The multiple Spanish elections of April and May 2019: the impact of territorial and left-right polarisation

This article analyses the 2019 local, regional, European and April general elections in Spain. The constitutional crisis in Catalonia in 2017, the motion of no-confidence leading to the new Socialist government and the emergence of a radical right-wing party, VOX, all led to Spanish politics becoming more polarised. This paper also discusses polarisation from both the left-right and the territorial perspectives, intimately linked in Spain both for historical reasons but also because of agency decisions during the period analysed. Finally, the article shows the electoral results, government formation processes and political implications of polarisation in a non-institutionalised party system

The short-term and long-term effects of institutional reforms on party system nationalization

The impact of institutions on party system nationalization has traditionally been examined in a cross-national fashion. However, while in some cases institutional reforms may be expected to immediately affect party nationalization, in others, changes might take place over subsequent elections. In this paper, we argue that reforms affecting mainly elite coordination-such as decentralization-will take a longer time to have an impact on party system nationalization than reforms related to the mechanical effects of electoral laws, i.e. changes in the electoral system. In order to test this argument, we use error-correction models to test the impact of electoral reforms on party system nationalization in democratic elections held in 22 Western and Eastern European countries from 1945 to 2012. In accordance with our arguments, we show that both decentralization and the number of districts elected in the legislative power will have an impact on party system nationalization, but that the impact of the latter will manifest itself earlier

De la crisis económica a la crisis política: cambio en Europa y España

En el presente artículo se discute el impacto que ha tenido la crisis económica en la evolución política de la Unión Europea y España. Sobre el primer aspecto, se trata la brecha entre los países deudores y acreedores, entre los países del este y el oeste, y en la salida de Reino Unido. Sobre España, se aborda la fragmentación política, la volatilidad, la emergencia de nuevos partidos y la dificultad para formar Gobierno a raíz de la crisis económica y política. Finalmente, se discute el impacto de la economía en el auge del apoyo a la independencia en Cataluña

The new social contract from the political science perspective

En el presente trabajo se aborda la noción de contrato social analizando los equilibrios políticos que lo hacen posible. Tras desarrollar las principales teorías políticas que explican su desarrollo, se abordan los diferentes cambios estructurales que han supuesto una transformación en los mismos como la globalización, la terciarización de la economía o el envejecimiento demográfico. Mención especial merece el cambio tecnológico como elemento clave en el nuevo contrato social.This paper addresses the notion of a social contract focusing on the political equilibriums that make it possible. After developing the main political theories that explain its growth, the paper addressed the different structural changes that have led to a transformation in Welfare States such as globalization, the outsourcing of the economy or demographic aging. On the Political Determinants of Intergovernmental Grants in Decentralized Countries: The Case of Spain

This paper studies the effect of political variables on the gains obtained by Spanish regions in periodical bargaining of the intergovernmental financing agreements and on the regional distribution of discretional earmarked grants over the period 1987-2008. First, we find that the relationship between gains in transferred revenues and on regional public debt stocks depends on the period and the specific issues discussed in the corresponding negotiation, aside from political affinity. Second, we show that the most discretional program of earmarked grants is strongly driven by electoral strategy. National incumbents tend to allocate intergovernmental transfers where there are competitive regional elections. We also show that earmarked grants are allocated in those regions where the incumbent performs better in national elections and, especially, in those where there are more seats to be won. Understanding the nationalization of party

This thesis is focused on the nationalization of party systems in Western Europe and combines four different approaches. Despite the literature claiming that political decentralization reduces party system nationalization, the first paper shows that this effect depends on the level of personalism that the electoral system allows. The second article shows a new effect of the nationalization of party systems. This variable is shown to be a crucial element to explain turnout differences across districts within a country. The third article of this thesis is centered on the impact of the electoral system on party system nationalization through a crucial-experimental approach based on electoral reforms in Western Europe. Finally, the last part of the thesis focuses on describing and analyzing the nationalization of political parties in Spain, paying particular attention to differences among national and subnational parties.Esta tesis doctoral está centrada en la nacionalización de los sistemas de partidos en Europa Occidental desde cuatro perspectivas diferentes. Una hipótesis clásica de la literatura es que la descentralización política reduce la nacionalización. En el primer artículo se muestra que el efecto de esta variable depende de que haya un grado suficiente de personalismo en el sistema electoral. En el segundo artículo se demuestra un nuevo efecto de la nacionalización de los sistemas de partidos; esta variable determina las diferencias en la participación electoral entre distritos dentro de un mismo país. El tercer artículo se aproxima al fenómeno mediante experimentos cruciales centrados en las reformas del sistema electoral en Europa Occidental a fin de estimar su efecto sobre la nacionalización. Finalmente, el último artículo analiza la nacionalización de los partidos en España y sus principales determinantes, distinguiendo particularmente entre partidos de ámbito nacional y subnacional

La indignación de Alexis: La re-lectura "indignada" de Alexis de Tocqueville

Los cambios políticos y económicos de este último siglo han llevado a una progresiva pérdida de autonomía democrática en las sociedades occidentales. Como reacción a esta situación ha surgido el movimiento de los indignados cuya reivindicación principal es el cambio a una �democracia real�. En este artículo se busca confrontar el pensamiento de Alexis de Tocqueville con las propuestas de los indignados. El pensador francés consideraba que la democracia es compatible con la tiranía siempre que se renuncie a la libertad en favor de la igualdad. Para evitar este mal tan sólo cabe oponer el asociacionismo, la virtud de la moderación y la concepción del interés particular como conectado con el bienestar general.
