    Consequences of the Clean Water Act and the Demand for Water Quality

    Since the 1972 U.S. Clean Water Act, government and industry have invested over 1trilliontoabatewaterpollution,or1 trillion to abate water pollution, or 100 per person-year. Over half of U.S. stream and river miles, however, still violate pollution standards. We use the most comprehensive set of files ever compiled on water pollution and its determinants, including 50 million pollution readings from 170,000 monitoring sites, to study water pollution\u27s trends, causes, and welfare consequences. We have three main findings. First, water pollution concentrations have fallen substantially since 1972, though were declining at faster rates before then. Second, the Clean Water Act\u27s grants to municipal wastewater treatment plants caused some of these declines. Third, the grants\u27 estimated effects on housing values are generally smaller than the grants\u27 costs

    A new look at the Dynamic Similarity Hypothesis: the importance of swing phase

    Summary The Dynamic Similarity Hypothesis (DSH) suggests that when animals of different size walk at similar Froude numbers (equal ratios of inertial and gravitational forces) they will use similar size-corrected gaits. This application of similarity theory to animal biomechanics has contributed to fundamental insights in the mechanics and evolution of a diverse set of locomotor systems. However, despite its popularity, many mammals fail to walk with dynamically similar stride lengths, a key element of gait that determines spontaneous speed and energy costs. Here, we show that the applicability of the DSH is dependent on the inertial forces examined. In general, the inertial forces are thought to be the centripetal force of the inverted pendulum model of stance phase, determined by the length of the limb. If instead we model inertial forces as the centripetal force of the limb acting as a suspended pendulum during swing phase (determined by limb center of mass position), the DSH for stride length variation is fully supported. Thus, the DSH shows that inter-specific differences in spatial kinematics are tied to the evolution of limb mass distribution patterns. Selection may act on morphology to produce a given stride length, or alternatively, stride length may be a “spandrel” of selection acting on limb mass distribution

    The ASAC Airport Capacity Model and the ASAC Airport Delay Model support analyses of technologies addressing airport capacity. NASA's Aviation System Analysis Capability (ASAC) Airport Capacity Model estimates the capacity of an airport as a function of weather, Federal Aviation Administration (FAA) procedures, traffic characteristics, and the level of technology available. Airport capacity is presented as a Pareto frontier of arrivals per hour versus departures per hour. The ASAC Airport Delay Model allows the user to estimate the minutes of arrival delay for an airport, given its (weather dependent) capacity. Historical weather observations and demand patterns are provided by ASAC as inputs to the delay model. The ASAC economic models can translate a reduction in delay minutes into benefit dollars
