European external cultural relations: expectations from the outside; conference report, Brussels, 12 December 2012

On 12 December 2012 around 80 experts from the fields of European cultural affairs and (European) external cultural relations, including representatives of cultural institutions and members of academia, met at the conference ‘European external cultural relations: Expectations from the outside’ in order to discuss the perceptions and expectations for European external cultural relations from the outside, in particular in countries in Asia and Africa, since many European cultural co-operation projects focus on those regions

The SUMER Lyman-alpha line profile in quiescent prominences

Aims: Out of a novel observing technique, we publish for the first time, SoHO-SUMER observations of the true spectral line profile of hydrogen Lyman-alpha in quiescent prominences. With SoHO not being in Earth orbit, our high-quality data set is free from geocoronal absorption. We study the line profile and compare it with earlier observations of the higher Lyman lines and recent model predictions. Methods: We applied the reduced-aperture observing mode to two prominence targets and started a statistical analysis of the line profiles in both data sets. In particular, we investigated the shape of the profile, the radiance distribution and the line shape-to-radiance interrelation. We also compare Ly-a data to co-temporal 1206 Si III data. Results: We find that the average profile of Ly-a has a blue-peak dominance and is more reversed, if the line-of-sight is perpendicular to the field lines. The contrast of Ly-a prominence emission rasters is very low and the radiance distribution differs from the log-normal distribution of the disk. Features seen in the Si III line are not always co-spatial with Ly-a emission. Conclusions: Our empirical results support recent multi-thread models, which predict that asymmetries and depths of the self-reversal depend on the orientation of the prominence axis relative to the line-of-sight.Comment: 4 pages, 7 figures; accepted for publication as A&A lette

Medicine murder of people with albinism in Tanzania – how casino capitalism creates rumorscapes and occult economies

In 2007, a spate of killings of people with albinism in Northwest Tanzania placed the country in the international limelight. Rumors that the bones of people with albinism were a necessary ingredient in wealth generating magic potions provoked the killings which had no precedents in Tanzania or the local Sukuma culture. This working paper places the rumors in a wider context of living with albinism in Tanzania as well as a general retreat to magic in the face of economic distress. It is argued that the specific nature of the mining and fishing industries in Northwest Tanzania as examples of casino capitalism brings about ‘rumorscapes’, in which stories from near and far are exchanged, fused, adapted and, by some ‘witchdoctors’, turned into viable business options. The rumors and the killings must be understood as a new phenomenon, not as a retreat to traditional modi operandi from local Sukuma magic. Only by addressing the uncertainties faced by people working in the fishing and mining industries will it be possible to prevent such murders in the future.Im Jahr 2007 zog Tansania durch eine Serie an Mordfällen an Menschen mit Albinismus in Nordwesttansania international Aufmerksamkeit auf sich. Dieses Working Paper erläutert die Entstehung der Gerüchte vor dem Hintergrund, was es bedeutet, in Tansania mit Albinismus zu leben und untersucht sie im Hinblick auf eine häufiger auftretende Tendenz, sich angesichts ökonomischer Unsicherheit auf Magie zu besinnen. Es wird argumentiert, dass die Besonderheiten des Bergbaus und des Fischfangs als ‚casino capitalism‘ ein internationales Fluidum an Gerüchten (‚rumorscape‘) entstehen lassen, innerhalb dessen Geschichten von nah und fern ausgetauscht, fusioniert, adaptiert und von einigen ‚witchdoctors‘ zu erträglichen Geschäftsmodellen gemacht werden. Die Gerüchte und Morde müssen als neues Phänomen begriffen werden, nicht als eine Rückbesinnung auf traditionelle modi operandi der Magie der lokalen Sukuma. Erst, wenn die Unsicherheiten der Leute, die im Bergbau und Fischfang arbeiten, beseitigt werden, wird es möglich sein, solche Morde in Zukunft zu verhindern

The SUMER Data in the SOHO Archive

We have released an archive of all observational data of the VUV spectrometer Solar Ultraviolet Measurements of Emitted Radiation (SUMER) on SOHO that has been acquired until now. The operational phase started with 'first light' observations on 27 January 1996 and will end in 2014. Future data will be added to the archive when they become available. The archive consists of a set of raw data (Level 0) and a set of data that are processed and calibrated to the best knowledge we have today (Level 1). This communication describes step by step the data acquisition and processing that has been applied in an automated manner to build the archive. It summarizes the expertise and insights into the scientific use of SUMER spectra that has accumulated over the years. It also indicates possibilities for further enhancement of the data quality. With this article we intend to convey our own understanding of the instrument performance to the scientific community and to introduce the new, standard-FITS-format database.Comment: 38 pages, 9 figures, accepted for publication by Solar Physic

