    Occupational resilience to floods across the urban–rural domain in Greater Ahmedabad, India

    Available online 7 January 2015Identifying and acting on the consequences of smaller hazards can strengthen the communities to face the greater events of the future. These hazards disrupt the everyday lives of the majority of the population who rely on daily wages or are engaged in informal economic opportunities. This paper explores the potential the post-disaster employment opportunities have in recovery from disasters across urban, peri-urban and rural areas of Greater Ahmedabad in India through a household survey conducted in flood hit areas in February–March 2013. It adopts an approach where occupations vulnerable to a disaster are identified and their related characteristics are established. Through the combination of descriptive and explanatory statistical analyses of quantitative data the paper concludes that for the surveyed segment of population: (i) there is insignificant help from within the communities or community based organizations for economic recovery of affected population, and government is seen as the primary stakeholder for recovery (ii) for a low income household the concepts of disaster and unemployment are interchangeably used (iii) the rural areas have been traditionally dependent on the urban areas post-disaster, but in this case the urban population also rely on their assets and social network in the rural areas in case of both unemployment and disasters

    Household earthquake preparedness in Serbia: A study of selected municipalities

    This article presents the results of a qualitative study of household earthquake and community-level preparedness in Serbia and its relationship to various demographic factors. A series of 1,018 face-to-face interviews were conducted at the beginning of 2017 in eight Serbian municipalities. The results show that the population is generally unprepared, with low percentages of reported enhanced preparedness levels. In addition to presenting its findings, the study also considers future research directions, including using this study as a basis for more detailed research and to assist in facilitating community-led programs and strategies to increase earthquake safety

    ‘We knew a cyclone was imminent’:Hazard preparedness and disaster management efficiency nexus in coastal Bangladesh

    "Natural hazard-prone countries in the global south adopted an anticipatory-preparedness approach in disaster risk reduction (DRR) by shifting away from the response and rehabilitation approach. It was highly associated with the policy recommendations of the United Nations Office for Disaster Risk Reduction (UNDRR) framework. Nevertheless, challenges remained in managing disaster risks due to heterogeneous efficiency among disaster managers. This research examines the institutional effectiveness of the disaster management agency in cyclone-prone areas in southwestern coastal Bangladesh through network analysis. This research also explores institutional efficiency’s impact on household preparedness in mitigating losses. We collected two distinct data sets from the local Union Disaster Management Committee (UDMC) and households in the same operational area of UDMC that were at risk of cyclonic disasters. To evaluate the effectiveness of local disaster management institutions, we conducted structured interviews with 336 representatives, spanning eight UDMCs in the cyclone-prone regions. To assess the impact of institutional performance (specifically, the UDMCs) on household disaster preparedness and loss mitigation, we collected data from 696 at-risk households. These households were located within the operational zones of the eight UDMCs, and the data was obtained using a structured questionnaire. Based on the application of social network analysis, our findings demonstrated that UDMC members were more active in the aftermath of disasters, as confirmed by three centrality measures - degree, eigenvector, and betweenness. Consequently, upon employing the Negative Binomial and Poisson regression models, we found a positive association between household engagement with UDMCs and participation in disaster preparedness training. This training appeared to enhance the knowledge and capacity of the respondents. The spill-over effects from disaster preparedness appeared to bolster the resilience of at-risk households, assist them in avoiding disaster-induced damages, and maintain consumption stability in the wake of disasters.

    Inclusivity in online and distance disaster education: A review of educators' views

    Future exemplary education should foster inclusive and respectful learning environments to meet new challenges like digital inequality and power concentration. In the new normal of education due to COVID-19, inclusive online disaster risk reduction (DRR) education is essential. Therefore, this article aims to investigate the current status quo of inclusive online and distance DRR education and its benefits. Expert interviews were conducted with 40 educators with experience in 13 countries. The experts were selected based on their experience in designing and/or delivering courses/modules related to disaster management and/or disaster risk reduction at the tertiary level. The interview questions covered 3 key aspects i.e., 1. the effectiveness of online delivery methods, 2. the status quo of online and distant DRR education and 3. the unique benefits of online education for DRR. The key findings suggest that an online setting works best when it is scientifically designed for the right audience, the right subject area, and the right mix. In creating inclusivity in DRR education, the digital divide needs to be acknowledged and interactive learning should be diversely designed. This study identifies gaps in digital disaster education, urging policy and practice changes to support diverse DRR communities beyond education providers and recipients

    Towards an Inclusive Disaster Education: The State of Online Disaster Education from the Learner’s Perspective

    Disaster Risk Reduction (DRR) education endorses educational initiatives that advocate for reducing existing disaster risks. The COVID-19 pandemic challenged the social order around the world, including the education sector. The rise of the pandemic paved the way to significantly convert the education sector towards online/distant learning via digital platforms. Online distance learning was a challenging emergency shift for many who had to change their teaching and learning strategies. This study is an investigation of the significant challenges associated with online learning in DRR education. The objectives of the study were to consider the online learning strategies used in formal DRR education at the tertiary level and to identify the associated challenges faced by the learners. This study presents the findings of an online survey conducted as part of a research collaboration titled INCLUsive Disaster Education (INCLUDE). INCLUDE is a collaborative research project co-funded by the EU Erasmus+ program aimed to reimagine online distance learning education. The survey was conducted in the country contexts of the research partners, which include Lithuania, Japan, Sweden, and the UK, with DRR learners who are engaged in online learning. The findings suggest that Learning Management Systems, synchronous learning, and flipped classrooms are the dominant learning strategies that engage learners. The findings further suggest that challenges in online DRR education lie in inadequate ICT infrastructure and digital literacy, health-related disturbances, and professional and personal commitments that lead into learning discontinuity. Hence, the study concludes that in order to enhance the inclusivity of online DRR education, the overall social and vulnerability contexts of the learners should be considered
