    The economic role of valuers in real property markets

    Globally, real estate trade is highly regularized. Usually, the market value is not negotiated simply between the seller and potential buyer but based on an assessment performed by a professional valuer, known as a surveyor or appraiser. This paper inquires about the economic role of valuers in real estate markets. An institutionally embedded framework for valuation intermediation is developed that elucidates a multi-tiered imperfect information cascade. First, the valuer is understood as middleman counteracting information uncertainties on product quality of real estate. An additional constraint is constituted by information asymmetries between valuer and contractor. Drawing on New Institutional Economics, we discuss how the valuation professional with regularizations evolves globally as the superior institutional response to this cascade of information imperfections. A case of empirical evidence is provided for this concept of the regularized valuer

    Using pre-screening methods for an effective and reliable site characterization at megasites

    This paper illustrates the usefulness of pre-screening methods for an effective characterization of polluted sites. We applied a sequence of site characterization methods to a former Soviet military airbase with likely fuel and benzene, toluene, ethylbenzene, and xylene (BTEX) contamination in shallow groundwater and subsoil. The methods were (i) phytoscreening with tree cores; (ii) soil gas measurements for CH(4), O(2), and photoionization detector (PID); (iii) direct-push with membrane interface probe (MIP) and laser-induced fluorescence (LIF) sensors; (iv) direct-push sampling; and (v) sampling from soil and from groundwater monitoring wells. Phytoscreening and soil gas measurements are rapid and inexpensive pre-screening methods. Both indicated subsurface pollution and hot spots successfully. The direct-push sensors yielded 3D information about the extension and the volume of the subsurface plume. This study also expanded the applicability of tree coring to BTEX compounds and tested the use of high-resolution direct-push sensors for light hydrocarbons. Comparison of screening results to results from conventional soil and groundwater sampling yielded in most cases high rank correlation and confirmed the findings. The large-scale application of non- or low-invasive pre-screening can be of help in directing and focusing the subsequent, more expensive investigation methods. The rapid pre-screening methods also yielded useful information about potential remediation methods. Overall, we see several benefits of a stepwise screening and site characterization scheme, which we propose in conclusion.     The path from passivity toward entrepreneurship: Public sector actors in brownfield regeneration processes in Central and Eastern Europe

    Europeanization research dealing with the environmental transition in Eastern Europe has focused on the roles of state actors in adopting European regulations. Less well understood are the framings and roles of public administration actors when European Union regulations do not prescribe specific institutional changes. This article offers a micro perspective on the framings and roles of such actors in several cases of brownfield regeneration. Actors can play a proactive role, thereby fostering change, or they can play a moderately active or a passive role. We identify three moments—defining brownfield problems, mobilizing networks, and leading by example—which together define an entrepreneurial path. Along this path, actors can evolve from passivity toward entrepreneurship, but stasis and regression are also possible. Using qualitative data from the project TIMBRE (Tailored Improvement of Brownfield Regeneration in Europe), we illustrate different moments along this path for public sector actors in the Czech Republic, Poland, and Romania

    Market potential of nanoremediation in Europe – Market drivers and interventions identified in a deliberative scenario approach

    A deliberate expert-based scenario approach is applied to better understand the likely determinants of the evolution of the market for nanoparticles use in remediation in Europe until 2025. An initial set of factors had been obtained from a literature review and was complemented by a workshop and key-informant interviews. In further expert engaging formats – focus groups, workshops, conferences, surveys – this initial set of factors was condensed and engaged experts scored the factors regarding their importance for being likely to influence the market development. An interaction matrix was obtained identifying the factors being most active in shaping the market development in Europe by 2025, namely “Science-Policy-Interface” and “Validated information on nanoparticle application potential”. Based on these, potential future states were determined and development of factors discussed. Conclusions are offered on achievable interventions to enhance nanoremediation deployment
