    Increased surface flashover voltage in microfabricated devices

    With the demand for improved performance in microfabricated devices, the necessity to apply greater electric fields and voltages becomes evident. When operating in vacuum, the voltage is typically limited by surface flashover forming along the surface of a dielectric. By modifying the fabrication process we have discovered it is possible to more than double the flashover voltage. Our finding has significant impact on the realization of next-generation micro- and nano-fabricated devices and for the fabrication of on-chip ion trap arrays for the realization of scalable ion quantum technology

    Atomic data for neutron-capture elements I. Photoionization and recombination properties of low-charge selenium ions

    We present multi-configuration Breit-Pauli AUTOSTRUCTURE calculations of distorted-wave photoionization (PI) cross sections, and total and partial final-state resolved radiative recombination (RR) and dielectronic recombination (DR) rate coefficients for the first six ions of the trans-iron element Se. These calculations were motivated by the recent detection of Se emission lines in a large number of planetary nebulae. Se is a potentially useful tracer of neutron-capture nucleosynthesis, but accurate determinations of its abundance in photoionized nebulae have been hindered by the lack of atomic data governing its ionization balance. Our calculations were carried out in intermediate coupling with semi-relativistic radial wavefunctions. PI and recombination data were determined for levels within the ground configuration of each ion, and experimental PI cross-section measurements were used to benchmark our results. For DR, we allowed dn=0 core excitations, which are important at photoionized plasma temperatures. DR is the dominant recombination process for each of these Se ions at temperatures representative of photoionized nebulae (~10^4 K). To estimate the uncertainties of these data, we compared results from three different configuration-interaction expansions for each ion, and tested the sensitivity of the results to the radial scaling factors in the structure calculations. We find that the internal uncertainties are typically 30-50% for the direct PI cross sections and ~10% for the computed RR rate coefficients, while those for low-temperature DR can be considerably larger (from 15-30% up to two orders of magnitude) due to the unknown energies of near-threshold autoionization resonances. The results are suitable for incorporation into photoionization codes used to numerically simulate astrophysical nebulae, and will enable robust determinations of nebular Se abundances.Comment: 17 pages, 8 figures, accepted for publication in Astronomy and Astrophysic

    The Role of Central Banks and Competition Policies in the Rescue and Recapitalisation of Financial Institutions During (and in the Aftermath of) the Financial Crisis

    Recent years have witnessed a change in focus from considerations of factors which could impede competition, for example over-regulation, to the need to strike a balance between over-regulation and insufficient regulation – in order to provide the right level of safety for consumers (such that they are protected from risky investments). A driving force behind the need for deregulation over the past two decades has been the objective and desire to foster competition. Re-regulation thereafter assumed centre stage in some jurisdictions in response to the need to manage cross sector services' risks more efficiently. Rescue cases involving guarantees (contrasted with restructuring cases) during the recent Financial Crisis, have illustrated the prominent position which the goal of promoting financial stability has assumed over that of the prevention or limitation of possible distortions of competition which may arise when granting State aid. The importance attached to maintaining and promoting financial stability - as well as the need to facilitate rescue and restructuring measures aimed at preventing systemically relevant financial institutions from failure, demonstrate how far authorities are willing to overlook certain competition policies. However increased government and central bank intervention also simultaneously trigger the usual concerns – which include moral hazard and the danger of serving as long term substitutes for market discipline. An interesting observation derives from the relationship between State aid grants, competition, and the potential to induce higher risk taking levels. Whilst the need to promote and maintain financial stability is paramount, safeguards need to be implemented and enforced to ensure that measures geared towards the aim of sustaining system stability (measures such as lender of last resort arrangements and State rescues) do not unduly distort competition as well as induce higher risk taking levels. This paper will draw attention to safeguards which have been provided by the Commission where approval is considered for the grant of State aid to financial institutions whose problems are attributable to inefficiencies, poor asset liability management or risky strategies. Whether the distinction drawn by the Commission – with regards to the preferential grant of recapitalisation packages to fundamentally sound banks (which require less restructuring measures)is justified, will also be considered. How far central banks and governments should intervene and how far distortions of competition should be permitted ultimately depends on how systemically relevant a financial institution is

