In criticising Russian energy policy, are we not protesting too much against the fact that Russia (as others) is using energy for political ends – instead of criticising, as we should, the content of Russia’s policy? And if energy is strategic, should a European Union energy policy be primarily about the liberalisation of the energy market? • Is claiming reciprocity always smart? After all, do we really want Russian firms to control both the downstream as well as the upstream elements of the EU’s energy supply chain, in exchange for access by EU firms to Russian energy production and transport? • Should it really be EU policy to help Turkey to make full use of its potential as a major energy hub? After all, half of Russia’s oil exports already pass through the Bosporus, creating a major risk if that very vulnerable route were to be cut

DSP-based ionospheric radiolink using DS-CDMA and on-line channel estimation

In this paper, a new blind multiuser detection algorithm is presented. It can both cancel multiuser interference and estimate the multipath channel response in a blind way. The method has been specially conceived for low coherence bandwidth channels such as the ionospheric channel and exhibits very low computational requirements. Real-time measurements from a fully digital HF radio-link are presented that confirm the reliability of the method for the ionospheric channel.Peer ReviewedPostprint (published version

El presente trabajo de investigación documental consiste en exponer, sobre la planificación estratégica, específicamente la temática de la importancia de la formulación de la visión y la misión para el logro de los objetivos organizacionales. El propósito de la investigación es analizar la importancia de la formulación de la visión y la misión, a través de la compresión de los elementos de la administración estratégica y los componentes esenciales para la elaboración de las mismas. Se mencionarán los conceptos claves de la administración estratégica para una mejor comprensión del tema a desarrollar, así como temas primordiales las ventajas competitivas, estrategas, declaración de la visión y la misión. Se establecerán los elementos que debe llevar la visión estratégica de una organización, aplicando herramientas metodológicas para desarrollar una amplia declaración de la misma que debe responder a la pregunta básica ¿Qué queremos llegar a ser?, se definirán los componentes para elaborar una clara declaración de la Misión de una organización, es decir que es el pegamento que facilita a la organización en describir el propósito actual de la empresa; quienes somos, que hacemos, y porque estamos aquí.
