Regional Control Over Compliance with the Requirements of the Legislation of the Russian Federation in the Field of Children’s Recreation and Health
This article discusses issues related to the emergence of a new type of control from January 1, 2017, namely, regional control over compliance with the requirements of the legislation of the Russian Federation in the field of organization of recreation and rehabilitation of children. The subjects of control are identified. It is noted that the lack of a clear wording of the subject of control impedes the effective implementation of the activities of its entities and creates the possibility of double control of children's recreation organizations and their recovery by officials of various public authorities. The author formulated a proposal to eliminate a gap in the legislation related to the absence of a Code of the Russian Federation on Administrative Offense, which provides for administrative liability for violation of the requirements of the legislation of the Russian Federation in the field of organization of recreation and recreation for children
German Colonists on River Milky Waters of Taurida Province in First Third of 19th Century
The information from the materials of the General Land Survey of the Russian Empire in the first third of the 19th century about the German colonies based on the territory of the Melitopol district of the Tauride province is analyzed in the article. The relevance of the study is due to the great interest in the resettlement policy pursued by the Russian Empire in this region at the end of the 18th — the first third of the 19th centuries, as well as in the processes of settlement and development of new territories and the participation of foreign colonists in them. The novelty of the study lies in the involvement of previously unused “Economic notes on the plans of the General survey, field notes of land surveyors and controversial cases” as sources on the history of German colonists. Based on them, the author studies the features of the economic structure of the settlements of German colonists, the structure of their land. Particular attention is paid to the dispute between the Mennonites and the Dukhobors about the boundaries of possessions, during which the true location of the Molochnaya River bed was clarified. The consideration of the case shows that disputes over the boundaries of land plots were of a fundamental nature and reached the highest authorities. Until the 1830s, there were still unresolved issues related to land management and surveying of the German-speaking colonies
Borovichskiy Uyezd of Novgorod Governorate in Studies of First Russian Soil Scientists and Materials of General Land Surveying
The results of comparative analysis research of the first Russian soil scientists, held in Borovichskiy uyezd of Novgorod governorate in the late 19th century, with the materials of General land surveying of the late 18th century are presented. The relevance of the work is determined by insufficient knowledge of the topic and by the parameters of fertility of the land changing during the centuries. The author reveals the peculiarities of soil research in this region since the late 19th century, focuses on typical features of their description given according to the scientific achievements of that time. Special attention is paid to the comparison of the results of field researches of soil scientists in the area of certain villages with an electronic database compiled by the author, that characterizes the soil in the materials of the general land surveying. It is proved that the ranking of soil types by soil scientists in the late 19th century coincides with information about soil in the materials ofgeneral land surveying of the late 18th century. The wide use of soil descriptions in the subsequent rural studies is highlighted. Scientific novelty of the work consists in the fact that it for the first time systematized, summarized and mapped field survey results of the first Russian soil scientists and general land surveying by the example of Borovichskiy uyezd of Novgorod governorate

Changes in mental health services in response to the COVID-19 pandemic in high-income countries: a rapid review
\ua9 The Author(s) 2024. Background: Severe deterioration in mental health and disrupted care provision during the COVID-19 increased unmet needs for mental health. This review aimed to identify changes in mental health services for patients in response to the pandemic and understand the impact of the changes on patients and providers. Methods: Following the Cochrane guidance for rapid reviews, Cochrane CENTRAL, MEDLINE, Embase and PsycInfo were searched for empirical studies that investigated models of care, services, initiatives or programmes developed/evolved for patients receiving mental health care during COVID-19, published in English and undertaken in high-income countries. Thematic analysis was conducted to describe the changes and an effect direction plot was used to show impact on outcomes. Results: 33 of 6969 records identified were included reporting on patients’ experiences (n = 24), care providers’ experiences (n = 7) and mixed of both (n = 2). Changes reported included technology-based care delivery, accessibility, flexibility, remote diagnostics and evaluation, privacy, safety and operating hours of service provision. These changes had impacts on: (1) care access; (2) satisfaction with telehealth; (3) comparability of telehealth with face-to-face care; (4) treatment effectiveness; (5) continuity of care; (6) relationships between patients and care providers; (7) remote detection and diagnostics in patients; (8) privacy; (9) treatment length and (10) work-life balance. Conclusions: A shift to telecommunication technologies had a significant impact on patients and care providers’ experiences of mental health care. Improvements to care access, flexibility, remote forms of care delivery and lengths of operating service hours emerged as crucial changes, which supported accessibility to mental health services, increased attendance and reduced dropouts from care. The relationships between patients and care providers were influenced by service changes and were vastly depending on technological literacy and context of patients and availability and care access ranging from regular contact to a loss of in-person contact. The review also identified an increase in care inequality and a feeling of being disconnected among marginalised groups including homeless people, veterans and ethic minority groups. Telehealth in mental care could be a viable alternative to face-to-face service delivery with effective treatment outcomes. Further research is needed to better understand the impact of the changes identified particularly on underserved populations
Network disruption and recovery: Co-evolution of defender and attacker in a dynamic game
The evolution of interactions between individuals or organizations are a central theme of complexity research. We aim at modeling a dynamic game on a network where an attacker and a defender compete in disrupting and reconnecting a network. The choices of how to attack and defend the network are governed by a Genetic Algorithm (GA) which is used to dynamically choose among a set of available strategies. Our analysis shows that the choice of strategy is particularly important if the resources available to the defender are slightly higher than the attackers'. The best strategies found through GAs by the attackers and defenders are based on betweenness centrality. Our results agree with previous literature assessing strategies for network attack and defense in a static context. However, our paper is one of the first ones to show how a GA approach can be applied in a dynamic game on a network. This research provides a starting-point to further explore strategies as we currently apply a limited set of strategies only
