    Improving Object Localization with Fitness NMS and Bounded IoU Loss

    We demonstrate that many detection methods are designed to identify only a sufficently accurate bounding box, rather than the best available one. To address this issue we propose a simple and fast modification to the existing methods called Fitness NMS. This method is tested with the DeNet model and obtains a significantly improved MAP at greater localization accuracies without a loss in evaluation rate, and can be used in conjunction with Soft NMS for additional improvements. Next we derive a novel bounding box regression loss based on a set of IoU upper bounds that better matches the goal of IoU maximization while still providing good convergence properties. Following these novelties we investigate RoI clustering schemes for improving evaluation rates for the DeNet wide model variants and provide an analysis of localization performance at various input image dimensions.     General Intangible or Commercial Tort: Moral Rights and State Based Intellectual Property as Collateral Under UCC Revised Article 9

    The article focuses on whether this change to Article 9 requires a reevaluation of whether certain intellectual property rights are better characterized as commercial torts rather than general intangibles. If so, this will place severe restrictions on the ability of debtors to use those forms of intellectual property as collateral. I propose a two part test to determine the proper characterization: First, is the intellectual property right one that exists primarily to vindicate interests of the owner? Second, is the intellectual property right alienable? Using this test, for example, it is my conclusion that moral rights can never be general intangibles, whereas a right of publicity is properly characterized as a general intangible

    Protective vaccination in the horse against _Streptococcus equi_ with recombinant antigens

    _Streptococcus equi_ subspecies _equi_ (_S. equi_) is a clonal, equine host-adapted pathogen of global importance that causes a highly contagious suppurative lymphodendopathy of the head and neck, more commonly known as Strangles. The disease is highly prevalent, can be severe and spread easily by visibly infected animals or by carrier animals that show no clinical signs of disease. Antibiotic treatment is usually ineffective. However, the majority of horses develop immunity to re-infection, suggesting that vaccination should be a feasible way to prevent the infection. Live attenuated vaccine strains of _S. equi_ are available but adverse reactions have been reported and they suffer from a short duration of immunity. Thus, a safe and effective vaccine against _S. equi_ is highly desirable. In this report, Welsh mountain ponies vaccinated with a combination of seven recombinant _S. equi_ proteins, were significantly protected from experimental infection by _S. equi_, resembling the spontaneous disease. The protective antigens consisted of five surface localized proteins and two IgG endopeptidases. The results from a second vaccination trial indicate that the endopeptidases were important for good protection. The similarity of _S. equi_ to other pyogenic streptococci suggests that our findings have broader implications for the prevention of streptococcal infections

    Searching for Star Formation Beyond Reionization

    The goal of searching back in cosmic time to find star formation during the epoch of reionization will soon be within reach. We assess the detectability of high-redshift galaxies by combining cosmological hydrodynamic simulations of galaxy formation, stellar evolution models appropriate for the first generations of stars, and estimates of the efficiency for Lyman alpha to escape from forming galaxies into the intergalactic medium. Our simulated observations show that Lyman alpha emission at z ~ 8 may be observable in the near-infrared with 8-meter class telescopes and present-day technology. Not only is the detection of early star-forming objects vital to understanding the underlying cause of the reionization of the universe, but the timely discovery of a z > 7 star-forming population -- or even an interesting upper limit on the emergent flux from these objects -- will have implications for the design of the next generation of ground- and space-based facilities.Comment: 4 pages, submitted to ApJ Letter

    Component test facilities for marine renewable energy converters

    This paper describes how the PRIMaRE group at University Exeter is engaging in the establishment of appropriate reliability methods suitable for application to marine renewable devices with a key area being the production of suitable failure rate data for the marine renewable energy industry. This activity seeks to mitigate uncertainties and cost implications associated with the reliability assessment of marine energy converters (MECs) due to an omnipresent lack of applicable failure rate data. The capability of two facilities, namely i) the South Western Mooring Test Facility (SWMTF) and ii) the Dynamic Marine Component Test facility (DMaC), to perform specimen and accelerated component testing is discussed. A case study, using data from wave tank tests and numerical simulations performed for the SWMTF, serves to illustrate how evidence of component reliability under operational conditions could be provided.The authors would like to acknowledge the support of the South West Regional Development Agency through the PRIMaRE institution.     Teaching Stand Management Using Virtual Alfalfa Plants

    A ‘virtual’ alfalfa plant model was developed at the University of Manitoba in Canada as part of a comprehensive grazing research project. This model shows an alfalfa plant ‘growing’ on a computer screen and the plant’s response to grazing (similar to time-lapse photography). The original model was designed and constructed by Av Singh to show the research potential of visually modeling alfalfa plant growth. The ability to visually ‘grow’ a plant on a computer screen also provides an excellent teaching and extension tool
