"Junge Menschen, die in der Kinder- und Jugendhilfe aufgewachsen sind, sind in der Regel häufiger von Armut betroffen als ihre Peers (vgl. Stein 2012). Dabei sind junge Erwachsene generell schon die am häufigsten von Armut betroffene Gruppe unserer Gesellschaft (vgl. Statistisches Bundesamt 2011). Da sich die Bewältigungslagen junger Erwachsener erheblich voneinander unterscheiden, schlagen wir für die Kinder- und Jugendhilfe einen differenzierten Zugang zu den Lebenslagen ihrer Adressat_innen vor. Dabei wird Kinder- und Jugendhilfe selbst zum Akteur in der Gestaltung von Handlungsspielräumen der jungen Menschen. Am Beispiel Studierender mit Erziehungshilfeerfahrung möchten wir in diesem Beitrag auf die Produktivität der getrennten Betrachtung von Bewältigungslage und Lebenslage hinweisen, um sie dann ins Verhältnis zueinander setzen zu können." Young adults are already generally the group within society most frequently affected by poverty (cf. Statistisches Bundesamt 2011). As the conditions of coping (Bewältigungslagen) experienced by young adults differ considerably from to another, we propose that the child and youth welfare services adopt a nuanced approach to their clients' living conditions (Lebenslagen). This means the child and youth welfare services themselves become an actor shaping the young people's scope for action. Using the example of students with experience in children's social care services, this article will show the benefits of examining young people's conditions of coping and living conditions separately, so as to then compare the two." Das Sozialpolitische Prinzip: Die eigene Kraft des Sozialen an den Grenzen des Wohlfahrtsstaats

Der deutsche Sozialstaat ist in den letzten Jahren in Kritik geraten - und sieht sich trotz seiner Bewährung in den jüngsten Finanzkrisen zum verlängerten Arm des neoliberalen Kapitalismus herabgestuft. Die Autoren zeigen: Wenn es um die Diskussion der Zukunft des Sozialen geht, führt eine nur auf den Sozialstaat fixierte Kritik der Sozialpolitik in die Sackgasse. Vielmehr ist es das Sozialpolitische Prinzip, von dem die eigentliche Wirkung und Kraft des Sozialen auch in der Gesellschaft der Zweiten Moderne ausgeht. Dieses Prinzip freizulegen, angesichts der gegenwärtigen Entwicklung zu erweitern und damit den einseitigen Sozialstaatsdiskurs wieder in ein dialektisches Fahrwasser zu bringen, ist das Anliegen dieses Buches.The German welfare state has been the target of criticism in recent years - and has seen itself, despite surviving in the most recent financial crisis, downgraded to the extended arm of neoliberal capitalism. The authors show that when it comes to the discussion of the future of the social sphere, a critique of social policy which is only fixated on the welfare state can only lead to a dead end. Rather, it is the socio-political principle from which the actual effect and strength of the social originates, even in the society of the second modern era. The objective of this book is to expose this principle, to expand it in light of the present development, and thereby bring the one-sided discourse around the welfare state into a more dialectical context

Hilfeplanung im Jugendamt Landkreis Hildesheim. Eine Arbeitsbroschüre für die Mitarbeiter_innen des Jugendamts-Erziehungshilfe im Landkreis Hildesheim

In der Zeit von Juli 2015 bis September 2017 fand in Zusammenarbeit des Jugendamts-Erziehungshilfe des Landkreises Hildesheim und der Universität Hildesheim das Projekt „Hilfeplanung in den Hilfen zur Erziehung“ statt. Das Projekt hatte zum Ziel, gemeinsame Standards in den einzelnen Arbeitsschritten der Hilfeplanung festzulegen. Die folgende Broschüre stellt die zentralen Diskussionen und Ergebnisse des Projekts dar und gibt somit einen Überblick über die im Projekt erarbeiteten und die für das Jugendamt-Erziehungshilfe konstitutiven Standards im Rahmen des Hilfeplanungsprozesses

"Peer Violence" und Schutzkonzepte: Gewalt im Kontext der Jugendarbeit aus der Sicht von Jugendlichen