    More Macrospicule Jets in On-Disk Coronal Holes

    We examine the magnetic structure and dynamics of multiple jets found in coronal holes close to or on disk center. All data are from the Atmospheric Imaging Assembly (AIA) and the Helioseismic and Magnetic Imager (HMI) of the Solar Dynamics Observatory (SDO). We report on observations of about ten jets in an equatorial coronal hole spanning 2011 February 27 and 28. We show the evolution of these jets in AIA 193 A, examine the magnetic field configuration and flux changes in the jet area, and discuss the probable trigger mechanism of these events. We reported on another jet in this same coronal hole on 2011 February 27, (is) approximately 13:04 UT (Adams et al 2014, ApJ, 783: 11). That jet is a previously-unrecognized variety of blowout jet, in which the base-edge bright point is a miniature filament-eruption flare arcade made by internal reconnection of the legs of the erupting field. In contrast, in the presently-accepted 'standard' picture for blowout jets, the base-edge bright point is made by interchange reconnection of initially-closed erupting jet-base field with ambient open field. This poster presents further evidence of the production of the base-edge bright point in blowout jets by internal reconnection. Our observations suggest that most of the bigger and brighter EUV jets in coronal holes are blowout jets of the new-found variety

    Improvement in clinical markers in CF patients using a reduced glutathione regimen: An uncontrolled, observational study

    AbstractCFTR mutation, which causes cystic fibrosis (CF), has also recently been identified as causing glutathione system dysfunction and systemic deficiency of reduced glutathione (GSH). Such dysfunction and deficiency regarding GSH may contribute to the pathophysiology of CF. We followed 13 patients (age range 1–27 years) with cystic fibrosis who were using a regimen of reduced glutathione (GSH), including oral glutathione and inhaled buffered glutathione in an uncontrolled, observational study. Dosage ranged from 66–148 mg/kg/day in divided doses, and the term examined was the initial 5.5 months of GSH use (45 days of incrementally adjusted dose, plus 4 months of use at full dosage). Baseline and post-measurements of FEV1 percent predicted, BMI percentile, and weight percentile were noted, in addition to bacterial status and pulmonary exacerbations. Significant improvement in the following clinical parameters was observed: average improvement in FEV1 percent predicted (N=10) was 5.8 percentage points (p<0.0001), average weight percentile (N=13) increased 8.6 points (p<0.001), BMI percentile (N=11) improved on average 1.22 points (p<0.001). All patients improved in FEV1 and BMI, if measured in their case; 12 of 13 patients improved in weight percentile. Positive sputum cultures of bacteria in 11 patients declined from 13 to 5 (p<0.03) with sputum cultures of Pseudomonas aeruginosa becoming negative in 4 of 5 patients previously culturing PA, including two of three patients chronically infected with PA as determined by antibody status. Use of a daily GSH regimen appears to be associated in CF patients with significant improvement in lung function and weight, and a significant decline in bacteria cultured in this uncontrolled study. These findings bear further clinical investigation in larger, randomized, controlled studies

    High power ultrafast lasers

    In this article, we review progress in the development of high peak-power ultrafast lasers, and discuss in detail the design issues which determine the performance of these systems. Presently, lasers capable of generating terawatt peak powers with unprecedented short pulse duration can now be built on a single optical table in a small-scale laboratory, while large-scale lasers can generate peak power of over a petawatt. This progress is made possible by the use of the chirped-pulse amplification technique, combined with the use of broad-bandwidth laser materials such as Ti:sapphire, and the development of techniques for generating and propagating very short (10–30 fs) duration light pulses.     Phase-matched optical parametric conversion of ultrashort pulses in a hollow waveguide

    We demonstrate for the first time nonresonant phase-matched frequency conversion of ultrashort pulses in gases. Broad-bandwidth ultrafast pulses, tunable around 270 nm, were generated from a Ti:sapphire amplifier system using 2ω+2ω−ω2ω+2ω−ω parametric wave mixing in a capillary waveguide. Both the fundamental and the second-harmonic light were coupled into the lowest-order (EH11)(EH11) mode. The output pulses have an energy >4μJ at a 1kHz repetition rate, in the EH11EH11 spatial mode. This method can be made to generate 10–20fs pulses, and is the first phase-matching technique which is applicable to frequency conversion into the deep- and vacuum-ultraviolet regions of the spectrum. © 1998 American Institute of Physics.Peer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/87447/2/331_1.pd
