing and sharing their identity online

The flat space S-matrix from the AdS/CFT correspondence?

We investigate recovery of the bulk S-matrix from the AdS/CFT correspondence, at large radius. It was recently argued that some of the elements of the S-matrix might be read from CFT correlators, given a particular singularity structure of the latter, but leaving the question of more general S-matrix elements. Since in AdS/CFT, data must be specified on the boundary, we find certain limitations on the corresponding bulk wavepackets and on their localization properties. In particular, those we have found that approximately localize have low-energy tails, and corresponding power-law tails in position space. When their scattering is compared to that of "sharper" wavepackets typically used in scattering theory, one finds apparently significant differences, suggesting a possible lack of resolution via these wavepackets. We also give arguments that construction of the sharper wavepackets may require non-perturbative control of the boundary theory, and particular of the N^2 matrix degrees of freedom. These observations thus raise interesting questions about what principle would guarantee the appropriate control, and about how a boundary CFT can accurately approximate the flat space S-matrix.Comment: 26 pages. v2: typos fixed v3: minor improvements in discussio

The business of social responsibility: Evidence from the garment industry in Northeast Thailand

Many business managers demonstrate a reluctance to engage fully with corporate social responsibility (CSR). They often perceive CSR as a cost and their CSR activities tend to be piecemeal and defensive. Such suboptimal outcomes can stem from a failure to appreciate a firm’s social assets. We suggest that firms have the potential to engage much more fully with CSR, in a manner that is consistent with a profit-maximizing approach to business. But managers need help in both gaining an awareness of the social contributions that they can make and in navigating their way through CSR issues. To this end, we outline a program of four-Ds, namely dialogue, data, design and delivery, to assist managers integrate CSR issues into their overall business strategies. Our case study of the garment industry in Thailand illustrates how CSR issues can be leveraged to increase worker productivity and deliver positive social and community health outcomes, despite operating in an area that is often subject to criticism
