    The Effect of Unions on Productivity in the Public Sector: The Case of Municipal Libraries

    [Excerpt] This paper represents our initial efforts at analyzing the effects of unions on productivity in the public sector. We first sketch an analytical framework that can be used to estimate these effects, focusing for expository purposes on municipal public libraries. We initially focus on libraries because considerable effort has been devoted to conceptualizing productivity measures for them and because of the availability of data to implement the framework. After discussing the analytical framework, we present preliminary estimtes of the effects of unions on productivity in public libraries based upon analyses of data from 71 municipal libraries in Massachusetts. We conclude by indicating how these analyses will be extended and the direction that we hope our future research will take

    Multiferroicity in the frustrated spinel cuprate GeCu2_2O4_4

    Different from other magnetically frustrated spinel systems, GeCu2_{2}O4_{4} is a strongly tetragonal distorted spinel cuprate in which edge-sharing CuO2_{2} ribbons are running along alternating directions perpendicular to the cc-axis. Here, GeCu2_{2}O4_{4} samples of high quality were prepared via high pressure synthesis (at 4 GPa) and the corresponding magnetic and dielectric properties were investigated. For the first time, we observed a ferroelectric polarization emerging at TN_{N} ∼\sim 33~K. Although the ferroelectric polarization is weak in GeCu2_{2}O4_{4} (PP ∼\sim 0.2μ\muC/m2^{2}), the existence of spin-induced multiferroicity provides a strong constraint on the possible ground state magnetic structures and/or the corresponding theoretical models of multiferroicity for GeCu2_{2}O4_{4}.Comment: https://journals.aps.org/prmaterials/abstract/10.1103/PhysRevMaterials.2.04140

    Phase analysis of the cosmic microwave background from an incomplete sky coverage

    Phases of the spherical harmonic analysis of full-sky cosmic microwave background (CMB) temperature data contain useful information complementary to the ubiquitous angular power spectrum. In this letter we present a new method of phase analysis on incomplete sky maps. It is based on Fourier phases of equal-latitude pixel rings of the map, which are related to the mean angle of the trigonometric moments from the full-sky phases. They have an advantage for probing regions of interest without tapping polluted Galactic plane area, and can localize non-Gaussian features and departure from statistical isotropy in the CMB.Comment: 5 pages, 3 figures submitted to MNRAS Letters, replaced with minor change

    Kinematic and morphological modeling of the bipolar nebula Sa2-237

    We present [OIII]500.7nm and Halpha+[NII] images and long-slit, high resolution echelle spectra in the same spectral regions of Sa2--237, a possible bipolar planetary nebula. The image shows a bipolar nebula of about 34" extent, with a narrow waist, and showing strong point symmetry about the central object, indicating it's likely binary nature. The long slit spectra were taken over the long axis of the nebula, and show a distinct ``eight'' shaped pattern in the velocity--space plot, and a maximum projected outflow velocity of V=106km/s, both typical of expanding bipolar planetary nebulae. By model fitting the shape and spectrum of the nebula simultaneously, we derive the inclination of the long axis to be 70 degrees, and the maximum space velocity of expansion to be 308 km/s. Due to asymmetries in the velocities we adopt a new value for the system's heliocentric radial velocity of -30km/s. We use the IRAS and 21cm radio fluxes, the energy distribution, and the projected size of Sa2-237 to estimate it's distance to be 2.1+-0.37kpc. At this distance Sa2-237 has a luminosity of 340 Lsun, a size of 0.37pc, and -- assuming constant expansion velocity -- a nebular age of 624 years. The above radial velocity and distance place Sa2--237 in the disk of the Galaxy at z=255pc, albeit with somewhat peculiar kinematics.Comment: 10pp, 4 fig

    Dissipation of dark matter

    Fluids often display dissipative properties. We explore dissipation in the form of bulk viscosity in the cold dark matter fluid. We constrain this model using current data from supernovae, baryon acoustic oscillations and the cosmic microwave background. Considering the isotropic and homogeneous background only, viscous dark matter is allowed to have a bulk viscosity ≲107\lesssim 10^7 Pa⋅\cdots, also consistent with the expected integrated Sachs-Wolfe effect (which plagues some models with bulk viscosity). We further investigate the small-scale formation of viscous dark matter halos, which turns out to place significantly stronger constraints on the dark matter viscosity. The existence of dwarf galaxies is guaranteed only for much smaller values of the dark matter viscosity, ≲10−3\lesssim 10^{-3} Pa⋅\cdots.Comment: 10 pages, 3 figures, published in PR

    Quantum kk-core conduction on the Bethe lattice

    Classical and quantum conduction on a bond-diluted Bethe lattice is considered. The bond dilution is subject to the constraint that every occupied bond must have at least k−1k-1 neighboring occupied bonds, i.e. kk-core diluted. In the classical case, we find the onset of conduction for k=2k=2 is continuous, while for k=3k=3, the onset of conduction is discontinuous with the geometric random first-order phase transition driving the conduction transition. In the quantum case, treating each occupied bond as a random scatterer, we find for k=3k=3 that the random first-order phase transition in the geometry also drives the onset of quantum conduction giving rise to a new universality class of Anderson localization transitions.Comment: 12 pgs., 6 fig
