    The material consequences of welfare states: Benefit generosity and absolute poverty in 16 OECD countries

    Several recent studies have focused attention on the relationship between welfare states and poverty. This work has looked primarily at relative poverty, employing concepts of welfare state generosity that are problematic. This has made it difficult to evaluate claims that equality has come at the expense of economic growth. In this paper we examine more directly the relationship between welfare state generosity in three social insurance programs - unemployment, sickness and pensions - and poverty levels in advanced industrial democracies in the last quarter of the twentieth century. Our results strongly suggest that more generous entitlements to key social insurance programs are associated not only with lower relative poverty, but also lower absolute poverty. This supports the contention that promoting relative economic equality can improve the absolute material well-being of the poor. However, we find no evidence to suggest that relatively more generous unemployment benefits systematically reduce poverty

    Support for Redistribution in Western Europe: Assessing the role of religion

    Previous sociological studies have paid little attention to religion as a central determinant of individual preferences for redistribution. In this article we argue that religious individuals, living in increasingly secular societies, differ in political preferences from their secular counterparts. Based on the theory of religious cleavages, we expect that religious individuals will oppose income redistribution by the state. Furthermore, in contexts where the polarization between religious and secular individuals is large, preferences for redistribution will be lower. In the empirical analysis we test our predictions in a multilevel framework, using data from the European Social Survey 2002ā€“2006 for 16 Western European countries. After controlling for a wide range of individual socio-economic factors and for welfare-state policies, religion plays and important explanatory role. We find that both Catholics and Protestants strongly oppose income redistribution by the state. The cleavage between religious and secular individuals is far more important than the difference between denominations. Using a refined measure of religious polarization, we also find that in more polarized context the overall level of support for redistribution is lower

    Validity of the new lifestyles NL-1000 accelerometer for measuring time spent in moderate-to-vigorous physical activity in school settings

    Current interest in promoting physical activity in the school environment necessitates an inexpensive, accurate method of measuring physical activity in such settings. Additionally, it is recognized that physical activity must be of at least moderate intensity in order to yield substantial health benefits. The purpose of the study, therefore, was to determine the validity of the New Lifestyles NL-1000 (New Lifestyles, Inc., Lee's Summit, Missouri, USA) accelerometer for measuring moderate-to-vigorous physical activity in school settings, using the Actigraph GT1M (ActiGraph, Pensacola, Florida, USA) as the criterion. Data were collected during a cross-country run (n = 12), physical education (n = 18), and classroom-based physical activities (n = 42). Significant and meaningful intraclass correlations between methods were found, and NL-1000 estimates of moderate-to-vigorous physical activity were not meaningfully different from GT1M-estimated moderate- to-vigorous physical activity. The NL-1000 therefore shows promising validity evidence as an inexpensive, convenient method of measuring moderate-to-vigorous physical activity in school settings

    Age of the Donor Reduces the Ability of Human Adipose-Derived Stem Cells to Alleviate Symptoms in the Experimental Autoimmune Encephalomyelitis Mouse Model

    There is a significant clinical need for effective therapies for primary progressive multiple sclerosis, which presents later in life (i.e., older than 50 years) and has symptoms that increase in severity without remission. With autologous mesenchymal stem cell therapy now in the early phases of clinical trials for all forms of multiple sclerosis (MS), it is necessary to determine whether autologous stem cells from older donors have therapeutic effectiveness. In this study, the therapeutic efficacy of human adipose-derived mesenchymal stem cells (ASCs) from older donors was directly compared with that of cells from younger donors for disease prevention. Mice were induced with chronic experimental autoimmune encephalomyelitis (EAE) using the myelin oligodendrocyte glycoprotein35-55 peptide and treated before disease onset with ASCs derived from younger ( \u3c 35 years) or older ( \u3e 60 years) donors. ASCs from older donors failed to ameliorate the neurodegeneration associated with EAE, and mice treated with older donor cells had increased central nervous system inflammation, demyelination, and splenocyte proliferation in vitro compared with the mice receiving cells from younger donors. Therefore, the results of this study demonstrated that donor age significantly affects the ability of human ASCs to provide neuroprotection, immunomodulation, and/or remyelination in EAE mice. The age-related therapeutic differences corroborate recent findings that biologic aging occurs in stem cells, and the differences are supported by evidence in this study that older ASCs, compared with younger donor cells, secrete less hepatocyte growth factor and other bioactive molecules when stimulated in vitro. These results highlight the need for evaluation of autologous ASCs derived from older patients when used as therapy for MS

