    Growing Skills in Europe: the Changing Skill Profiles of France, Germany, Netherlands, Portugal, Sweden and the UK

    This paper uses Labour Force and other national survey data to examine stock levels and changes in the stock of skills (educational and vocational qualifications) of the population over the period 1985-1996 for six European countries with particular reference to the low-skilled. National qualifications are classified using the International Standard Classification of Education (ISCED) levels 0-7. The low-skilled are defined as those who left education and training/gained no qualifications beyond the period of compulsory schooling. All countries have reduced the proportion in the low-skilled group over the period 1985-1996; however, countries which already had the lowest levels of low skills (Sweden, Germany) made the fastest progress. Younger (25-28) populations are better qualified than the working-age populations. Considerable differences still remain between countries in stocks of skills in both the young (25-28) and working-age population. These differences are greater at the lower end of the ISCED scale (0/1/2) than at the higher end (ISCED 5/6/7). In a number of countries (France, Germany, Netherlands, Portugal) higher level educational and vocational qualifications (ISCED 3 and above) were gained at a relatively late age (22-25). In Sweden and the UK only small proportions of the low-skilled gained further qualifications after the age of 21. Proportions of low-skilled men and women in the working-age population have declined at similar rates in all countries but in Germany and the UK the proportion of women with low skills remains substantially higher. In France, Portugal and Sweden more women have a higher education (ISCED 5/6/7) than men. In Germany, the UK and the Netherlands the situation is reversed and the gap between men and women has remained largely unchanged over the period 1985-1996. On the basis of the growth rates of the past ten years, France, the Netherlands, Sweden and Germany appear to be converging on similar skill profiles for the young (25-28) population in 2010 when 10 per cent or less will be in the low skills group. On present trends it will take considerably longer for the UK and Portugal to reduce the low-skilled group to the 10 per cent level.

    Automatic Transcription of Polyphonic Vocal Music

    This paper presents a method for automatic music transcription applied to audio recordings of a cappella performances with multiple singers. We propose a system for multi-pitch detection and voice assignment that integrates an acoustic and a music language model. The acoustic model performs spectrogram decomposition, extending probabilistic latent component analysis (PLCA) using a six-dimensional dictionary with pre-extracted log-spectral templates. The music language model performs voice separation and assignment using hidden Markov models that apply musicological assumptions. By integrating the two models, the system is able to detect multiple concurrent pitches in polyphonic vocal music and assign each detected pitch to a specific voice type such as soprano, alto, tenor or bass (SATB). We compare our system against multiple baselines, achieving state-of-the-art results for both multi-pitch detection and voice assignment on a dataset of Bach chorales and another of barbershop quartets. We also present an additional evaluation of our system using varied pitch tolerance levels to investigate its performance at 20-cent pitch resolution

    Groomed: Examining Parental Abilities to Recognize Predatory Strategies of Child Sexual Abusers

    Sexual grooming is a manipulative process that is common in cases of child sexual abuse (CSA). Identifying sexual grooming behaviors holds potential to help reduce occurrences of CSA and increase disclosure rates. Yet, the few studies examining abilities to detect these behaviors have indicated that recognizing sexual grooming is difficult to do. Given gaps in the current grooming recognition literature, and the influential role parents play in sexual child abuse prevention this study reexamined adult’s abilities to recognize sexual grooming behaviors with a special focus on the impact of parental status. Differences in abilities to recognize grooming behaviors associated with specific stages of the process as identified in the Sexual Grooming Model (Winters et al., 2020) were also examined. The data resulting from a survey of 865 participants (420 parents and 445 nonparents) indicated that parents were better able to recognize behaviors associated with the Post-Abuse Maintenance stage of the Sexual Grooming Model, compared to nonparents. Surprisingly, parents performed less well than nonparents when associating behaviors related to the Trust Development stage of the grooming process with CSA. In examining the parent group alone, parents were found to be better able to recognize grooming behaviors related to the Desensitization to Touch stage or when all stages of the grooming process were presented together. Despite these statistically significant differences, both groups displayed low levels of associations between grooming behaviors and CSA on average. Ultimately, the findings of this study indicate a need for increased education for both parents and nonparents about the grooming process and its relation to preventing CSA

    Enhanced differentiation of retinal progenitor cells using microfabricated topographical cues

