    High Reliability Knowledge Networks: Responding to Animal Diseases in a Pastoral Area of Northern Kenya

    How can reliability be generated and sustained in the face of uncertainty? This question is explored by examining knowledge networks among pastoralists and others in northern Kenya, emerging in response to a highly variable animal disease setting. Using quantitative and qualitative social network analysis, intersecting locally-embedded, development project and political networks are identified. Drawing on high-reliability theory, as applied to critical infrastructures, the paper explores the key characteristics of the knowledge networks in relation to systems, knowledges, relationships, technologies, professionals and politics. Reliability – the ability to provide stable services and respond variability in real-time – is shown to be related to the networked capacity to mobilise knowledge to confront uncertainty and avoid ignorance, with certain high-reliability professionals central. The locally-embedded network in particular has important characteristics of a high reliability knowledge network, but key brokers link to the development project and political network. Development challenges often require addressing uncertainty and even ignorance and lessons from high-reliability approaches can be crucial

    The politics of global assessments: the case of the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD)

    The IAASTD – the International Assessment of Agricultural Knowledge, Science and Technology for Development – which ran between 2003 and 2008, involving over 400 scientists worldwide, was an ambitious attempt to encourage local and global debate on the future of agricultural science and technology. Responding to critiques of top-down, northern-dominated expert assessments of the past, the IAASTD aimed to be more inclusive and participatory in both design and process. But to what extent did it meet these objectives? Did it genuinely allow alternative voices to be heard? Did it create a new mode of engagement in global arenas? And what were the power relations involved, creating what processes of inclusion and exclusion? These questions are probed in an examination of the IAASTD process over five years, involving a combination of interviews with key participants and review of available documents. The paper focuses in particular on two areas of controversy – the use of quantitative scenario modelling and the role of genetically-modified crops in developing country agriculture. These highlight some of the knowledge contests involved in the assessment and, in turn, illuminate four questions at the heart of contemporary democratic theory and practice: how do processes of knowledge framing occur; how do different practices and methodologies get deployed in crosscultural, global processes; how is ‘representation’ constructed and legitimised; and how, as a result, do collective understandings of global issues emerge? The paper concludes that, in assessments of this sort, the politics of knowledge needs to be made more explicit, and negotiations around politics and values, framings and perspectives, need to be put centre-stage in assessment design.ESR

    People, Patches, and Parasites: The Case of Trypanosomiasis in Zimbabwe

    Understanding the socio-ecology of disease requires careful attention to the role of patches within disease landscapes. Such patches, and the interfaces between different socio-epidemiological systems, we argue, have important implications for disease control.We conducted an interdisciplinary study over three years to investigate the spatial dynamics of human and animal trypanosomiasis in the Zambezi valley, Zimbabwe. We used a habitat niche model to identify changes in suitable habitat for tsetse fly vectors over time, and this is related to local villagers’ understandings of where flies are found. Fly trapping and blood DNA analysis of livestock highlighted the patchy distribution of both flies and trypanosome parasites. Through livelihoods analysis we explored who makes use of what areas of the landscape and when, identifying the social groups most at risk. We conclude with a discussion of the practical implications, including the need for an integrated ‘One Health’ approach involving targeted approaches to both vector control and surveillance

    This article focuses on the methodological lessons from Sam Moyo’s scholarship. Sam’s research is characterised by a combination of detailed empirical investigation, deep knowledge of the technical and practical aspects of agricultural production and farming livelihoods, and bigpicture political economy analysis and theory. Sam’s method is an insightful contemporary application of the method originally set out in Marx’s Grundrisse. Many contemporary explorations of agrarian political economy fail to sustain the important tension and dialectical debate, between diverse empirical realities and their ‘multiple determinations and relations’ and wider theorisation of the ‘concrete’ features of emergent processes of change. The implications of Sam’s methodological approach for the analysis of Zimbabwe’s land reform are discussed, especially in relation to the land occupations and the politics of agrarian reform since 2000

    The use of indigenous knowledge in development: problems and challenges

    The use of indigenous knowledge has been seen by many as an alternative way of promoting development in poor rural communities in many parts of the world. By reviewing much of the recent work on indigenous knowledge, the paper suggests that a number of problems and tensions has resulted in indigenous knowledge not being as useful as hoped for or supposed. These include problems emanating from a focus on the (arte)factual; binary tensions between western science and indigenous knowledge systems; the problem of differentiation and power relations; the romanticization of indigenous knowledge; and the all too frequent decontextualization of indigenous knowledge

With anticipated more frequent and extensive future drought, a more complete understanding of the mechanisms that determine large grazer landscape-level distribution under varying climatic conditions is integral to ecosystem management. Using an experimental setting with contrasting fire treatments, we describe the inter-annual variability of the effect of landscape topography and disturbance from prescribed spring fire on large grazer space use in years of variable resource availability. Using GPS telemetry, we investigated space use of plains bison (Bison bison bison) as they moved among watersheds managed with variable experimental burn treatments (1-, 2-, 4-, and 20-year burn intervals) during a seven-year period spanning years of average-to-above average forage production and severe drought. At the landscape scale, bison more strongly favored high-elevation and recently burned watersheds with watersheds burned for the first time in 2 or 4 yr consistently showing higher use relative to annually burned watersheds. In particular, watersheds burned for the first time in 4 yr were avoided to lesser extent than other more frequently burned watersheds during the dormant season. This management type also maintained coupling between bison space use and post-fire regrowth across post-drought growing season months, whereas watersheds with more frequent fire-return intervals attracted bison in only the first month post-fire. Hence, fire frequency played a role in maintaining the coupling of grazer and post-fire regrowth, the fire-grazer interaction, in response to drought-induced reduction in fuel loads. Moreover, bison avoided upland habitat in poor forage production years, when forage regrowth is less likely to occur in upland than in lowland habitats. Such quantified responses of bison to landscape features can aid future conservation management efforts and planning to sustain fire-grazer interactions and resulting spatial heterogeneity in grassland ecosystems

