Progressive realism and the EU’s international actorness: towards a grand strategy?

The EU lacks a coherent strategy to guide its international actions.This is a problem that has been amply discussed in both academic and policy-making circles, but that remains to be fully addressed. The December 2013 European Council recognised the issue, and the EU High Representative Federica Mogherini is in charge of a strategic review that will lead to a global strategy by June 2016. Most arguments in favour of a grand strategy rely on utilitarian arguments that highlight the EU’s potential for a more efficient foreign policy. By linking a progressive realist approach to the importance of an EU grand strategy, this article intends to demonstrate the normative need for such a guiding document. As it will be argued, a grand strategy is a necessary step in the consolidation of the EU as a pluralist postnational polity that has in the fulfilment of its citizens’ interests its raison d’être

Bacterial Inactivation of Wound Infection in a Human Skin Model by Liquid-Phase Discharge Plasma

Background: We investigate disinfection of a reconstructed human skin model contaminated with biofilm-formative Staphylococcus aureus employing plasma discharge in liquid. Principal Findings: We observed statistically significant 3.83-log10 (p,0.001) and 1.59-log10 (p,0.05) decreases in colony forming units of adherent S. aureus bacteria and 24 h S. aureus biofilm culture with plasma treatment. Plasma treatment was associated with minimal changes in histological morphology and tissue viability determined by means of MTT assay. Spectral analysis of the plasma discharge indicated the presence of highly reactive atomic oxygen radicals (777 nm and 844 nm) and OH bands in the UV region. The contribution of these and other plasma-generated agents and physical conditions to the reduction in bacterial load are discussed. Conclusions: These findings demonstrate the potential of liquid plasma treatment as a potential adjunct therapy for chronic wounds

Russia’s idea of the multipolar world order: origins and main dimensions

Contemporary international relations are rife with the ideological struggle over the potential nature of the rapidly changing world order. Two distinct paradigmatic positions have surfaced. One champions economic, cultural, and political globalization conducted under the leadership of the Western world. The other advocates a more particularistic approach that fends for a balance of interests, multiplicity of politico-cultural forms and multiple centers of international influence. The latter doctrine, often referred to as the multipolar world theory, is the subject of this paper. The discussion argues that the idea of a multipolar world order has emerged as Russia’s main ethical and ideological position advanced in the international arena. Its philosophical tenets buttress Russian society intellectually at home, providing the expedients to pursue the country’s foreign policy goals abroad. The paper examines a substantial value package with roots in both Russian and Western philosophy that sustains the multipolar world order theory

User involvement in international standardization

This paper describes international standardization on ergonomics, and the role of user involvement in particular. International standards in ergonomics have been developed since 1974 when ISO/TCl59 Ergonomics was established at the request of the International Ergonomics Association (IEA). In general standards have been established on the basis of scientific data and political arguments. The question is whether the needs of the users of the standards have been considered in a proper manner. Below, four representatives from ISO/TC159 and CENITC122 Ergonomics describe the current process of standardization, present their experiences, and give their opinion on the way to go concerning user involvement in international standardization