Die Bedienung ländlicher Räume als Aufgabe aller Verkehrsträger: planungsrelevante Fakten

In mehreren Forschungsprojekten wurden 50 Siedlungen in dünn besiedelten Gebieten Nord- und Süddeutschlands untersucht. Die Bedienungsqualität der vorhandenen ÖPNV-Netze wurde bewertet und alle Haushalte wurden schriftlich befragt. Die Rücklaufquoten lagen um 50%. Als Ergebnis zeigte sich, dass der öffentliche Verkehr im dünnbesiedelten ländlichen Raum der Bundesrepublik Deutschland ohne größere Bedeutung ist. Selbst bei drastischen Verbesserungen des öffentlichen Verkehrsangebots nahm hier die Nachfrage nur stark unterproportional zu. Trotzdem ist der öffentliche Verkehr im ländlichen Raum besser als sein Ruf. In der vergleichenden Bewertung des ÖPNV-Angebots urteilte jedoch die betroffene Bevölkerung 2-3 Schulnoten (von 5) schlechter als die Verkehrsexperten. Bei dieser Bewertung konnten ÖPNV- und MIV-Benutzer nicht mehr getrennt werden, da die Zahl der ÖPNV-Benutzer bereits statistisch zu klein war. Der dargestellte Evolutionszyklus zeigt einen Funktionsverlust des Linienbusses als Mobilitätsprodukt von gestern. Allgemeine Messlatte ist heute und hier der Pkw vor der Haustür. Die systematische Unkenntnis des täglichen Linienbusses spricht aber auch für Wahrnehmungsdefizit, das sich durch preiswerte Maßnahmen aus der Welt schaffen lässt. Auch sie gehören gerade hier zur unumgänglichen und umfassenden Neuorganisation des ÖPNV.Several research projects investigated the provision of public transport in 50 communities in sparsely populated areas of North and South Germany. The levels of service were evaluated and all households were surveyed by questionnaire in 1979 and 1980. The response rates were between 48 and 58%. The results showed the very low importance of public transport in sparsely populated areas of the Federal Republic of Germany. Even after dramatic improvements in the provision of line bus service the corresponding rise in demand was much lower. Nevertheless public transport in rural areas is better than its reputation. The local population rated the quality of service significantly lower than transport experts. Because the number of bus passengers was already so low it was not possible for statistical reasons to distinguish between the rating of car users and public transport users. As the evolution cycle explains here the line bus is an mobility product of yesteryear. The most important yardstick today is the car in front of the front door. In addition the daily line bus is hardly noticed. Therefore rural areas require the comprehensive reorganization of their public transport system and low cost measures to improve the awareness of the existence of public transport

The extreme UV imager telescope on-board the Solar Orbiter mission: overview of phase C and D

The Solar Orbiter mission is composed of ten scientific instruments dedicated to the observation of the Sun’s atmosphere and its heliosphere, taking advantage of an out-of ecliptic orbit and at perihelion reaching a proximity close to 0.28 A.U. On board Solar Orbiter, the Extreme Ultraviolet Imager (EUI) will provide full-Sun image sequences of the solar corona in the extreme ultraviolet (17.1 nm and 30.4 nm), and high-resolution image sequences of the solar disk in the extreme ultraviolet (17.1 nm) and in the vacuum ultraviolet (121.6 nm). The EUI concept uses heritage from previous similar extreme ultraviolet instrument. Additional constraints from the specific orbit (thermal and radiation environment, limited telemetry download) however required dedicated technologies to achieve the scientific objectives of the mission. The development phase C of the instrument and its sub-systems has been successfully completed, including thermo-mechanical and electrical design validations with the Structural Thermal Model (STM) and the Engineering Model (EM). The instrument STM and EM units have been integrated on the respective spacecraft models and will undergo the system level tests. In parallel, the Phase D has been started with the sub-system qualifications and the flight parts manufacturing. The next steps of the EUI development will be the instrument Qualification Model (QM) integration and qualification tests. The Flight Model (FM) instrument activities will then follow with the acceptance tests and calibration campaigns