    Integrative modelling for One Health: pattern, process and participation

    This paper argues for an integrative modelling approach for understanding zoonoses disease dynamics, combining process, pattern and participatory models. Each type of modelling provides important insights, but all are limited. Combining these in a ‘3P’ approach offers the opportunity for a productive conversation between modelling efforts, contributing to a ‘One Health’ agenda. The aim is not to come up with a composite model, but seek synergies between perspectives, encouraging cross-disciplinary interactions. We illustrate our argument with cases from Africa, and in particular from our work on Ebola virus and Lassa fever virus. Combining process-based compartmental models with macroecological data offers a spatial perspective on potential disease impacts. However, without insights from the ground, the ‘black box’ of transmission dynamics, so crucial to model assumptions, may not be fully understood. We show how participatory modelling and ethnographic research of Ebola and Lassa fever can reveal social roles, unsafe practices, mobility and movement and temporal changes in livelihoods. Together with longer-term dynamics of change in societies and ecologies, all can be important in explaining disease transmission, and provide important complementary insights to other modelling efforts. An integrative modelling approach therefore can offer help to improve disease control efforts and public health responses.     Stakeholder narratives on trypanosomiasis, their effect on policy and the scope for One Health

    Background This paper explores the framings of trypanosomiasis, a widespread and potentially fatal zoonotic disease transmitted by tsetse flies (Glossina species) affecting both humans and livestock. This is a country case study focusing on the political economy of knowledge in Zambia. It is a pertinent time to examine this issue as human population growth and other factors have led to migration into tsetse-inhabited areas with little historical influence from livestock. Disease transmission in new human-wildlife interfaces such as these is a greater risk, and opinions on the best way to manage this are deeply divided. Methods A qualitative case study method was used to examine the narratives on trypanosomiasis in the Zambian policy context through a series of key informant interviews. Interviewees included key actors from international organisations, research organisations and local activists from a variety of perspectives acknowledging the need to explore the relationships between the human, animal and environmental sectors. Principal Findings Diverse framings are held by key actors looking from, variously, the perspectives of wildlife and environmental protection, agricultural development, poverty alleviation, and veterinary and public health. From these viewpoints, four narratives about trypanosomiasis policy were identified, focused around four different beliefs: that trypanosomiasis is protecting the environment, is causing poverty, is not a major problem, and finally, that it is a Zambian rather than international issue to contend with. Within these narratives there are also conflicting views on the best control methods to use and different reasoning behind the pathways of response. These are based on apparently incompatible priorities of people, land, animals, the economy and the environment. The extent to which a One Health approach has been embraced and the potential usefulness of this as a way of reconciling the aims of these framings and narratives is considered throughout the paper. Conclusions/Significance While there has historically been a lack of One Health working in this context, the complex, interacting factors that impact the disease show the need for cross-sector, interdisciplinary decision making to stop rival narratives leading to competing actions. Additional recommendations include implementing: surveillance to assess under-reporting of disease and consequential under-estimation of disease risk; evidence-based decision making; increased and structurally managed funding across countries; and focus on interactions between disease drivers, disease incidence at the community level, and poverty and equity impacts

    Evaluating the potential for the environmentally sustainable control of foot and mouth disease in Sub-Saharan Africa

    Strategies to control transboundary diseases have in the past generated unintended negative consequences for both the environment and local human populations. Integrating perspectives from across disciplines, including livestock, veterinary and conservation sectors, is necessary for identifying disease control strategies that optimise environmental goods and services at the wildlife-livestock interface. Prompted by the recent development of a global strategy for the control and elimination of foot-and-mouth disease (FMD), this paper seeks insight into the consequences of, and rational options for potential FMD control measures in relation to environmental, conservation and human poverty considerations in Africa. We suggest a more environmentally nuanced process of FMD control that safe-guards the integrity of wild populations and the ecosystem dynamics on which human livelihoods depend while simultaneously improving socio-economic conditions of rural people. In particular, we outline five major issues that need to be considered: 1) improved understanding of the different FMD viral strains and how they circulate between domestic and wildlife populations; 2) an appreciation for the economic value of wildlife for many African countries whose presence might preclude the country from ever achieving an FMD-free status; 3) exploring ways in which livestock production can be improved without compromising wildlife such as implementing commodity-based trading schemes; 4) introducing a participatory approach involving local farmers and the national veterinary services in the control of FMD; and 5) finally the possibility that transfrontier conservation might offer new hope of integrating decision-making at the wildlife-livestock interface

    Zimbabwe’s land reform: challenging the myths

    Most commentary on Zimbabwe’s land reform insists that agricultural production has almost totally collapsed, that food insecurity is rife, that rural economies are in precipitous decline, that political ‘cronies’ have taken over the land and that farm labour has all been displaced. This paper however argues that the story is not simply one of collapse and catastrophe; it is much more nuanced and complex, with successes as well as failures. The paper provides a summary of some of the key findings from a ten-year study in Masvingo province and the book Zimbabwe’s Land Reform: Myths and Realities. The paper documents the nature of the radical transformation of agrarian structure that has occurred both nationally and within the province, and the implications for agricultural production and livelihoods. A discussion of who got the land shows the diversity of new settlers, many of whom have invested substantially in their new farms. An emergent group ‘middle farmers’ is identified who are producing, investing and accumulating. This has important implications – both economically and politically – for the future, as the final section on policy challenges discusses.ESR
