Portugal and Spain entering the Common Market: Their industrial competitiveness revisited
The purpose of this paper is to assess the overall position as well as the relative strength and weakness of the Iberian manufacturing industries within an enlarged Community. Earlier studies of the authors (Donges, Schatzf 1980; Donges et al., 1982) are up-dated and extended to cover the bilateral trade relations between Portugal and Spain. Following a recapitulation of the major trade patterns of the Iberian countries, we examine the nature of their specialization, both with regard to the EC and among themselves. The increased import competition, employment changes and the adjustment problems faced by the two. countries will be analysed subsequently. The paper concludes with some considerations about an overall strategy to cope with the challenges induced by the accession.

Proton Drip-Line Calculations and the Rp-process
One-proton and two-proton separation energies are calculated for proton-rich
nuclei in the region . The method is based on Skyrme Hartree-Fock
calculations of Coulomb displacement energies of mirror nuclei in combination
with the experimental masses of the neutron-rich nuclei. The implications for
the proton drip line and the astrophysical rp-process are discussed. This is
done within the framework of a detailed analysis of the sensitivity of rp
process calculations in type I X-ray burst models on nuclear masses. We find
that the remaining mass uncertainties, in particular for some nuclei with
, still lead to large uncertainties in calculations of X-ray burst light
curves. Further experimental or theoretical improvements of nuclear mass data
are necessary before observed X-ray burst light curves can be used to obtain
quantitative constraints on ignition conditions and neutron star properties. We
identify a list of nuclei for which improved mass data would be most important.Comment: 20 pages, 9 figures, 2 table
AFM pulling and the folding of donor-acceptor oligorotaxanes: phenomenology and interpretation
The thermodynamic driving force in the self-assembly of the secondary
structure of a class of donor-acceptor oligorotaxanes is elucidated by means of
molecular dynamics simulations of equilibrium isometric single-molecule force
spectroscopy AFM experiments. The oligorotaxanes consist of
cyclobis(paraquat-\emph{p}-phenylene) rings threaded onto an oligomer of
1,5-dioxynaphthalenes linked by polyethers. The simulations are performed in a
high dielectric medium using MM3 as the force field. The resulting force vs.
extension isotherms show a mechanically unstable region in which the molecule
unfolds and, for selected extensions, blinks in the force measurements between
a high-force and a low-force regime. From the force vs. extension data the
molecular potential of mean force is reconstructed using the weighted histogram
analysis method and decomposed into energetic and entropic contributions. The
simulations indicate that the folding of the oligorotaxanes is energetically
favored but entropically penalized, with the energetic contributions overcoming
the entropy penalty and effectively driving the self-assembly. In addition, an
analogy between the single-molecule folding/unfolding events driven by the AFM
tip and the thermodynamic theory of first-order phase transitions is discussed
and general conditions, on the molecule and the cantilever, for the emergence
of mechanical instabilities and blinks in the force measurements in equilibrium
isometric pulling experiments are presented. In particular, it is shown that
the mechanical stability properties observed during the extension are

Exploring Outliers in Crowdsourced Ranking for QoE
Outlier detection is a crucial part of robust evaluation for crowdsourceable
assessment of Quality of Experience (QoE) and has attracted much attention in
recent years. In this paper, we propose some simple and fast algorithms for
outlier detection and robust QoE evaluation based on the nonconvex optimization
principle. Several iterative procedures are designed with or without knowing
the number of outliers in samples. Theoretical analysis is given to show that
such procedures can reach statistically good estimates under mild conditions.
Finally, experimental results with simulated and real-world crowdsourcing
datasets show that the proposed algorithms could produce similar performance to
Huber-LASSO approach in robust ranking, yet with nearly 8 or 90 times speed-up,
without or with a prior knowledge on the sparsity size of outliers,
respectively. Therefore the proposed methodology provides us a set of helpful