    Due to the retina’s inability to replace photoreceptors lost during retinal degeneration, significant interest has been placed in methods to implant replacement cells. Polymer scaffolds are increasingly being studied as vehicles for cellular delivery to degenerated retinas. Previously, we fabricated poly(methyl methacrylate) thin film scaffolds that increased survival and integration of implanted retinal progenitor cells (RPCs). Additionally, these scaffolds minimized the trauma and cellular response associated with implantation of foreign bodies into mouse eyes. Here, we demonstrate that biodegradable polycaprolactone (PCL) thin film scaffolds can be fabricated with integrated microtopography. Microfabricated topography in a PCL thin film enhanced the attachment and organization of RPCs compared to unstructured surfaces. Using real-time quantitative polymerase chain reaction we also observed that attachment to microtopography induced cellular differentiation. RPCs grown on PCL thin films exhibited an increase in gene expression for the photoreceptor markers recoverin and rhodopsin, an increase in the glial and Müller cell marker GFAP, and a decrease in SOX2 gene expression (a marker for undifferentiated progenitor cells) compared to cells grown on unmodified tissue culture polystyrene (TCPS)

    Mobile Zoos and Other Itinerant Animal Handling Events: Current Status and Recommendations for Future Policies

    Mobile zoos are events in which non-domesticated (exotic) and domesticated species are transported to venues such as schools, hospitals, parties, and community centres, for the purposes of education, entertainment, or social and therapeutic assistance. We conducted literature searches and surveyed related government agencies regarding existing provisions within laws and policies, number of mobile zoos, and formal guidance issued concerning operation of such events in 74 countries or regions. We also examined governmental and non-governmental guidance standards for mobile zoos, as well as websites for mobile zoo operations, assessed promotional or educational materials for scientific accuracy, and recorded the diversity of species in use. We used the EMODE (Easy, Moderate, Difficult, or Extreme) algorithm, to evaluate identified species associated with mobile zoos for their suitability for keeping. We recorded 14 areas of concern regarding animal biology and public health and safety, and 8 areas of false and misleading content in promotional or educational materials. We identified at least 341 species used for mobile zoos. Mobile zoos are largely unregulated, unmonitored, and uncontrolled, and appear to be increasing. Issues regarding poor animal welfare, public health and safety, and education raise several serious concerns. Using the precautionary principle when empirical evidence was not available, we advise that exotic species should not be used for mobile zoos and similar itinerant events

    Planning Dialog Actions

    The problem of planning dialog moves can be viewed as an instance of the more general AI problem of planning with incomplete information and sensing. Sensing actions complicate the planning process since such actions engender potentially infinite state spaces. We adapt the Linear Dynamic Event Calculus (LDEC) to the representation of dialog acts using insights from the PKS planner, and show how this formalism can be applied to the problem of planning mixed-initiative collaborative discourse

    Troubling meanings of "family" for young people who have been in care: from policy to lived experience

    This article seeks to trouble the concept of “family” for young people who have been in out-of-home care, by reflecting on the continuing significance (and troubles) of family relationships beyond childhood. The analysis draws on two cross-national studies in Europe: Beyond Contact, which examined policies and systems for work with families of children in care, and Against All Odds?, a qualitative longitudinal study of young adults who have been in care. Policy discourses that reify and instrumentalize the concept of family—for example, through the language of “contact,” “reunification,” and “permanence”—neglect the complex temporality of “family” for young people who have been in care, negotiated and practiced across time and in multiple (and changing) care contexts, and forming part of complex, dynamic and relational identities, and understandings of “belonging” for young adults who have been in care

    What’s sex got to do with it? A family-based investigation of growing up heterosexual during the twentieth century

    This paper explores findings from a cross-generational study of the making of heterosexual relationships in East Yorkshire, which has interviewed women and men within extended families. Using a feminist perspective, it examines the relationship between heterosexuality and adulthood, focussing on sexual attraction, courtship, first kisses, first love and first sex, as mediated within family relationships, and at different historical moments. In this way, the contemporary experiences of young people growing up are compared and contrasted with those of mid-lifers and older adults who formed heterosexual relationships within the context of the changing social and sexual mores of the 1960s/1970s, and the upheavals of World War Two