    Open XAL is an accelerator physics software platform developed in collaboration among several facilities around the world. The Open XAL collaboration was formed in 2010 to port, improve and extend the successful XAL platform used at the Spallation Neutron Source for use in the broader accelerator community and to establish it as the standard platform for accelerator physics software. The site-independent core is complete, active applications have been ported, and now we are in the process of verification and transitioning to using Open XAL in production. This paper will present the current status and a roadmap for this project

    Comparison of the Therapeutic Effects of Human and Mouse Adipose-Derived Stem Cells in a Murine Model of Lipopolysaccharide-Induced Acute Lung Injury

    Introduction. Adipose-derived stem cells (ASCs) have emerged as important regulators of inflammatory/immune responses in vitro and in vivo and represent attractive candidates for cell-based therapies for diseases that involve excessive inflammation. Acute lung injury (ALI) is an inflammatory condition for which treatment is mainly supportive due to lack of effective therapies. In this study, the therapeutic effects of ASC-based therapy were assessed in vivo by comparison of the anti-inflammatory properties of both human and murine ASCs in a mouse model of lipopolysaccharide (LPS)-induced ALI. Methods. Human ASCs (hASCs) or mouse ASCs (mASCs) were delivered to C57Bl/6 mice (7.5 x 105 total cells/mouse) by oropharyngeal aspiration (OA) four hours after the animals were challenged with lipopolysaccharide (15 mg/kg). Mice were sacrificed 24 and 72 hours after LPS exposure, and lung histology examined for evaluation of inflammation and injury. Bronchoalveolar lavage fluid (BALF) was analyzed to determine total and differential cell counts, total protein and albumin concentrations, and myeloperoxidase (MPO) activity. Cytokine expression in the injured lungs was measured at the steady-state mRNA levels and protein levels for assessment of the degree of lung inflammation. Results: Both human and mouse ASC treatments provided protective anti-inflammatory responses. There were decreased levels of leukocyte (for example neutrophil) migration into the alveoli, total protein and albumin concentrations in BALF, and MPO activity after the induction of ALI following both therapies. Additionally, cell therapy with both cell types effectively suppressed the expression of proinflammatory cytokines and increased the anti-inflammatory cytokine interleukin 10 (IL-10). Overall, the syngeneic mASC therapy had a more potent therapeutic effect than the xenogeneic hASC therapy in this model. Conclusions: Treatment with hASCs or mASCs significantly attenuated LPS-induced acute lung injury in mice. These results suggest a potential benefit for using an ASC-based therapy to treat clinical ALI and may possibly prevent the development of acute respiratory distress syndrome (ARDS)

    State Capacity and the Environmental Investment Gap in Authoritarian States

    We construct an n-period, constrained optimization model where the authoritarian ruler maximizes expected rents subject to budget constraint of available surplus. We show that the larger state capacity is in the previous period, the worse environmental quality will be in the next period: while infrastructural investment and environmental protection increase with state capacity, the former increases at a faster rate which enlarges the gap between the two?the environmental investment gap. Given infrastructural public goods typically damage the environment, the larger this gap is the worse the environmental quality would be. This follows from rulers? optimizing logic of equating marginal returns once we assume the declining marginal productivity of factors of production of surplus. We model three types of air and water pollutants in autocracies as a function of state capacity and other relevant variables. State capacity is associated with higher levels of all three types of pollutants