Staatliche Interventionen in der Bundesrepublik Deutschland: Umfang, Struktur, Wirkungen
Markt und Wettbewerb sind in der Bundesrepublik Deutschland als ordnungspolitische Konzeption nicht konsequent verwirklicht worden. Schon das Gesetz gegen WettbewerbsbeschrĂ€nkungen stellte sieben Wirtschaftsbereiche (darunter die Landwirtschaft, den Steinkohlenbergbau, die Eisenschaffende Industrie und die NachrichtenĂŒbermittlung) auĂerhalb der sonst geltenden Ordnung und sanktionierte Kartelle, Monopole und Preisabsprachen. DarĂŒber hinaus mehren sich die staatlichen Interventionen auch in Bereichen, in denen Wettbewerb vorgeschrieben ist. Zölle und vor allem nichttarifĂ€re Handelshemmnisse werden gezielt eingesetzt, um Importkonkurrenz abzuwehren (z.B. bei der Textil- und Bekleidungsindustrie). Mit sektorspezifischen Subventionen wird versucht, sowohl unrentable Produktionen und ArbeitsplĂ€tze zu erhalten (z.B. Schiffbau) als auch zukunftstrĂ€chtig erscheinende AktivitĂ€ten zu stimulieren (z.B. Luft- und Raumfahrzeugbau). HĂ€ufig muĂ der Staat Subventionszwecke zusĂ€tzlich durch Regulierungen des Marktzugangs, der Mengen oder der Preise absichern (z.B. in der Eisen- und Stahlindustrie), und mitunter werden Subventionen notwendig, weil reguliert wird (z.B. intern bei der Deutschen Bundespost). Werden auch noch die zahlreichen sektorĂŒbergreifenden Interventionen hinzugezĂ€hlt, so zeigt sich, daĂ das an der gesamtwirtschaftlichen Wertschöpfung gemessene Segment der Wirtschaft, in dem noch Wettbewerb herrscht, mittlerweile auf deutlich unter 50 vH zusammengeschrumpft ist. Die meisten staatlichen Interventionen lassen sich aus wirtschaftswissenschaftlicher Sicht nicht begrĂŒnden. Es gibt weitaus weniger Marktversagen, als gemeinhin angenommen wird, und wo MĂ€rkte unvollkommen funktionieren, geht dies hĂ€ufig auf unbedachte staatliche Eingriffe oder auf Staatsversagen zurĂŒck. TatsĂ€chlich ĂŒberwiegen die politischen BegrĂŒndungen. Vielfach werden dabei ĂŒbergeordnete Gesichtspunkte auch dann geltend gemacht, wenn es erkennbar um Partikularinteressen geht (die der etablierten Unternehmen, der Arbeitsplatzinhaber oder der VerbandsfunktionĂ€re). Der Staat behindert und verzerrt den Wettbewerb weitaus mehr, als es Private ĂŒber Absprachen je könnten, denn die Kartellbehörden und die (potentielle) Auslandskonkurrenz sorgen dafĂŒr, daĂ privatwirtschaftlich herbeigefĂŒhrte Funktionsstörungen des Marktes begrenzt bleiben. I Bedenklich sind die gesamtwirtschaftlichen Fehlentwicklungen, die von ĂŒberzogenen und oft inkonsistenten staatlichen Eingriffen ausgehen: Der wachstumsnotwendige Strukturwandel kommt nicht zĂŒgig genug voran; es entstehen zu wenig neue, zukunftstrĂ€chtige Unternehmen und zu wenig zusĂ€tzliche, rentable ArbeitsplĂ€tze. Strukturschwache Regionen tun sich mit der aktiven Sanierung schwer. Der technische Fortschritt wird nicht schnell genug aktiviert und nicht an der richtigen Stelle genutzt. Die Preise fĂŒr zahlreiche GĂŒter und Dienstleistungen sind ĂŒberhöht; die internationale WettbewerbsfĂ€higkeit der Unternehmen leidet, und die Realeinkommen sind niedriger, als sie es sein könnten. --
