Scientific, Technical and Economic Committee for Fisheries (STECF) - Development of Protocols for Multi-annual Plan Impact Assessments
background to aspects of modelling implied by an Impact Assessment. Experience with stakeholder
involvement in the development of Multi-Annual Plans was also discussed. The meeting then
developed a report framework to deliver the Commission¿s requirement. This report structure was
designed to complement the Framework for Evaluations previously developed and extended under
SG-MOS 090-02 in Lisbon in November.
To test the suitability of the Framework and to determine how to carry out the necessary supporting
work four requests, on Celtic Sea herring, Bay of Biscay sole, Haddock to the west of Scotland and
Western Waters Access Regime, were briefly examined for scope and approach. Based on the
experience gained from these and the general experience of other plans a generic timetable and

Mapping Needs, Costs and Outcomes: The English Adoption Journey
This presentation will outline the adoption pathways in England and will highlight how a systematic approach to analyzing and costing pathways can, and has, informed strategic planning. Furthermore the presentation will highlight the importance of costing child welfare services using the child as the unit of analysis, rather than focusing purely on fiscal data. Examples will be provided of how this approach facilitates an exploration of children’s needs and circumstances, how they impact on children’s pathways through the child welfare system and the outcomes that are achieved
Is early experience destiny? Review of research on long-term outcomes following international adoption
The pathway from adverse early experience to adulthood for internationally adopted children is complex in identifying key influences, impacts, and outcomes. This review arose from the authors' involvement in the British Chinese Adoption Study, a recent outcomes study that explored the links between early orphanage care, adoptive experiences, and midadulthood. It differs from previous reviews in focusing on a greater length of time since adoption. Both quantitative and qualitative studies were included to allow for examination of a fuller range of adult-related outcomes rather than mental health scores alone. The sampling, methods, and results of reviewed articles are summarised and a critical commentary is provided. Despite methodological differences and identified strengths and weaknesses, conclusions are drawn on the basis of the evidence available. Special attention is paid to the interpretation of negative outcomes. Findings identify areas that should be explored further in order to gain a fuller understanding of midlife outcomes of people who experienced a poor start in life followed by international adoption. Such studies help in refining lifespan developmental theories
A role for AVIRIS in the Landsat and Advanced Land Remote Sensing Systems program
As a calibrated imaging spectrometer flying at a 20 km altitude, AVIRIS may contribute to the Landsat and the Advanced Land Remote Sensing System efforts. These contributions come in the areas of: (1) on-orbit calibration, (2) specification of new spectral bands, (3) validation of algorithms, and (4) investigation of an imaging spectrometer of the Advanced Land Remote Sensing System
Critical transformation in higher education: Ethical reflections on #
Protest movements such as the #MustFall currently dominate the South African higher education landscape. This article focuses on such protest movements, paying particular attention to protests against gender-based violations at some universities, commonly referred to as #RapeMustFall, as an exemplar of the gender injustices and inequities that persist. We argue that debates and policies about gender-based violations at universities cannot and should not be overshadowed by deficient grand narratives informed by patriarchy, colonialism and capitalism. To frame this argument, we critically review the current status quo from a gender mainstreaming policy-making perspective. We then argue the merits of an ethical perspective to transformation in higher education. Critical transformation in higher education requires not only epistemological change and access, but should be a fundamentally ethical pursuit

The Benefit of Hindsight; An Evaluation of North Sea Herring Management Plans From 1995 to the Present
In 1995 North Sea herring was estimated to have declined from previous high of around 1.5 million to 400,000 tonnes, the point at which significant reduction in recruitment had previously been observed. The response to this was to cut the fishery by reducing the human consumption TAC by 50% and reduce the catches of juvenile herring for reduction even further. In addition the European Commission proposed a management plan to be followed. Since then this management plan has been revised twice. Elements of these plans have included 15% constraints on inter-annual change in TAC, nevertheless due to other clauses the management has resulted in an increase and a subsequent decrease of 50% in TAC during the last 15 years. We present an evaluation of the economic performance of the fleets operating under the plans over this period and discuss the lessons that can be learned for the design of management plans. The analysis includes the simulation of different strategies, including the impact of stock dynamics, and uncertainties in the estimation. In addition, the economic impact of the fluctuation in the TAC, in terms of earnings, profitability, return on investment, employment, crew wages and fleet structure will be assessed
