POLICY OF NATIONALISM GUIDANCE THROUGH IN TRADITIONAL MARKET MANAGEMENT IN CENTRAL JAVA
A research on policy nationalism guidance through in traditional markets management in the province of Central Java is implemented in “Pasar Gede Solo” with qualitative methods. The reason for selecting “Pasar Gede Solo” because of Solo City has a lot of cultural heritages that are still held strong until today. The cultural heritage is the local identity. The Local identity can develop into the province identity, then to be the national identity. A strong national identity shows high Nationalism which reflected from loyalty, passion and pride of the nation itself. The number of local identities in “Pasar Gede Solo” is likely to evolve into national identity should be encouraged to preserve the Government's policy to strengthen Indonesia Nationalism
Proceedings of the 2016 International Conference on Public Management (ICPM 2016) Analysis Of The Factors For The Strengthening Of The Indonesian Traditional Market
The traditional market is heavily developed by the Indonesian Government in the last two decades, where as one of the underpinning national economy, it is improved hold many labor, a main container product sales – products of people's economy. As the traditional market of public space has local identity that strengthens national identity, which requires strengthening in order to awake functions and its society role, the region and nation. Some policies have been implemented by the Government, such as revitalizing and coaching. In conjunction relates this strengthening traditional markets necessity so it can grow and optimally beneficial. This research analyzes the strengthening traditional markets factors in Indonesia, with a case study on Pasar Gede in Solo and Panorama market in Bengkulu. The findings that gain factors strengthening the traditional market is the local identity strengthening, strengthening governance, the physical strengthening, the society participation strengthening, as well as local interaction patterns strengthening
Policy Implementation Permenkes No.2562/Menkes/XII/2011 about Delivery Guarantee in North Konawe, Province of Southeast Sulawesi
The implementation of Jampersal policy in North Konawe has been running good. The target programs in North
Konawe District also have appropriate regulations. The Service procedures have been implemented as expected.
Likewise, the types of services provided. The procedure has the appropriate funding procedures. The Society of
North Konawe greatly benefit for antenatal care, childbirth and postpartum. However, there are still some
obstacles in the implementation.

In the whole world, developing bureaucracy is one of the primary means in country
management of various fields of national life and its relationship with other nations in the world.
In addition to carrying out services, bureaucracy has
to interpret various political decisions into
various policies, and operationally do its function in managing various policy implementations.
Hence, it was realized that the bureaucracy is a critical success factor of the whole of
government agenda, includ
ing in the realization of clean government, in
order to become good
governance. However, bureaucracy is not always be able to administer or do the task and its
function automatically and independently which afterwards resulting in a significant
performance
s. The successes of bureaucracy in eradicate corruption, collusion, and nepotism
activities also determined by many other factors. Factors that need more attention in
bureaucratic reform policy are completeness, competency, and consistency from all of the
parties that play role in the country management in realizing and creating a clean government
and good governance, and also in actualizing and implementing it in our constitution, according
to the position and role of each of them in the country
Policy Standardization Implementation Guarantying at the Private University in Semarang City
The purpose of this research is designed to describe and analyze the implementation of the quality assurance policy at a private college in the city of Semarang and the identification of those aspects that support and hinder the implementation of a quality assurance policy at a private University in the city of Semarang. As for specific targets to be achieved in the research is to formulate quality assurance policy implementation model for effective education (proposed model) and corresponding needs in supporting improved quality of education at Private Colleges in the city of Semarang. The study was designed with a qualitative research approach and use descriptive analysis. The analysis of the data collected is done after through interviews and observations directly in the field. Because it uses a qualitative approach then the data analysis processes in inductive data collection method in dept Interview, observation, documentation, and test the validity of library studies with data using two methods, namely the technique of triangulation and peer debriefing. The activity of this data analysis consists of, i.e., data reduction, data display, and conclusion drawing/verification. To test the design quality assurance policy implementation model at a private college in the city of Semarang using consultation with experts guarantee quality (peer debriefing) for evaluation and improvement be alternative models. The next stage of the evaluation with Focus Group Discussion (FGD) by presenting a quality assurance team of experts from several universities to discuss alternative models these models are proposed so that/later can be implemented at private colleges. The location of the research done at Private Colleges include: Dian Nuswantoro University Semarang (UDINUS), Republic Indonesia Semarang Teachers Union University (UPGRIS), a high school computer (STEKOM), Indonesia Cruise Academy (AKPELNI), the maritime high school (STIMART) and site Quality Assurance Agency on research at the private University
One Agency One Innovation and Study of Its Scope
Public service improvement measures in Indonesia assessed is slow and can’t keep
the community expectations continue to increase with increasing people's income and
the advance of information technology Indonesia. The Government in the framework
of the implementation of the reform of the bureaucracy implement policies encourage
the acceleration of the increase in the quality of public services, by requiring each of
the ministries/agencies and local governments created at least one major innovation
every year known as the movement of One Agency, One Innovation.
The movement of One Agency, One Innovation must be a movement together in a
policy framework that is understood along by all components of Good Governance.
