    The reasons for the low economic efficiency of the Soviet energetics are shown. The data on the high energy intensity of gross domestic product in Russiaare given. The characteristic of the Russian energy sector and its role in the economy are shown. Low energy efficiency of the Russian economyis analyzed. The article offers organizational and financial measures for its increase, energy marketimprovement, efficient use of energy resources, stimulating the creation of efficient energy management systems, application of best available technologies. The possible changes in the Russian legislation on energy saving by introducing principal energy efficiency indicators, efficient energy end-useprinciples.Показаны причины низкой экономической эффективности советской энергетики. Приведены данные о высокой энергоемкости валового внутреннего продукта в России. Дана характеристика российской энергетики и ее роль в экономике. Проанализирована низкая энергетическая эффективность экономики России, предложены организационные и финансовые меры по ее повышению, совершенствованию энергетического рынка, эффективному использованию энергоресурсов, стимулированию создания работоспособных систем энергетического менеджмента, использованию наилучших доступных технологий.     The purpose of this article is to estimate the best available technologies for values of the following technological numbers: fuel, ecological, depreciation, greenhouse and their sums. All these numbers have power dimension: t of conditional fuel/unit of production that allows to put them. The fuel technological number characterizes power consumption of production. The technological ecological number transfers a payment of the enterprise for environmental pollution to power units. The technological depreciation number transfers depreciation charges from rubles to power units. The technological greenhouse number translates a payment of the enterprise for emissions of greenhouse gases in power units. Technological numbers have through character – from extraction of raw materials before receiving finished goods. The best available technologies are characterized by the smallest sum of all technological numbers.     The results of comparative analysis of energy of the USSR and Russia on some indicators of energy efficiency, impact on economy, sustainable development are presented. Data are given on Energy Regulations (EPs), EU legislation aimed at the final user of energy and energy efficiency improvement. Proposals for improving Russian energy legislation are formulated.Представлены результаты сравнительного анализа энергетики СССР и России по некоторым показателям энергоэффективности, воздействию на экономику, устойчивое развитие.