"Die 'Pädagogik der Kinder- und Jugendarbeit' (Cloos/Köngeter/Müller/Thole 2009) lautet der Titel einer der einschlägigsten empirischen Studien in diesem Feld der vergangenen Jahre. Doch wie gut kennt die Diskussion um Schutzkonzepte in der Kinder- und Jugendarbeit die Jugendlichen der Kinder- und Jugendarbeit? Der vorliegende Beitrag geht davon aus, dass gerade in der Diskussion um 'peer violence' in der Kinder- und Jugendarbeit eine grundlegende Auseinandersetzung mit den Positionierungen von Jugendlichen gegenüber sexualisierten Übergriffen notwendig ist. Es werden einige Befunde aus dem Projekt 'Safer Places' präsentiert, in dem Jugendliche im Kontext der Jugendarbeit befragt wurden, wie sie sexualisierte Übergriffe wahrnehmen. Die fachliche Basis der Pädagogik der Kinder- und Jugendarbeit fokussiert Ansätze der Selbstbestimmung und Selbstorganisation von jungen Menschen. Vor diesem Hintergrund wird abschließend entsprechend begründet, dass Schutzkonzepte in diesem Feld darauf angewiesen sind, sich immer wieder neu mit dem Jugendbild, jugendkulturellen Positionierungen und Sexualitäten in diesem Lebensalter auseinanderzusetzen." But how well informed is the discourse on organizational concepts for safety in Open Youth Work about the viewpoints of children and youth? The following article emphasizes the need for a fundamental debate about the different views of young people on sexually motivated assaults. Empirical results which were raised in the project 'Safer Places' are presented, where young people in Open Youth Work were questioned how they perceive sexually motivated assaults in this context. The professional basis for an education within Open Youth Work focusses approaches of self-determination and self-management of young people. Against this background it is finally argued that organizational concepts for safety in this field rely on a constant reflection of images and positions concerning youth and youth cultures as well as sexualities in this phase of life." Statuspassage "Leaving Care": biografische Herausforderungen nach der Heimerziehung

"Die aktuelle internationale Forschung zum Übergang von jungen Menschen aus den stationären Erziehungshilfen ins Erwachsenenleben zeigt, dass diese sogenannten Careleavers in vielerlei Hinsicht gegenüber ihren gleichaltrigen Peers benachteiligt sind. Insbesondere können sie, um diesen Übergang zu bewältigen, auf vergleichsweise wenige Unterstützungsressourcen zurückgreifen. Der Übergang ins Erwachsenenleben ist in den letzten Jahren in Deutschland zwar vielfach untersucht und die Entstehung einer Lebensphase des jungen Erwachsenenalters mit seinen vielfältigen und komplexen Herausforderungen beschrieben worden. Es fehlen jedoch bislang entsprechende Studien zur besonderen Situation der Gruppe von Careleavers und den strukturellen Bedingungen, unter denen der Übergang ins Erwachsenenleben für Careleavers stattfindet. In diesem Beitrag werden daher erstens die vorliegenden Daten und Studien zu Careleavers in Deutschland daraufhin befragt, welche Aussagen diese über diese Statuspassage treffen können. Zweitens werden anhand zweier eigener Studien Hinweise auf die strukturellen Bedingungen dieser Statuspassage Leaving Care gegeben." Compared to their same-age peers, they especially lack in social support networks. Although many German studies focus on transitions to adulthood, in general, very little is known about the transitions of German care leavers and about the service framework under which the transitions take place. This paper analyses German secondary data and research pursuant to the question of how the status passage 'leaving care' is influenced by service institutions. Results drawn from two studies examining educational attainment and the employment of young people leaving care are presented. Finally, the conditions of the service framework concerning the status passage leaving care are discussed." (author's abstract

Towards A Modular IT-Landscape For Manufacturing Companies: Framework For Holistic Software Modularization

Companies in the manufacturing sector are confronted with an increasingly dynamic environment. Thus, corporate processes and, consequently, the supporting IT landscape must change. This need is not yet fully met in the development of information systems. While best-of-breed approaches are available, monolithic systems that no longer meet the manufacturing industry's requirements are still prevalent in practical use. A modular structure of IT landscapes could combine the advantages of individual and standard information systems and meet the need for adaptability. At present, however, there is no established standard for the modular design of IT landscapes in the field of manufacturing companies' information systems. This paper presents different ways of the modular design of IT landscapes and information systems and analyzes their objects of modularization. For this purpose, a systematic literature research is carried out in the subject area of software and modularization. Starting from the V-model as a reference model, a framework for different levels of modularization was developed by identifying that most scientific approaches carry out modularization at the data structure-based and source code-based levels. Only a few sources address the consideration of modularization at the level of the software environment-based and software function-based level. In particular, no domain-specific application of these levels of modularization, e.g., for manufacturing, was identified

A multinational comparison of care-leaving policy and legislation

Abstract: Care-leavers – those transitioning from alternative care towards young adulthood – are widely recognised as a vulnerable population, yet child protection legislation seldom applies to them because they have reached adulthood. Despite this, little internationally comparative research on care-leaving policy and legislation has been conducted. This paper maps multinational policy and legislation, and its impact on the services to care-leavers and the challenges they experience. An online survey was conducted with key informants in 36 countries and analysed by a multinational team of care-leaving scholars. Findings reveal that few countries have well-developed care-leaving legislation. Most countries provide little aftercare beyond the age of 18, even when legislation provides for it. Within the context of suboptimal social policy and limited aftercare services, findings also reveal high vulnerability among care-leavers. Recommendations for policy development, global dialogue, further research and advocacy are proposed