Scientific study would like to explain the concept of One Agency, One Innovation
from the angle of the development of the science of public administration
CAREER MANAGEMENT IN THE MINISTRY FOR ADMINISTRATIVE REFORM AND THE BUREAUCRATIC STATE APPARATUS
Career management is one part discussion of human resources management. Human
resources reform is a crucial element for the effectiveness of the performance of the
bureaucracy. Especially for the Ministry for administrative and Bureaucratic reform
of the State apparatus who have the authority to organize community resources
bureaucratic apparatus. The challenge to organize community resources the
apparatus must first be answered by the Ministry for administrative reform of the
State apparatus and bureaucracy by making internal improvements, including
revamping the management of careers. Therefore, this research aims to analyze the
management career in the Ministry of utilization of State apparatus and reform the
bureaucracy. This study used a qualitative approach. The data collected through the
study of literature, interviews and observation. The data were analyzed using
qualitative data analysis techniques, Miles and Huberman model consisting of data
reduction, data display, and data verification. This research concluded that the
Ministry for administrative and bureaucratic State apparatus reform (1) hiring
employees through the process of recruitment of prospective civil servants
abbreviated as (CPNS) and selection of high leadership position open and cannot be
released from the problems in the recruitment process, two (2) places employees
according the required position or desires, even though there are problems in the
analysis of the position and workload analysis, (3) developing employees through
learning and a learning permit, and (4) lay off employees appropriate conditions
ROLE OF REGIONAL HEAD OF STATE’S ATTITUDES IN IMPLEMENTATION OF FINANCE POLICY ABOUT THE GOVERNMENT ACCOUNTING STANDARDS IN INDONESIA
ndonesian state financial policies have undergone major changes since the release the Law on State Finance package in 2003 and 2004 as well as the Law on Local Government Package of 2004. The legislation has been set up clearly financial management with a transparent and accountable as well as the financial management in the region from President to the Regional Head. This implies a stronger role of the Regional Head in implementing the financial policy in the local government. The financial policy communication to local governments are often disruption whereby the policy is not communicated clearly and consistently. This study is a single case study for examining the phenomenon in which the object of research is the Semarang City Government as the only one that has been implemented government accounting standards accrual-based policy. In adequately of the financial policy’s communication about implementation of government accounting standards accrual-based policy from the central government to the local government can be overcome by the attitude of the Regional Head avoiding uncertainty (uncertainty avoidance) and has a vision for the future (confucian dynamism) so to encourage the attitude of the staff at the local government and also encourage the emergence of support from external parties to support the implementation of the financial policy of the country
DEMOKRATISASI PEMERINTAHAN DESA (Study Analisis Proses Demokratisasi Pemerintahan Desa Menurut UU No. 22 Tahun 1999 Tentang Pemerintahan Daerah di Desa Kalipang Kecamatan Sarang Kabupaten Rembang)
Democratization process as one aspect pf the implementation of Law
Number 22, 1999, in rural areas is an interesting phenomenon, including the
case of Kalipang Village. This article is focused on autonomy, governance and
decentralization aspects, based on the fact that there are some weaknesses in
the democratization process in Indonesia related to governance in rural areas.
Although the people’s participation could be channeled through Village
Representative Body (BPD), but this institution also faces some problems. The
educational background of BPD members in Kalipang is good enough, but their
professionalism in doing their job are still questionable. Meanwhile, the
professionalism of Head of the Village is not so good, but his leadership is good
enough. He is open to the people’s participation and is able to unite his people.
However, there are some problems related to the people’s participation. It is
recommended that BPD can play a stronger role in the future, for the sake of
better democratization implementation in rural areas
INSTITUTIONAL ANALYSIS ON POVERTY REDUCTION PROGRAM IN THE SOCIETY: A CASE STUDY OF NATIONAL PROGRAM FOR COMMUNITY EMPOWERMENT OF INDEPENDENT URBAN (PNPM-MP) IN SEMARANG, INDONESIA
Institutional PNPM-MP in Semarang put poverty alleviation as the main priority of the empowerment-based development policy. The strategy developed is to synergize government agencies with community institutions built by PNPM-MP program at the village and base level, that is, Community Institutional Agency (BKM) and the Community Self-Reliance Group (KSM). The problem studied in this research is: How does PNPM-MP institutional in society involve in poverty reduction, with the aim of describing and analyzing institutional programs in the community. The research approach used phenomenological qualitative, by conducting interviews, observation, focus group discussion to obtain data from informants (BKM / KSM). Informants include two BKM and ten KSM which is purposively selected (deliberately) from two villages in two districts. The analysis was performed interactively, that is, analysis techniques which are integral cycle among data collection, data reduction, data performance and conclusion withdrawal. Research conclusion: PNPM-MP institutional at the village and base level (BKM / KSM) has not been able to be a driving force in poverty reduction and is still seen by the community as a program requirement, not institutionalized on both horizontal and vertical level. Recommendation for the research result is that it needed awareness that poverty reduction requires a synergy between government agencies and community agencies embodied in the development planning of one village one planning
